New media,new panics

ABSTRACT

When Stuart Hall and his Birmingham School colleagues argued that media technologies were essential to the production of moral panics, they focused on the relationship between mass media and the state. Because new technologies have altered our cultures of ostracism and punishment, we offer a revised analysis of this relationship that examines the role of online shaming in current moral panics. Not only do we analyze the new technological affordances of digital media, we argue that our current shaming culture is symptomatic of a deep-seated political disenfranchisement that leaves subjects grasping to “do something.” Contributing to a social media-driven panic culture that punishes and ostracizes deviants thus stands in for meaningful political participation. Ultimately, we argue that the evolving orientation to public life fostered by these new technologies has created a culture of shaming whereby citizens often prosecute their own discrete moral panics amid the more sustained sense of political crisis that characterizes contemporary life.     

Restructuring the publishing industry: New technology,new jobs,and a new curriculum

Major changes in the publishing industry demand a reassessment of the way publishing is taught. This article discusses changes in technology, internationalization, organization, and context, along with implications for the purpose of publishing education, its objectives, and scope. Ralph Hancox, chairman, president, and chief executive officer of the Reader’s Digest Association (Canada) Ltd., has been with the corporation since 1967. A graduate of the Program for Management Development at Harvard Business School and a Nieman Fellow at Harvard, Mr. Hancox is chairman of the National Association of Major Mail Users, a governor of the Conseil du Patronat du Québec, a director of the Quebec Chamber of Commerce, and chairman of the Canadian Centre for Studies in Publishing Society. Mr. Hancox acknowledges the assistance of Jeanmarie Gélinas, Charles W. Magill, and James Hayes.

Informatization,globalization, and privatization in the new Millenium

Informatization is the process through which the new communication technologies are used as a means for furthering socioeconomic development as a nation becomes more and more an information society. The informatization strategy in very recent years has provided an alternative to previous strategies of development communication. India is an example of such a shift, as the New Economic Policy of 1991 opened the nation's borders to global competition and encouraged a change from state‐owned institutions to private businesses. Several high‐technology cities like Bangalore and Hyderabad helped India become a major player in the computer software industry. The privatization of Indian television promoted consumerism, capitalism, and other Western values. One result of informatization is a growing digital divide between the majority of India's population versus the 100 million urban, elite information workers. Comparisons are made with Singapore's road to informatization.

Convergence,connectivity, ephemeral and performed: new characteristics of digital photographs

The recent convergence of digital cameras into mobile phones with Internet connectivity has provided the opportunity for individuals and organisations to adopt new image-making practices. The widespread use of photo-sharing and social networking platforms for sharing, accessing and storing digital photographs is presenting scholars in the social sciences with new areas of research that address the nature of digital photography. By examining the technological, social and cultural factors involved in contemporary image-making practices, scholars are presenting new concepts regarding the characteristics of digital photographs that impact archival activities aimed at managing and preserving trustworthy digital records. This article identifies and discusses the key concepts emerging from social science research on digital photography that are most relevant to the archival field. Analysis of the findings of these studies suggests that new technologies and social practices are changing how people use digital photographs and their expectations of permanence. Therefore, archivists need to be engaged in interdisciplinary discussions regarding the evolution of photographic practices and emerging characteristics of digital photographs in order to anticipate the management and preservation activities required to protect contemporary visual records for future use.     

Miami, Florida-new city in the new world

The land of Florida was one of the first areas explored in the New World during the Age of Discovery; Miami is one of the newest major cities to develop in our present age. Members of the Medical Library Association are invited to come to the 1967 Annual Convention on Miami Beach and to enjoy both the past and the present in Miami and in Florida.

近年来,中非文化交流日益升温,民间层面的除了艺术、体育等交流外,还有一种书业交流正悄然而起。在金融危机横扫全球的背景下,广阔的非洲如今拥有较为可观的出版资源和读者市场,华文书业挺进非洲成为可能也显得有所必要。本文探讨了非洲的出版资源、中非书业往来和进军非洲的策略,以便业内人士参考,进而促进华文书业的做大做强。     

Old issues, new context: Privacy, information collection, and homeland security

In response to the terrorist attacks of September 11, 2001, there have been several statutory and regulatory changes that enhance the collection and use of personal information for intelligence and law enforcement purposes. This article first examines how particular sectors, including financial, educational, libraries, and transportation, have been affected by these changes, with particular attention to the requirements of the USA PATRIOT Act. Next, five common themes and trends, including the lowering of standards for individualized suspicion and the weakening of judicial safeguards, are identified and their effects on privacy and due process are explored. Finally, the article analyzes several political and social implications of the omnibus reduction in privacy protections in the face of terrorism, including the proposal for a national identification system.

The new social studies,textbooks, and reform in social studies

The New Social Studies curriculum development movement was short-lived, in part because project staff were not sensitive to the realities of the educational context within which their materials and methods would be used. Although textbook-based recitation persists in social studies classrooms, textbooks are not a ready mechanism for reform. Among the reasons are the institutional constraints on publishers and the difficulty in effecting curricular change without appropriate teacher preparation and modifications in the educational environment. James P. Shaver id professor of secondary education, associate dean for research, College of Education, and acting dean of the School of Graduate Studies, Utah State University, Logan. He has been president of the National Council for the Social Studies and has received NCSS’s Citation for Exemplary Research. His numerous books and articles include materials for students, research reports, and discussion of educational rationale-building, rationales for social studies education, and research philosophy.     

New media producing new labor: Pinterest,yearning, and self-surveillance

Scrapbooks, a medium long used by women to curate experiences, employ a past-oriented affective capacity of remembrance. By engaging in modal analysis, this essay explores how the social networking site Pinterest, although visually similar to scrapbooks, instead offers a future-oriented affective capacity of yearning to its (primarily female) users. This temporal pivot and change in affective capacity engages women not in celebratory memory work but in a postindustrial, postfeminist third shift of labor curating yearning and self-surveilling.     

The new central public library for Veria,Greece

A new central public library is being planned for the town of Veria, Greece, to open in 1995. The building, funded by the Ministry of Education, will have its design selected as the result of a limited architectural competition. In addition to the library benefits for Veria, it is hoped that the building and the planning process related to it, will serve as a model for other Greek public library building projects.The article describes the author's involvement as consultant to the Veria project, working with the librarian on the preparation of the brief. Following short accounts of the Greek public library scene; the community to be served by the Veria library; the drawbacks of the present building; the site for the new library, and aspects of the brief, the writer ends with a discussion of the difficulties and constraints faced by the consultant advising on an overseas project.     

The NLM Gateway: something old, something new

The NLM Gateway is a single Web interface for searching multiple NLM databases. While the majority of the available databases can be accessed directly via their own Web sites, such as PubMed, there are three databases that are unique to the NLM Gateway, including the ever-expanding OLDMEDLINE files. Thus, the Gateway is a necessary tool for librarians and researchers to be familiar with and have handy.
