This article reports the results of an investigation to identify the disciplinary strengths and the international standing of the higher education institutions in South Africa. Even though comparative assessments provide valuable information for research administrations, researchers and students such information is not available in South Africa currently. The Essential Science Indicators database of the Institute for Scientific Information is utilized for the investigation and six South African universities are identified to be included in the top 1% of the world’s institutions cited in the international scientific literature. The identified institutions are University of Cape Town, University of Pretoria, Orange Free State University, University of Witwatersrand, University of Natal and University of Stellenbosch. Analysis of the scientific disciplines in which the South African institutions meet the threshold requirements for inclusion in the database shows that the country has citation footprints in only nine of the 22 broad scientific disciplines. The article identifies the international standing of the South African universities in the various scientific disciplines, and elaborates on the consequences relevant to higher education and science and technology policy.  相似文献

The access policies of South African universities are influenced by sets of global, social, and economic factors. Although the second and third sets are predominantly local (South African), they are influenced by the first factor that gives rises to a fourth imperative, the economic factor. The latter, which is of increasing importance and is affected by the fact that students can ''vote'' for higher education institutions and programmes with their feet, is tricky. For if institutions sacrifice their core values to market imperatives, they will lose much of their utility as education institutions.  相似文献

The term linkage is used to indicate co-operation between an institution in the North and an institution in the South. Donor organisations have generally used linkages to support the development of higher education and research in developing countries. Over time, there has been a trend away from co-operation on individual academic projects towards broader development co- operation and concentration on selected institutions. This shift raises questions about organisation, procedures and support mechanisms, and about the mandate and capabilities of universities in the North, given the frequently asymmetrical relationship between Northern institutions with their own research agendas and Southern beneficiaries. The recent restructuring of Canadian, Dutch, Norwegian and Swedish support for higher education and research is the result of a search for new, more appropriate models of co-operation. This paper examines the evolution of key issues of policy and organisation within the international donor community.  相似文献

South African higher education institutions are increasingly under scrutiny to produce knowledge that is more relevant to South Africa’s social and economic needs, more representative of the diversity of its knowledge producers, and more inclusive of the variety of the sites where knowledge is produced. Only a small percentage of South Africans are graduates of universities or technology institutes, and these graduates are not representative of the diversity of the South African population. As a result there is a shortage of skills to address the country’s reconstruction and developmental needs. This places a burden on higher education institutions to expand access to their programmes, and to ensure that their programmes are relevant to the developmental context. Policy makers have found in the Gibbons [Gibbons, M., et al. (1994). The New Production of Knowledge. The Dynamics of Science and Research in Contemporary Societies. London Sage Publishers] thesis on ‘Mode 2 knowledge production’ a rationale for the transformation of higher education through the inclusion of practices which are less abstract, less discipline bound and closer to those processes which characterise the diversity and distribution of knowledge production in the wider society. Nowotny et al. [Nowtony et al. (2001). Re-thinking Science. Knowledge and the Public in an Age of Uncertainty. Cambridge: Polity Press.] have taken Gibbons’ thesis further and have described society itself as becoming increasingly ‘Mode 2’. In a Mode 2 society, differentiation is replaced with integration, and networks of knowledge producers conduct their work in transdisciplinary teams across widely distributed sites. Such ‘transgressivity’ both pushes knowledge production systems forward and distributes and diffuses knowledge more widely throughout society. In this paper, it is argued that there is a need for higher education practitioners to engage critically – and constructively – with the knowledge bases of policy directives to ensure that the new teaching and learning processes and systems adequately prepare students for the complexity and diversity of South African society, and enable them to contribute meaningfully to its reconstruction and development.  相似文献

This paper reviews briefly the relationship between the South African government and higher education. This relationship, which has shaped the landscape of higher education, is looked at on the premise that public institutions depend to a large extent on government for funding and other resources, and as such there has been constant influence and interference in higher education affairs. Whereas under colonial rule, the relationship mimicked that of the Scottish and British universities, the postcolonial relationships had their own characteristics, emulating government policies under apartheid and confirming therefore the establishment of two‐tier university systems. Like most African countries, South Africa is currently faced with an immense task to bring together economic, social and political stability. This requires proactive national policies to develop particular skills and therefore a focused intervention and delivery within and through the institutions of higher education.  相似文献

The increasing pace and scope of global structural change has left Japanese flagship universities at a crossroads. Reflecting upon historical trends, current policy changes and respective institutional strategies for global marketing among Japanese top research universities, the author discusses possible future directions for these institutions and how key decisions may be influenced by selected national policies. By taking a more active role in building flagship universities and making use of higher education for social and economic development, the Japanese government has already taken concrete measures to keep apace with higher education policies of neighboring Asian countries. However, in the author’s view, whether or not Japan can truly develop and maintain world-class universities ultimately depends on an overall improvement in the status of East Asian higher education.  相似文献

Abstract

The aim of this paper was to review the contribution of private institutions to higher education in Africa and use Monash South Africa as a case study. A literature search was conducted to gain perspective on the current situation with respect to private higher education institutions in Africa and how they are perceived in relation to public higher education institutions.

In comparison with public higher education institutions, private higher education institutions in Africa were successful in four areas: ? Widening access to higher education in the continent

? Improving the quality of education

? Improving student experience

? Increasing the recognition and marketability of their degrees

However, private higher education institutions in Africa have failed in two areas: ? Reducing the costs of higher education in Africa

? Assisting with retention of skilled human capital in African countries.

In fact, private higher education institutions in Africa, have exacerbated the two situations above.

Monash South Africa was the first foreign university to be established in South Africa and one of over 100 private universities in the continent. As a campus of Monash University in Africa, it has seen a steady growth with over 3,500 students in the past 10 years of its existence. Like other private institutions, the campus was successful in the four areas above and also fails in the area of costs and assisting in retention of skilled staff in Africa. The campus has been successful in blending its private provider status with a public purpose mandate by offering degrees in social science, business and economics, information technology and health sciences.  相似文献

Dynamics of National and Global Competition in Higher Education   总被引:12,自引:0,他引:12  
The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. The paper uses Australia as its example of system segmentation and global/national interface. It closes by reflecting on a more balanced global distribution of capacity.  相似文献

Abstract

Some critics have placed the blame for the rise in unemployment in South Africa at the doorstep of schools and universities since they are the initial formal education providers. This article argues that the notion that initial formal education should prepare the youth for the job market overlooks the core business of schools and universities, and the fact that the job market is not static. The article contends that schools and universities are there to prepare learners for life in all its spheres, through the development of literacy, numeracy and critical thinking skills. It attempts to put into perspective the breadth and depth of initial formal education as a foundation for life in its entirety, not just for labour. It argues that the said skills enable the youth to access the wealth of knowledge locked up in texts that attempt to explain the wide spectrum of human experience and possibilities. These skills are taught within broad contexts of specific study fields that open job and service provision opportunities in the labour market. The article maintains that in cases where initial education institutions had adequate resources to accomplish their role, South African education has earned international recognition and its graduates have accessed job markets both in South Africa and internationally. It further identifies possible causes of the perceived current high rate of unemployment among the youth of South Africa, for example, the economic climate of the country and the legacy of inequalities in educational provisioning among others.

The article concludes that the popular criticism that universities operate as ivory towers has long become a cliché, since universities, apart from the conventional academic and professional qualification programmes they offer, also provide a variety of career-specific short programmes for people already in employment.  相似文献

The number of women attending institutions of higher education in Iran has been steadily increasing since 1989. Growing enrollment rates for women in colleges and universities have sparked wide social and political debates in that country. The basic question of why young Iranian women might even choose to pursue tertiary education, however, has not been adequately addressed in the critical literature. This study gives voice to young women who explain for themselves why they are interested in higher education. It reveals that college or university studies represent for female students many things: a sphere of hope, a refuge, and a place to experience limited freedom beyond restrictive family environments; an asset that can increase a woman’s value in the marriage market; a right that may make possible financial independence; and a vehicle that can earn respect for women. On the whole, the desire for higher education illuminates the challenges facing women in Muslim nations and the ways in which Muslim women are using this institution to change their social status.  相似文献

Student counseling services are a recognizable feature of higher education institutions locally and abroad. This article reviews the sociohistorical development and evolution of student counseling services in South African institutions of higher learning, with an emphasis on systemic influences, achievements, and contemporary challenges. This article considers the progress that has been made thus far with respect to the development of the service within higher education, while also attending to issues that require continued reflection and investigation. These include the current status and position of the service in South African higher education, the evolving roles of student counselors, as well as their relationship with institutional stakeholders and the broader South African community. In so doing, this article hopes to augment existing historical perspectives on student counseling by encouraging a critical reappraisal of student counseling’s past, its present, and its future in a dynamic South African and global context.  相似文献

Education is one of the major linchpins of economic, social and political development of any nation. Recent evidence suggests that higher education can produce both public and private benefits. Thus, the role of the state in making education policy, and funding education is indeed critical, and cannot be left to be determined by market forces alone. Nevertheless, the trend of inadequate government funding for universities, loss of autonomy, infrastructural decay, falling academic standards, politicization and privatization of education, etc. appear to be a worldwide phenomenon and not just restricted to the developing world. South African higher education shows much promise with respect to knowledge production and dissemination, to contributing to social equity, economic and social development and democracy, and to the development needs of the Southern African region and the African continent. However, higher education in South Africa is under considerable stress from domestic and international trends that are redefining the nature and role of public sector post-secondary education (PSE) institutions worldwide. The paper will outline the role of PSE in the knowledge economy and the impact of the neoliberal context on the evolution of higher education in South Africa and the world. Given the significant developmental implications of investment in higher education, the authors argue that relegating this important public policy issue to the market forces is likely to promote inequality in the society, along with negative consequences for socio-political stability, economic sustainability, and knowledge generation.  相似文献

This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth.  相似文献

My intention is to explore the link between globalization and higher education restructuring in South Africa and whether it looms as a threat to democracy. I contend that an argument can be made that the ascendancy of market-driven concerns in defining the restructuring of higher education in South Africa may have the effect whereby higher education institutions (universities and technikons) become subordinated to the demands of the market place, which situation in turn, can be detrimental to the consolidation of South Africa's newly found democracy. First, I argue that the restructuring of higher education according to the ‘logic of globalization’ would not necessarily minimize socio-economic inequality, thus providing a major barrier to the move towards deepening democracy. However, the economic, political and cultural effects of globalization as determinants of higher education restructuring in South Africa are not going to disappear, at least not for the immediate future. Already the South African government considers as a central feature of its economic policy the meeting of the ‘challenge of international competitiveness … (and) an inability to compete will increasingly marginalise the South African economy (and), have profound effects on its rate of growth and consequences for the social well-being and stability of South African society’ (CHE 2000a: 20)

Second therefore, in order to safeguard and promote democracy, in spite of the market-bound trend, I assess some democratic prospects of a globalizing world in the restructuring of higher education. Like Jones (1998: 153), I contend that an argument can be made for achieving democracy in a sphere of corporate dominance if higher education is considered as a public good that allows space for the development of relations of trust, individual autonomy and democratic dialogue.  相似文献

In this paper we investigate social selectivity in access to higher education in Germany and, unlike most previous studies, explicitly devote attention to semi-tertiary institutions such as the so-called universities of cooperative education. Drawing on rational choice models of educational decisions we seek to understand which factors influence upper secondary graduates from different social backgrounds in their choices of diverse tertiary institutions in Germany. We find that scholastic performance, expected job security, study duration, monetary costs and preferences for study content considerably contribute to the creation of socially selective choice patterns of post-secondary careers. The characteristics of semi-tertiary institutions—such as universities of cooperative education that combine firm-based training with tertiary education—constitute a potential alternative that could reduce inequities in access to higher learning.  相似文献

The field of Australian higher education has changed, is changing and is about to change, repositioned in relation to other “fields of power”. It is a sector now well defined by its institutional groupings and by their relative claims to selectivity and exclusivity, with every suggestion of their differentiation growing. The potential of a “joined-up” tertiary education system, of vocational education and training (VET) and universities, has the potential to further rework these relations within Australian higher education, as will lifting the volume caps on university student enrolments. Moreover, Australian universities now compete within an international higher education marketplace, ranked by THES and Shanghai Jiao Tiong league tables. “Catchment areas” and knowledge production have become global. In sum, Australian universities (and agents within them) are positioned differently in the field. And being so variously and variably placed, institutions and agents have different stances available to them, including the positions they can take on student equity. In this paper I begin from the premise that our current stance on equity has been out-positioned, as much by a changing higher education field as by entrenched representations of social groups across regions, institutions, disciplines and degrees. In taking a new stance on equity, the paper is also concerned with the positioning in the field of a new national research centre with a focus on student equity in higher education. In particular, the paper asks what stance this new centre can take on student equity that will resonate on a national and even international scale. And, given a global field of higher education, what definitions of equity and propositions for policy and practice can it offer? What will work in the pursuit of equity?  相似文献

A review of research on US Catholic education reveals that race is not treated as an important area of analysis like class and gender. Black Catholics are rarely studied in education let alone mainstream writings. This article examines the social and educational history of blacks in the US Catholic Church and the dual reality of inclusion and exclusion within a Church and its schools. This paper focuses on the intersection of the Church and Black Catholic schools as enduring institutions of opportunity for Black families and their communities. This paper unearths the shared values, assumptions and beliefs about African American Catholics quest for literacy. The article uses Black Theology as a frame to explain how the intersections of culture, history and religion influence meaning and educational decision-making. African Americans pursued Catholic education for two reasons. First, they sought to be educated which both advanced their individual freedom but vastly improved their community’s economic, social, and political standing. Second, they inserted their own unique cultural and social experiences into Catholic schools which espoused service and academic excellence. Black Catholic schools well-defined values and academic excellence is still viewed by African Americans as places of hope and opportunity for students of color.  相似文献
