General impressions suggest that public school teachers are paid higher salaries than private school teachers. Indeed, the evidence is consistent with this general impression. But why the difference? Do public school teachers have better qualifications? Are private schools better places in which to work, and are they able to pay lower wages for comparable teachers? Do public and private schools even operate in the same market for teaching personnel? Are those individuals who seek employment in the private school sector from the same population as those seeking public school employment? What part does the ownership structure of the school play in the determination of teacher compensation? It is the purpose of this paper to provide some insights into these and related questions about the patterns of variation in compensation of public and private school teachers. Our findings reveal that public school teachers earn more than teachers in non-public schools. Teachers in parochial schools are the lowest paid, while teachers in non-sectarian private schools are the highest paid among non-public school teachers. There appear to be structural differences in the patterns of wage variation between the different sectors. Public school teachers possess greater quantities of those characteristics that are valued in the market than non-public school teachers. Non-public school teachers sacrifice between 10 and 40% of the public school teacher salary to work in the non-public sector (depending on the type of school within the non-public sector) and they are aware of their sacrifice. Organizational and ownership structure of the school also appears to make a difference in salaries, with profit-making schools being among the lowest paying, second only to parochial schools.  相似文献

As the private education sector grows across the globe, private providers by extension are becoming significant employers of teachers. In India, more than 3 million teachers are employed in the private sector, contributing to meeting the rapidly expanding educational demands and learning needs of children. Teacher working conditions are crucial to ensure teacher retention and success within the education system. We use the 2011–2012, nationally representative employment data from India, to investigate private teacher working conditions. We conduct a series of regression analysis to account for the differences in demographic attributes of public and private teachers, differences in rural and urban growth of private schools and cross-state variations. We find that, compared to public school teachers, private school teachers experience less favorable monetary and non-monetary working conditions including less access to paid leaves, pension and health care. They also experience lower job security in terms of the existence of a contract and the length of contract period. Private school teachers also have a lower access to teacher unions and thus weaker collective bargaining to negotiate their working conditions. Private teachers are more frequently likely to seek additional work and alternate work. Some noteworthy differences in teacher demographics in rural and urban areas (urban teachers are more likely to be female, somewhat older, and more educated) notwithstanding, these patterns of public-private teacher working conditions are consistent across rural and urban location. We conclude with reflections on potential explanations for these results and suggest steps for future research.  相似文献

Local school districts differ in their ability to pay for teacher quality, and in the amenities they offer as places to live and work. Market clearing with heterogeneous quality yields geographically varying teacher salary levels that confound scarcity with unobserved differences in quality. The paper discusses identification and estimation of a model of quality-adjusted teacher salaries in local markets with unobserved market-clearing prices. Exogenous variables in the model include community and district characteristics, job characteristics and working conditions, and individual characteristics. We apply the model to estimate the relative cost of providing comparably qualified teachers for urban and rural public schools in the state of Alaska, which has high geographic variation in amenities and local financial resources. The quality-adjusted geographic salary differentials implied by the results suggest much larger compensation differentials for isolated rural schools than most of these school districts can afford under current levels of state support.  相似文献

This study utilises a unique school based survey of public, private and Public Partnership Programme (PPP) schools in Punjab, Pakistan to identify the correlates of: teacher behaviour in the classroom, teacher content knowledge mastery, and teacher pay. The study finds that private school teachers are associated with lower classroom observation scores than public school teachers, and both private and PPP school teachers are less likely to exhibit content knowledge mastery in Urdu than public school teachers (however, this is not the case for math and English). Public school teachers recruited after the introduction of test-based teacher recruitment are 30 percentage points more likely to demonstrate math content knowledge mastery than teachers recruited prior to test-based recruitment. The study also finds evidence of a pay gap between male and female teachers in both public and PPP schools after controlling for other characteristics. Teachers’ math content knowledge scores were found to be statistically significant correlates of teacher pay for private school teachers, but not for PPP or public school teachers. For female PPP school teachers, having higher academic qualifications is associated with higher wages however, this is not the case for male teachers in these schools.  相似文献

The main purpose of this study is to compare the differences in job satisfaction among public and private kindergarten school teachers in Cyprus. These comparisons take place from the perspectives of the teachers themselves and how they evaluate the working conditions in their own schools. More specifically, a series of three logistic regressions and a MANOVA were performed to predict whether the teachers are employed in private or public schools based on (a) the motivational factors that influenced them to enter the teaching profession, (b) their satisfaction with their working conditions, (c) the status and recognition that they receive, and (d) their satisfaction with the work of educational boards and associations. The results are interpreted in the context of how a country's cultural, social, and economic structures contribute to the development of particular forms of private/public schooling and the ways in which these structures seem to influence teacher job satisfaction.  相似文献

The separation between Church and State, private and public education, is blurring, and coming together, as the government gives families vouchers to attend private and religious schools. Religious groups are starting and supporting their own charter schools, and local jurisdictions (cities and counties) are providing free transportation and food services to children attending private schools. What emerges, and is the focus of this analysis, is the new “middle ground,” a “golden mean,” by which public schools learn diversity and choice while private/religious schools are helped by public programs and funds. The oldest, perhaps, was Lyndon Johnson's compromise with the Catholics to get Title 1 passed as part of the Elementary and Secondary Education Act that sends public school teachers into private schools to help children in need. This study examines the emergence of a middle group in public–private education, and how the policies are working and what's changing. It argues that the child is the center of education, and government and private agencies are changing and should come together to serve the clients, the children.  相似文献

Most public school districts in the United States use a salary schedule to determine compensation for teachers within the district. However, some school districts have implemented incentive pay schemes that allow flexibility at the school or even individual teacher level. These compensation schemes in some ways may more closely approximate a competitive labor market. This study examines the factors that influence a district's decision to offer incentive pay using districts from the 1999 to 2000 Schools and Staffing Survey. The results suggest that school districts that face barriers to recruitment or retention and districts that face competition from non-sectarian private schools are more likely to offer incentive pay.  相似文献

Over recent decades, educators have recognized the crucial importance of teaching environment and contextual factors in teaching and learning outcomes. Public and private schools are among those teaching contexts that have been in competition for teaching quality and effectiveness for many years. This study investigated the effectiveness of some English teachers in these two school contexts in a foreign language setting, Iran. Seventy-six public and private high schools in a small city in Iran were selected, and their English teachers’ performance was evaluated by an external observer and self-evaluation using a high-inference observation instrument and a questionnaire. The result of the data analysis showed that English teachers who worked in private schools were more effective teachers than their colleagues in public schools. The results also revealed that teacher effectiveness and their years of teaching experience and age were weakly but significantly related. Furthermore, it was found that teachers’ type of university degree and the location of schools (disadvantaged vs. privileged areas of the city) were not related to teachers’ effectiveness.  相似文献

Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children's educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.  相似文献

A high rate of absence of teachers from their posts is a serious obstacle to delivery of education in many developing countries, but hard evidence on the problem has been scarce. This study, carried out as part of a new multi-country survey project, is the first systematic investigation in Peru into the extent and causes of teachers’ absence from schools. Data from our nationally representative survey of public primary schools, based on unannounced visits and direct observation of teachers, reveals that public school teachers in Peru are absent from their posts 11 percent of the time. While this overall absence rate is low compared with those of other survey countries, the absence rates in Peru's poorest and remotest communities are much higher—16 and 21 percent, respectively. In our multivariate analysis of the causes of public school teacher absence, we identify several important variables that are associated with increased absence: poor working conditions, such as poorer communities and infrastructure; teachers with fewer ties to the school's community; contract teaching; and, perhaps, an absence of private competition. By contrast, proxies for more vigorous top-down and bottom-up monitoring are not associated with lower absence. These results, together with the relatively high overall public school teacher attendance rates in an environment where financial incentives for performance are weak, suggest that non-pecuniary incentives are important determinants of teacher performance.  相似文献

This paper describes research on how curriculum reform provides novel conditions for influencing teacher professionalism. It draws on Bernstein’s theories of the ‘classification and framing’ of curriculum and theories of teacher professionalism to investigate the impact of curriculum reform on teacher professionalism. The research was conducted in Indonesia during the implementation of a school-based curriculum that grants teachers greater autonomy to develop curricula appropriate to their context. A second concurrent reform introduced a character education policy that requires all teachers to address a specific set of values in all classes. Teachers working in public and Islamic private secondary schools were interviewed to investigate the degree of professionalism they exercised when implementing these reforms. Although theories of curriculum reform suggest that the higher degree of autonomy offered by a school-based curriculum has the potential to re-professionalise teachers, this study observed different outcomes for teachers in different workforce environments in Indonesia.  相似文献

This paper investigates whether the effects of a reform that substantially increased daily instruction time in Chilean primary schools vary depending on school institutions. Focusing on incumbent students and exploiting an IV strategy, we find that longer daily schedules increase reading scores at the end of fourth grade and that the benefits are greater for pupils who began primary education in no-fee charter schools rather than in public schools. We provide evidence that these two types of publicly subsidized establishments, which cater to similar students but differ in their degree of autonomy, expand the teaching input in different ways: in order to provide the additional instruction time, no-fee charter schools rely more on hiring new teachers and less on increasing teachers’ working hours than public schools do.  相似文献

在甘肃省农村地区,研究小组发现586所民办学校,这些民办学校目前拥有59,958名在读学生。出于研究比较的原因,研究小组同时调研了309所农村地区的公办学校。研究结果表明尽管公办学校与民办学校的生师比相等,但是与公办学校相比,民办学校的女童入学率更高。尽管公办学校与民办学校收取相同的学费,但是民办学校教师的工资远远低于公办教师。仅有少量的民办学校得到当地政府的资助。研究结果表明建立民办学校的主要原因是因为公办学校距离太远。公办学校与民办学校在教学活动中没有显著性差异。本文阐述了这些研究结果对于中国和国际发展机构在制定教育发展政策方面的启示。  相似文献

This article considers the role of private schools in an assessment of segregation in K-12 schools, with special reference to the South. It presents evidence to support two main conclusions. First, private schools have grown in importance in the South since 1960, in contrast to their declining importance in the rest of the country. This contrary trend can be attributed to the region's small proportion of Catholics, to its rising affluence, and to school desegregation. Because of the typically large areas covered by school districts in the South, private schools have offered White families an especially effective means of avoiding exposure to non-Whites in schools, particularly in counties with very high minority concentrations. In those counties the rate at which Whites enrolled in private schools tended to rise with the percentage of all students who were non-White, increasing sharply in counties about 55% non-White. Second, the article presents measures of the extent to which private schools contribute to segregation in schools in all regions. Using data on public and private enrollments in 1999-2000, the article shows that private schools accounted for only about 16% of such segregation in the nation's metropolitan areas, with the bulk of segregation attributed to racial disparities between public school districts. For the nation, segregation increased between 1995-1996 and 1999-2000, and a rise in White private enrollments had a role in this increase.  相似文献

This research study investigated the perspectives of teachers on student creativity. A group of 15 teachers from public schools and 24 teachers from private schools completed an Early Childhood Creativity Rating Scale (ECCRS) on four of their students. A total of 156 students were rated on this ECCRS. The major question asked in this study was: How do teacher perspectives of student creativity differ in public and private schools, between kindergarten and grade 3, and are these perspectives influenced by teacher characteristics. Results found that private school teachers rated their students higher on creativity, third grade students were rated lowest on creativity, and teachers who perceived themselves as most creative also rated their students as most creative.  相似文献

通过对300名公、私立幼儿教师工作满意度调查分析,公、私立幼儿教师普遍认为工作繁重;工作环境满意度较为一般、对工作考评满意度较高、工作认同感和工作积极性不高、参与幼儿园管理意愿较高、对幼儿园提供进修机会较少不满、集体荣誉感普遍较高,但对领导干涉工作不满;主要的差异有:公立幼儿教师在福利待遇、人际环境、工作稳定和工作成就感等满意度方面比私立幼儿教师高;私立幼儿教师在工作环境、教师晋升、参与幼儿园管理等满意度方面比公立幼儿教师高。针对这种差异,要有效进行幼儿园管理,应采取以下应对措施:坚持以人为本的激励策略、重视幼儿教师专业发展、提高私立幼儿教师待遇、改革公立幼儿教师晋升制度、改善工作环境等。  相似文献

The goals of the research were to determine the quantity, variety and quality of service, the extent to which certain marketing activities are applied in Croatian high schools, to explore the attitudes of teachers in respect to the need for marketing activity application in secondary schools in Croatia, and the knowledge teachers have about the marketing of services. In order to achieve these goals, we conducted a survey including 271 teachers of public, private and religious high schools. Even though the research confirmed that all schools apply numerous marketing activities, teachers in religious (85%) and public (72%) high schools believe these activities are not present at all. Teachers in public (26%) and religious (48%) high schools share the opinion that marketing activities should not be applied since they work in non-profit institutions. This opinion indicates a lack of knowledge about marketing and even a wrong attitude toward it.  相似文献
