从三种类型的划分看国有经济的战略调整

从广义看，国有经济是指国家所拥有的企业资产和其它形式的财产，以及国家所具有的对整个社会范围内的诸多所有财产的支配、处置和受益权利之总和，广义的国有经济可划分为企业型国有经济，财政型国有经济和权力型国有经济主样三种类型。关于国有经济的进退调整还可以从广义角度进行分析和评价，通过改革，虽然狭义的（企业型）国有经济的比重有所下降，但广义的国有经济必将迅速扩展。

针对“国有企业全面退出竞争性领域”的观点,本文从巩固和加强我国社会主义经济制度基础、发展和完善社会主义市场经济的路径、中央一贯的方针政策、应对国际经济危机和提高国际竞争力的客观条件等方面进行了驳斥,指出了以西方国家的国有经济比重为依据来调整中国特色社会主义的国有经济所占比重的现实危害性,阐述了国有经济战略性结构调整的实质是提高国有企业的地位和竞争力。

在我国现阶段,国有经济的主导作用主要体现在控制力上,这是对国有经济主导作用认识上的一个新飞跃。国有经济的控制力,是在多种所有制经济并存的条件下,通过市场经济活动和竞争来实现的。国有经济控制力具有明确的规定和体现。要在实践中不断地推进和深化国有经济的改革,逐步地建立起以质量为主的国有经济控制体系,通过国有经济素质的提高,真正的体现出国有经济的控制力和主导作用。
