Strategic planning and strategic thinking clothed in STRATEGO

This article shares experiences that participants had playing the game of STRATEGO and how the activity may be linked to strategic planning and thinking. Among the human performance technology implications of playing this game are that gamers agreed on a framework for rules, took stock on where they wanted to go in the future, and generated a risk plan. Players supervised their strategic process, checked the game's pulse, and gave a shot in the arm when necessary.     

Strategic planning: Evolution of a model

In the 1990s many institutions are faced with pressures to serve the needs of society while facing declining financial resources. This increases the need for institutions to properly plan for the future. The literature shows that many institutions have not embraced the need for strategic planning. This article reviews the systems approach to strategic planning as a method to enhance the planning processes. Planning models in the literature were examined, and a new model specifically oriented to institutions of higher education is presented. The model uses the concepts of the systems approach, combines elements of models in the literature, and shows the relationships and responsibilities of elements of the institution.Thomas S. Barker holds a B.S.B.A. from Christopher Newport University, an M.B.A. from Old Dominion University, and a Ph.D. in Higher Education from the University of North Texas. He is a principal in an educational consulting firm and has written on international education and technology transfer. Special interests include international education, developing countries, and cross-cultural ethics. Howard W. Smith is currently Professor of Higher Education and Interim Dean of the College of Education at the University of North Texas. He holds a B.S. in Education from Southwest Missouri State College and M.Ed. and Ed.D. degrees from the University of Missouri-Columbia. His current interests are higher education administration, planning, accreditation, and teacher education.     

Strategic planning for municipalities: Ensuring progress and relevance

This article focuses on developing critical mechanisms to ensure the progress and relevance of a strategic plan. These mechanisms include the establishment of business planning processes, performance management and measurement, and reporting of strategic success. Although the focus here is on the public sector, these ideas can also be applied to and have relevance for strategic planning in any organizational context.     

Alternative views of the solar system among turkish students

This study examines middle-school students’ alternative frameworks of the earth’s shape, its relative size and its distance from the sun and the moon. The sample was selected in the province of Giresun in Turkey. Sixty-five 14-year-old students participated in the research. A structured interview consisting of open-ended questions was employed to reveal students’ ideas. The students’ verbal responses were scrutinized and categorized according to their level of understanding. The results showed that the students had many alternative frameworks with regard to astronomical concepts. Implications and recommendations were made for teachers, textbook authors, teaching materials developers and researchers for future research to remedy students’ alternative frameworks.     

Science teachers' views and practices in planning for teaching

This article studies the views and practices of a group of secondary school science teachers toward lesson planning. The two main questions posed are: “What do teachers do when they prepare their lessons?” and “What do teachers think of their own planning?” We describe the decisions made by the teachers, the things they take into account, what they give most importance to, the time spent, the source of their knowledge, and how they evaluate the results. The information was obtained by structured personal interviews, which were compared with reports written by the teachers. Our findings led us to reflect on ways in which lesson planning may be introduced into training programs. © 1999 John Wiley & Sons, Inc. J Res Sci Teach 36: 493–513, 1999

职业教育国家规划教材:比较分析与发展思考

基于对"十二五"和"十三五"时期职业教育国家规划教材的数据比较分析,剖析职业教育教材建设现状、特征和发展态势,为推进职业教育教材建设提供参考。研究发现,职业教育国家规划教材建设总体平稳,但省份之间发展极不平衡,东部地区国家规划教材建设的成效和优势明显,教材主编多元格局逐渐形成,企业参与职业教育教材建设展现良好势头。立足职业教育发展新起点,思考职业教育教材建设,需要在多方协同联动上下功夫,体现职教特色;在创新内容形式上下功夫,坚持与时俱进;在打造专业队伍上下功夫,提升教材质量。     

Strategic technology planning in higher education

Higher education institutions struggle with planning for future needs, growth, and, sometimes, contraction. As student populations expand and as faculty members adopt new technologies, universities struggle to support these needs. To the casual observer, it may seem that the technology planning process is haphazard. This article details a process that organizations can use to develop a strategic plan to satisfy near‐ and long‐term technology needs. A case study of how this process was used to develop a technology roadmap at San Diego State University will be discussed.     

Leadership and Strategic Management: keys to institutional priorities and planning*

Allocating and managing resources have always been important cornerstones of institutional leadership. Institutional resources include financial, physical and human components. Even in the best of times, it is a challenge to do this effectively. In times of diminished and shrinking resources, distributing these precious commodities across the institutions in the most equitable and productive manner is fraught with complications. As higher education funding streams expand and present more options, they also create new challenges. Leaders today must be well-versed in the emerging realms of philanthropy and entrepreneurialism. Beyond monetary resources, leaders and senior managers must monitor and understand the external environment in order to make discerning decisions about the viability of further infrastructure investments because of changing student demographics or the complexities of personnel within the dynamic culture of social organisations. This article will stress the need for leadership and an institutional planning process as essential prerequisites to effective resource allocations. Portugal will also be discussed as a case study.

Strategic planning tools for large-scale technology-based assessments

Education systems are increasingly being called upon to implement new technology-based assessment systems that generate efficiencies, better meet changing stakeholder expectations, or fulfil new assessment purposes. These assessment systems require coordinated organisational effort to implement and can be expensive in time, skill and other resources. This paper explores the nexus between assessment planning and organisational strategy in the context of technology-based assessment implementation. Two planning tools, an Assessment Planning and Review Framework (the Framework) and an Assessment-Capability Matrix (the Matrix), are provided to assist organisations to manage this nexus. The Framework is a reformulation of prominent assessment design frameworks, developed for a broader, interdisciplinary audience. Its extension through the incorporation of organisational capability concerns led to the development of the Matrix. The Framework and the Matrix create an interface from principled assessment design to organisational strategy that is explored through five predominantly technology-based assessment design pathways.

Corporatisation of the Not-For-Profit Sector: Strategic planning and organisational performance in disability-based organisations

Faced with changing times, disability-based organisations are evolving from church groups running shelters for "retarded" people to providing business services to "jobseekers." This evolution has meant that the management function in the disability sector has become a much more complex and multidimensional one, requiring managers to balance the social and commercial realities of the marketplace. This study aimed to explore the effects of strategic planning intensity in disability-based agencies on the organisational performance of those agencies. The study found that there were statistically significant correlations between the strategic planning intensity levels of disability-based agencies and their respective organisations' performance on two out of the five measures of organisational performance used in the research. The study provides some justification and impetus for managers, agencies, and peak bodies to further engage in the systematic development and implementation of strategic planning systems and processes. Further, in view of the many environmental changes experienced by the disability sector, such justification may provide the various stakeholders, particularly funding bodies and people with a disability, with a means of ensuring that the best possible efficiency and effectiveness outcomes for stakeholders are achieved.     

对军队院校战略规划制定的思考

战略规划是一种带全局性的总体发展规划,是一种重要的现代大学管理手段。阐述了战略规划的基本内涵,提出我军院校面对新军事变革挑战、改进规划工作现状、实现院校内涵发展都需要制定战略规划,分析了制定战略规划的环境以及战略规划的内容体系,提出了军校制定战略规划应把握的几个问题。     

《大学生职业生涯与发展规划》课程体系建设的若干思考

随着高校《大学生职业生涯与发展规划》课程的不断深入,一些问题逐渐显现,本文从笔者的教学实践出发,探讨教学过程中存在的课程安排、教材建设、教学内容、学业水平考核和教学方法等问题,提出提高课程有效性的对策思路,以期为提升课程教学质量提供参考。
