Additional period subdivisions are proposed, with justifications, for the Library of Congress's subject headings for the Soviet Union. The areas covered are: Soviet Union, Baltic States, Siberia, Soviet Central Asia, Soviet Far East, Ural Mountains Region, and fifteen individual republics.

The properties of information support and the program-technological complex for preparing an Internet-Encyclopedia on Ecology

The technology for creating an Internet-Encyclopedia on Ecology is described. The Encyclopedia consists of two main functional blocks: the block for preparing the encyclopedia database for publication on the Internet and the block providing a user access to the materials of the Encyclopedia that are placed on a website. The block for preparing ensures the input, accumulation, and storage of encyclopedia articles, their editing, provision with illustrations, cross references, and also data for realizing search mechanisms and auxiliary information. The second block ensures service opportunities when using the encyclopedia in the Internet.The preparation for the edition of “The Russian Ecological Encyclopedia” in the printed form has been started in parallel with realizing this project for an internet-encyclopedia.     

Responding to reference queries for numeric data and the problems inherent in interpreting statistical sources: A note

Statistical reference questions are among the most problematic a government information specialist faces. Answering such queries is a subjective process and librarians must be sensitive to the context of both the query and the data. The first issue is to recognize the potential lack of consistency in definition or methods among agencies or governments. This paper provides a few illustrative examples that reinforce this point and demonstrates how a general knowledge of statistical measures can lead to better informed reference service.     

Collection development for new librarians: Advice from the trenches

There are many challenges facing new librarians in the academic environment, including collection development. This article analyzes the topic of collection development and how it relates to new professionals in the field of librarianship. The article contains a literature review of papers discussing the collection development curriculum in library and information science programs, expected skills required of collection development offices, and library training programs for new librarians. The article also provides practical advise by recent graduates and their collection development experiences. Topics of discussion include acclimation to a new environment, collection development policies and procedures, liaison work, resource selection, and time management.     

Stress Relief: Help for the Technophobic Patron from the Reference Desk

Summary

Although much has been written on technophobia and how it can be treated, little has been published on how the reference librarian can help. Limiting the time spent introducing new technologies, speaking without using computer jargon, offering instruction through different learning styles, and preparing patrons to deal with the problems they encounter are a few of the strategies the reference librarian can do to help patrons deal with their fear of computers. This article examines and defines technophobia, offers short-term strategies that reference staff can use to alleviate the anxiety of their technophobic patrons, and finally touches upon long-term solutions and changes that can be made within the library environment itself.     

A collaborative network for first responders: Lessons from the CapWIN case

It is increasingly important for government agencies to collaborate across jurisdictional and functional boundaries. Interorganizational systems supporting interagency collaboration must accommodate a wide range of factors from the external environment and participating organizations as part of their design and operation. This paper presents the findings from a case study of CapWIN, a collaborative network created to enable first responders to share information across jurisdictional and functional boundaries as they work together during emergencies and other critical events. The study examines how aspects of the external environment and the agency context impeded or facilitated the CapWIN collaborative network and the interorganizational system (IOS) that supports it. We identify factors affecting information sharing and collaborative processes, and describe how these factors interact to enable and constrain an IOS. The paper concludes with suggestions for further research on the interplay of environmental, organizational, and technical aspects of interagency collaboration networks as they evolve over time.     

论网络对个体自我效能的影响——以社会残障人士为例

自我效能理论属于心理学范畴,但它与传播学中米德的“主我、客我”理论相似,都是描述自我、环境、行为三者间的互动。由于时代的制约,自我效能理论中的“环境”却没有包含“网络环境”,因此缺乏网络对个体自我效能所产生的影响。本文以此为基础,以社会残障人士为例,通过对网络中一个典型社区—“—北京口吃者协会”的个案分析,试图求得自我效能理论在网络环境下的验证。
