China's scientists have so far failed to win a Nobel Prize. Political interference, certain aspects of cultural heritage, and a problematic value system have arguably been major contributing factors. China does not seem to believe the existence of universally acknowledged values in science and fails to promote the observation of such values that also should be applied to every member of the scientific community and at all times. Or, there is a separation between the practice of science in China and the values represented by modern science. In this context, science, including the pursuit of the Nobel Prize, is more a pragmatic means to achieve the end of the political leadership – the national pride in this case – than an institution laden with values that govern its practices. However, it is the recognition and respect of the latter that could lead to achievement of the former, rather than the other way around.  相似文献

This essay discusses the wartime work of one of the world’s leading biochemists, the Nobel Prize winner, Adolf Butenandt. It describes the influence of the war on Butenandt’s Institute, and considers his role as a representative figure in the collusion of science, government, and the military in Nazi Germany.Achim Trunk is a biologist and historian who specializes in the history of the life sciences. He studied at the University of Cologne, and now works at the Berlin-Brandenburg Academy of Science, where he is editing the scientific and medical papers of Gottfried Wilhelm Leibniz. Between 2001 and 2004, he was a member of the Berlin team that studied the history of the Kaiser Wilhelm Society during National Socialism. Since its creation in 2009, the electronic currency Bitcoin has generated volumes of online debate in the business press. While there have been plenty of economic arguments situating it as a financial bubble about to collapse including from Nobel Prize winning economists, its price value has proven to be more durable than many have predicted. To explain this durability, Karpik’s conception of market singularities is used to understand the Bitcoin phenomenon by outlining the beliefs that maintain Bitcoin’s status as a volatile financial asset. Market singularities are markets for particular kinds of goods and services that are of uncertain and incommensurable value. Singularities markets have communities of followers and a distinctive belief system that ascribes value to a particular product, service, or asset. Developing Karpik’s conception, the paper explores the libertarian political belief system that surrounds Bitcoin’s status as a financial asset. I also outline some political tensions within the electronic currency community concerning governance and centralisation.  相似文献

A particular model of scientific achievement is embedded within the Nobel Prize, one that privileges the scientific `loner', whoachieves a distinct discovery at a particularmoment in time. A common criticism of this`individualistic' story of achievement is thatit obscures the social and cultural factors inscientific discovery. A collective story,highlighting the role of social relations andscientific milieux, may offer more explanatorypower in accounting for scientific discoveriesand inventions. This paper explores the processby which Henry Dale became recognized as thediscoverer of the chemical transmission ofnerve impulses. Socio-technical governance has been of long-standing interest to science and technology studies and science policy studies. Recent calls for midstream modulation direct attention to a more complicated model of innovation, and a new place for social scientists to intervene in research, design and development. This paper develops and expands this earlier work to demonstrate how a suite of concepts from science and technology studies and innovation studies can be used as a heuristic tool to conduct real-time evaluation and reflection during the process of innovation – upstream, midstream, and downstream. The result of this new protocol is inclusivity mainstreaming: determining if and how marginalized peoples and perspectives are being maximally incorporated into the model of innovation, while highlighting common problems of inequality that need to be addressed.

Abstract

This paper attempts to draw implications of neoliberalism for intercultural communication by critically analyzing a Japanese neoliberal nationalism discourse. In January 2000, a governmental report proposed adopting English as an official language of Japan. Utilizing the notion of representation as a methodological lens for the analysis, this essay first examines how Japanese culture and communication, which have played key roles in asserting Japanese “uniqueness” along with the Japanese language, are redefined in the report. This essay then investigates how Japan's relations with Asia and the West—two significant discursive “Others” for constructing Japan's identity—are depicted in the text and situate the representation of Japanese culture and communication in the discursive triad for further contextualizing the analysis.  相似文献

Science indicators are increasingly used in policy-making. However, failure to relate interpretations of specific measures to the historical development of science can lead to errors in assessing past investments and in prioritizing future investments. This article outlines some of these sources of error, and argues for the more systematic use of historical evidence in the formulation of science policy. Irwin Feller, an economist, is a Senior Visiting Scientist at the American Association for the Advancement of Science. His research includes studies of the economics of academic R&D, the assessment of interdisciplinary research, and the relationship between performance measurement and science and technology policies. George Gamota, a physicist, is President of STMA, LLC. He has written extensively on technology assessment and forecasting, emerging technologies, and science policy. Recently, he led a review of New Zealand’s New Economy Research Fund (NERF), and is a foreign reviewer of the Japanese Science & Technology (JST) Corporation’s research programmes.  相似文献

The global community, from UNESCO to NGOs, is committed to promoting the status of women in science, engineering and technology, despite long-held prejudices and the lack of role models. Previously, when equality was not firmly established as a key issue on international or national agendas, women’s colleges played a great role in mentoring female scientists. However, now that a concerted effort has been made by governments, the academic community and the private sector to give women equal opportunities, the raison d’être of women’s universities seems to have become lost. This paper argues otherwise, by demonstrating that women’s universities in Japan became beneficiaries of government initiatives since the early 2000s to reverse the low ratio of women in scientific research. The paper underscores the importance of the reputation of women’s universities embedded in their institutional foundations, by explaining how female scientific communities take shape in different national contexts. England, as a primary example of a neoliberal welfare regime, with its strong emphasis on equality and diversity, promoted its gender equality policy under the auspices of the Department of Trade and Industry. By contrast, with a strong emphasis on family values and the male-breadwinner model, the Japanese government carefully treated the goal of supporting female scientists from the perspective of the equal participation of both men and women rather than that of equality. Following this trend, rather contradictorily, women’s universities, with their tradition of fostering a ‘good wife, wise mother’ image, began to be highlighted as potential gender-free institutions that provided role models and mentoring female scientists. By drawing on the cases of England and Japan, this paper demonstrates how the idea of equality can be framed differently, according to wider institutional contexts, and how this idea impacts on gender policies.  相似文献

This article analyzes the concept of “grand challenges” as part of a shift in how scientists and policymakers frame and communicate their respective agendas. The history of the grand challenges discourse helps to understand how identity work in science and science policy has been transformed in recent decades. Furthermore, the question is raised whether this discourse is only an indicator, or also a factor in this transformation. Building on conceptual history and historical semantics, the two parts of the article reconstruct two discursive shifts. First, the observation that in scientific communication references to “problems” are increasingly substituted by references to “challenges” indicates a broader cultural trend of how attitudes towards what is problematic have shifted in the last decades. Second, as the grand challenges discourse is rooted in the sphere of sports and competition, it introduces a specific new set of societal values and practices into the spheres of science and technology. The article concludes that this process can be characterized as the sportification of science, which contributes to self-mobilization and, ultimately, to self-optimization of the participating scientists, engineers, and policymakers.  相似文献

This paper aims to show the historical contingency of policy entrepreneurship in science by analyzing the case of brain research in South Korea during the last decade of the 20th century. This decade saw an increasing emphasis placed upon the development of information technology and its use for societal changes. The rise of the “Information Society” in Korea was an important context for shaping the field of brain research as an amalgam of multiple disciplines which led to the passage of the Brain Research Promotion Act; the first law in the world enacted to promote brain research. This paper, through focusing on in what context someone takes up an entrepreneurial role, shows how the concept of interdisciplinarity has been shaped by, and how it has influenced the development of brain research and its related policy measures in Korea. It ultimately reveals the contingent and transient aspect of a policy entrepreneur and his effect on building a new field.  相似文献

In recent years, British science policy has seen a significant shift ‘from deficit to dialogue’ in conceptualizing the relationship between science and the public. Academics in the interdisciplinary field of Science and Technology Studies (STS) have been influential as advocates of the new public engagement agenda. However, this participatory agenda has deeper roots in the political ideology of the Third Way. A framing of participation as a politics suited to post-Fordist conditions was put forward in the magazine Marxism Today in the late 1980s, developed in the Demos thinktank in the 1990s, and influenced policy of the New Labour government. The encouragement of public participation and deliberation in relation to science and technology has been part of a broader implementation of participatory mechanisms under New Labour. This participatory program has been explicitly oriented toward producing forms of social consciousness and activity seen as essential to a viable knowledge economy and consumer society. STS arguments for public engagement in science have gained influence insofar as they have intersected with the Third Way politics of post-Fordism.  相似文献

There is growing attention to science diplomacy among scholars, policymakers, and scientific associations around the world. However, there continues to be contestation around the concept of science diplomacy, currently framed alternately as a new understanding of diplomacy, part of the global challenges discourse, central to the internationalization of science, and typifying competitive innovation. This contestation is furthered by the involvement of a broad array of policy instruments and actors in science diplomacy. In response, this paper focuses on a single policy instrument, examining eight bilateral and multilateral scientific cooperation agreements led by Canada, India, Norway, and the United Kingdom. Kingdon’s multiple streams framework is employed to explain how the interplay between policy actors, the policy agenda, policy problems, and policy alternatives leads to the creation of science diplomacy policies. Across the cases, all of the current science diplomacy discourses were applicable, holding stronger explanatory power in the problem and policy streams of the policy process while not obviously matching processes seen in the political stream. The findings also identified a gap in the current framing in understanding how geopolitical dynamics impact the creation of science diplomacy policies and how different policy actors negotiate, exploit, or are subject to these forces. By stabilizing one element of the ongoing debates around science diplomacy, the paper contributes a deeper examination of the array of policy actors and their involvement in different stages of the policy process leading to the formation of scientific cooperation agreements as tools of science diplomacy.

Besides his activities as a theoretical physicist, the Belgian Léon Rosenfeld cultivated and showed a lively concern for history of science since his student years. This paper is a study of his publications, correspondence and other endeavours in history of science, mainly during the early Cold War period, in order to explore his essentially Marxist views on science and society and how they differed from those of other Marxists scholars, most notably John D.
