论城市社区自治的缘起与发展及对我国城市社区自治的建议

目前我国经济体制正从计划经济向市场经济转轨,"政府"、"市场"、"社会"三分的局面正逐步形成,政府转型必将导致单位制的逐步解体和城市社区制的回归.文章通过分析社区及社区自治的形成与发展,提出通过培养社区居民的自治理念,培育社区中介组织以及转变政府观念、社区居民互动的方式来实现城市社区自治.     

中国城市社区居民自治刍议

社区居民自治是我国社会主义民主政治建设的重要任务，也是大力推进社区建设的目标之一，因此，很有必要从社区居民自治的内涵及其标志，我国城市社区居民自治存在的问题及原因，以及实现社区居民自治的途径等方面，探讨中国城市社区居民自治的发展现状与趋势。     

城市基层政府管理与社区居民自治的良性互动

城市基层政府管理与社区自治的良性互动,是社会稳定转型、社会和谐发展与发展基层民主的必然要求。当前我国城市基层政府管理与社区居民自治互动中存在的问题主要有:两者之间关系未理顺,城市基层政府的"越位""缺位",社区居民自治组织对城市基层政府的严重依赖等。上述问题产生的根源,究其实质是政府权威治理模式与社会非权威治理模式之间协同与配合的不足。实现城市基层政府管理与社区居民自治之间良性互动的有效路径包括:理清两者之间的关系,进一步规范和完善城市基层政府的行为,推进社区居民有序的自治参与,推动相关法律法规的修订与调整等。

城市社区居民自治制度建设是实践和理论的重要课题.从转型期社会关系变化入手,着眼社区居民个人关系、各类群体合作模式和政府在社区自治中的定位三个层次研究发现,社区居民之间的社会互动模式日趋复杂,有待新型制度引导和规范;各类"精英群体"问的合作模式缺失,亟待新生制度催生新的合作模式;政府与社区自治组织关系模糊.现行制度难以理顺二者关系.因此,优化社区内生制度环境,并且以新生制度催生新型"合作模式",为城市社区居民自治制度建设所需要.     

城市居民社区自治初探

城市社区治理是我国基层民主政治着重强调的部分就是城市社区自治,要了解目前社区治理的现状、存在的问题就必须探讨、了解我国居民对城市社区自治的认知、态度,找出影响因素,从而为党和政府制定相关制度、做出决策提供依据。社区制已经成为社区治理的方法,初步形成了合作共治的机制,我国的基本国情决定了政府是促进城市的社区建设的主要角色,政府也决定着社会资源的管控,因此社区制面临着背负政府的管理局压力,也承担着居民和社会的自治需求。     

城市社区自治的社会基础

我国现代城市社区是国家与社会相分离的产物，它已经或正在成为一个具有共同地域，用契约和共同的亚化联系在一起的具有共同利益和归属感的社会成员的集合，它是城市居民的日常生活世界，具有市民社会和公民社会的双重属性，由于城市社区的这一特征，决定了城市社区已不再是国家行政的一个层次，而是一个社区居民自我管理，自我教育，自我服务的社区居民自治体系，因此，完善社区居民自治体系的建设，就成了当下城市社区建设的一个重要任务。     

论我国城市社区自治组织的发展——以居民委员会为例

城市社区自治是基层治理成果的表现,这关乎居民生活水平的提高和基层民主的发展。社区自治组织在城市社区自治过程中扮演着重要的角色,这些组织包括居委会、业委会以及其他的社会组织。目前,我国的居民委员会自治中存在与政府关系错位、与居民关系缺位以及其自身自治能力不足等现实困境。要从改善社区自治的体制环境、完善居委会的组织结构以及构建多元参与共治模式三个方面考量,不断完善居委会自身的建设,以提高社区自治和社区发展的水平。     

转型时期我国社区自治工作的不足及改进措施

在我国社会转型期的视域之下,城市社区被作为基层政权组织的载体、城市居民日常生活的基本场所、城市治理方式转变的基础阵地来加以把握和认识,并将社区建设的理想目标定位为实现社区自治。这也是政府在保证社会稳定的前提下积极探索的方向。但是在居委会的行政化、组织化以及社区文化和社会组织的培育等方面,社区自治还存在很多不足。应对这种状况,需要在政府主导和推动,加快相应法律法规的建立和完善,培育和建设社区文化,发展社区社会组织方面做出进一步努力,以更好地推进社区自治工作的开展。     

城市社区基层行政与社区自治及其无缝对接

社区自治的不断扩大和政治国家的不断缩小是城市基层社会治理的必然趋势。但在现实实践中,受传统管理思想影响,基层行政无法科学定位自己的角色与职能,社区自治缺乏公民意识与组织建设,致使城市社区治理具有浓厚的行政色彩,自治性得不到充分发挥,基层行政与社区自治无法有效衔接。要解决这一问题,基层行政需理顺相关关系,明确角色定位,居民应提升自身修养,培育自治能力,通过共同体理念的培育、党组织的联结以及社区共治机制的建立,实现基层行政与社区自治无缝对接,从而,形成良性互动的城市基层社会管理格局。

改革开放以来,我国基层社会治理模式经历了从农村村民自治到城市居民自治,再到社区自治的过程。借鉴城市社区治理经验治理农村,推动其由村民自治向社区自治转变,是当前新农村建设的一项重要内容和根本保障。
