O'Neill,Digital Radio in Europe: Technologies,Industries, and Cultures

The U.S. Government's role as overseer of the World War II airwaves was significant, given the government's task of establishing a supervisory mechanism for the radio industry that would serve the need of national security and, at the same time, minimize the need for bureaucratic intrusion into program decision making. A mechanism also was needed to police the domestic airwaves for unlicensed intruders and to monitor the international airwaves for enemy propaganda. To accomplish these tasks, the government enlisted the services of three agencies: the Federal Communications Commission, the Defense Communications Board, and the Office of Censorship. This paper examines the structure, operation, and contribution of each.

Methodological problems in evolutionary computation

This paper critically examines a number of methodological issues of evolutionary computations. The conclusion is made that under the existing notions the evolutionary branch of AI is unlikely to go beyond search optimization methods. A number of issues, whose solution could turn evolutionary computing into the truly mainstream of development of intelligent systems, are provided.     

Rights instruction for undergraduate students: Needs,trends, and resources

As librarians are increasingly identified as rights experts on campus, it is essential that they understand rights issues and how best to communicate them to a multitude of users. While scholarly literature contains many examples of librarians working with faculty on copyright issues regarding course materials, reserves, e-reserves, and intellectual property, there is far less documentation of the need for students, especially undergraduates, to understand their rights as creators and consumers of information. This article reviews relevant literature on librarian copyright skills, the need for copyright instruction, and current case studies and examples of copyright instruction for undergraduates.

State analytics of innovation development in Russia: Content,trends, and crucial tasks

This paper presents one of the definitions of the state analytics concept, which is used in the innovation infrastructure of the subjects of the Russian Federation. The rationality factors of analytical activities are outlined; interrelations of analysts, public officials, and business agents are classified, and the responsibility of decision making at the public level is highlighted.     

Digital Publishing in Europe: a Focus on France,Germany, Italy and Spain

In this article we will provide a general overview of the situation of the digital publishing in Europe starting from the insights provided by the Editech conference, the international day of advanced study organized by the Italian Publishers Association and focused on the trends, perspectives and applications of technological innovation in publishing at an international level. It is the main Italian event dedicated to book publishing with the aim of helping publishers define their short- and medium-term digital strategies, while being aware of the opportunities and risks involved in the conversion to digital of their business model. The Editech 2010 main focus had been: the market and the national and international situation of digital publishing, the new buying and reading behaviors of consumers, e-books and content for e-readers and mobile devices, new production processes (XML, ePub, digital printing) and the distribution scenario and the diffusion of digital content.

The paper examines the state and basic directions of fundamental studies in the field of informatics, as well as the modern trends and prospects of its development as a science and complex research issue. At present, informatics is at a new stage of development and will, in the nearest future become an independent branch of science.

赫曼与乔姆斯基所提出的宣传模式理论自20年前问世以来,在传播学界引发了众多的批评和讨论。在系统梳理关于宣传模式的各种批评的基础上,本文试图超越对这一模式各种先验性假设的争论和对各种复杂变量的考察,从原作者及这一理论众多评价者的基本方法论框架——阶级分析入手,从处理信息和再生产意识形态的文化劳动角度重新理解和分析宣传模式理论。     

VAT Registration in Europe: A Review

This paper revisits the major reasons why a company operating in the EU would typically have to register for VAT in a foreign country. On doing so, this review outlines now the VAT treatment of services has been brought more into line with the VAT treatment of goods, the central distinction has shifted towards business-to-business and business-to-consumer trade. Theoretical rules are illustrated by means of situation examples involving the following set of countries: Belgium, Spain, Finland, France, Luxembourg, the Netherlands, and Portugal.
