新时期我国高职教育发展的困境与出路

我国高职教育在过去的十余年中取得了跨越式的发展,但在未来发展中面临着社会经济转型、优势逐步丧失、生源日益减少等困境。而高职教育要实现可持续发展,首先必须要找准自身定位,从职业教育的引领者进行角色定位,以高端技能型人才为培养目标,以全面发展、终身发展为价值取向;其次是实行制度改革,改革高职招生制度,完善师资管理制度;再次是加强文化内涵建设,弘扬大学精神文化,培植技术创新文化。

创新创业教育作为全社会创新创业生态圈的重要一环,近年得到教育行政部门的高度重视和大力推动。面对起步较晚、创新能力较弱等多重困境,高职院校创新创业教育要如何快速突围以实现跨越发展,是面临的现实难题。通过窥探五个发展阶段,明确了创新创业教育的发展定位;对生态圈进行相关性分析,梳理出创新创业教育的发展链条。在此基础上,厘清发展内涵的五个核心要素,提出了"联企业、借外力、壮实力"的发展策略。结合广州铁路职业技术学院改革实践,从发展定位、发展策略、发展内涵、发展成效四个维度构建实践模型,探索出创新创业教育务实发展的新路径。

高职院校在经过规模发展之后,走内涵发展之路已成为必然.文章以西安铁路职业技术学院内涵发展的实践为例,探讨了内涵发展的几个问题.认为在高职院校内涵发展过程中,要转变思想观念,树立"内涵发展"的人才观和质量观:优化课程内容,体现"内涵发展"的教学要求;改进教学方法,探索"内涵发展"的教学模式;加强基础建设,完善"内涵发展"培训体系;抓好师资建设,夯实"内涵发展"教育基础;深化制度改革,为"内涵发展"教育提供有利环境.

高校质量文化是促进高校人才培养质量不断提升的最持久也是最深沉的力量。作为培养高素质技术技能人才主阵地的高职院校,要依据对职业教育的新认识,重构高职教育质量文化;要确立自身的新使命,主动适应国家战略,培养更多高素质劳动者和技术技能人才;要通过“1+X”证书制度等新实践,深化办学体制和育人机制改革;要通过推进职业教育标准化建设等举措,为高职院校质量文化建设提供新的保障;要正视高职教育质量文化研究成果中以思辨性主观想象为主的倾向,通过“职教20条”方案的建设理念和具体实践,促进理论研究与实践探索有机融合;要以高职院校人才培养能力提升为逻辑起点,探究质量文化的内涵及其价值取向并用以指导人才培养实践,有效推进高职教育内涵发展。

高职教育工作的基本思路是以教育观念改革为先导,以教学改革为核心,以教学基本建设为重点,注重提高质量和突出特色.办学中要努力探索和建立新的培养模式,完善提高教学质量的各项保障措施,抓好内涵建设,全面促进办学水平的提升,保证高职教育持续健康发展.
