Straining training: the epistemology of workplace learning

Learning in, and from, the workplace has moved centre‐stage. In this paper, arguments and insights from the humanities, in particular philosophical psychology, are developed to show that generic, higher‐order human qualities are demanded and cultivated by managerial work. What was traditionally regarded as a great epistemological divide between high‐status intrinsic education, and low‐status instrumental training (with work‐based knowledge in the latter area) is now dissolving. New workforce requirements of creativity and initiative are now regarded as essential to an evolving national and international enterprise culture. Close analysis of the psychology of decision‐making reveals both a paradox and a powerful metaphor for a more appropriate model of workplace knowledge.

Teacher salaries in Latin America: A review

In this paper we use data from household surveys of 12 Latin American countries to assess how teacher salaries compare to workers in other occupations. The results show great variability from one country to another, ranging from an apparent underpayment of teachers in Bolivia by 35% relative to the control group, and a respective overpayment of 65% in Colombia. However, when statistical controls are introduced for the differential education, hours worked and gender composition between teachers and the comparison group, much of the earnings differential between the two groups disappears. On the basis of this finding, we cannot support the position that teachers are either overpaid or underpaid.

Models of supervision in early childhood programs: Implications for training

Many child care directors inherit their role of supervisor without having had adequate training or experience. Given the wide disparity in the field with respect to staff preparation, child care directors, in their role as supervisors, are called on to develop, train, evaluate, and appraise child care workers on a daily basis. The literature in the field suggests that there are common threads among supervisory models in early childhood and that directors of child care programs can benefit from in-service training that specifically addresses their supervisory functions. “The most difficult part of my job as Director is trying to get my staff to change certain practices.” Director, Church Preschool Program “I don't feel comfortable with my role as evaluator; I guess I don't like telling people they're doing something wrong.” Director, Day Care Center     

Credentialling competency based education and training: a review of the literature

This paper summarises the results of a literature review conducted in late 1993 on issues related to the credentialling of competency based education and training. The credentialling review focused on seven major issues: describing the minimum requirments for a qualification; distinguishing different qualification levels; issuing statements and qualifications gained by the recognition of prior learning; using short courses to build a qualification; recording the results of competency based assessments; responsibility for keeping the records of individual achievement; and, whether the exact competencies held should be recorded on a qualification. The recent (1993) move by the National Training Board to abandon any general criteria for the determination of qualification levels and to rely solely on the advice of the relevant Competency Standards Body when determining the level of a qualification emerges as a significant development in Australian credentialling. This abandonment of general criteria,which mirrors a development in theUK system, may yet undermine the goal of achieving a more rational qualifications system in Australia. It was clear from the review that the issues and trends in the accreditation of competency based education and training in Australia, and the problems encountered, have broad parallels in the UK experience. It was also clear that much of the story is yet to unravel, and that many issues remain unresolved.     

北美洲华文教育的历程及其特点

本文认为,北美洲华文教育经历了萌芽时期、发展时期、停滞时期及振兴时期四个历史时期.北美洲华文教育有四个特点:①华文学校的业余补习性质;②创办华文学校的寻根认祖意识;③华文学校的联合趋向;④华文教育与当地教育接轨.     

Seeing emotions: a review of micro and subtle emotion expression training

In this review I explore and discuss the use of micro and subtle expression training in the social sciences. These trainings, offered commercially, are designed and endorsed by noted psychologist Paul Ekman, co-author of the Facial Action Coding System, a comprehensive system of measuring muscular movement in the face and its relationship to the expression of emotions. The trainings build upon that seminal work and present them in a way for either the layperson or researcher to easily add to their personal toolbox for a variety of purposes. Outlined are my experiences across the training products, how they could be used in social science research, a brief comparison to automated systems, and possible next steps.     

The governance of decentralised cooperation in collective training systems: a review and conceptualisation

Collective training systems are based on the cooperation of multiple public and private stakeholders in order to work. However, such cooperation is not self-sustaining and depends, for instance, on public policies, capable intermediary organisations and shared logics of action. In this conceptual paper, we first review the political economy literature on cooperation in collective skill formation and find that it has given insufficient attention to the systematic comparative analysis of cooperation at the decentralised level as well as the actual social practices of cooperation. The paper then develops a multidisciplinary analytical framework that allows future research to examine decentralised cooperation at the regional, sectoral and occupational levels more systematically. This framework is grounded in a synthesis of three strands of empirical research on vocational education and training, namely the comparative political economy literature on governance, corporatism and coordination, institutional labour and societal economics as well as the educational science literature.
