Abstract

One of the current international trends in educational reform is the devolution of decision-making powers from central government to school level. This trend is related to a move towards institutional autonomy, the so-called site-based (i.e. school-based) management of institutions, which refers to the issue of self-management of the institution.

School-based management is no longer an option but, rather, a reality in South African education. Legislation and policy documents all point South Africa firmly towards a school-based system of education management. The new policy framework for decentralised decision-making is also embedded in the South African Schools Act 84 of 1996. This enables each school in South Africa to renew its management in a responsible and effective way.

In spite of its widespread implementation, school-based management has locally received only moderate attention in terms of stakeholder participation and the impact of stakeholder values on the school-based management process. In response to this, this article is an attempt to incorporate a strategy to conceptualise stakeholder participation in school-based management and assess the impact of stakeholder values on the school-based management process. This philosophical review of the literature on school-based management also aims at raising and answering some of the questions about stakeholder participation and stakeholder values in school-based management in South Africa, where educational reform is the norm rather than the exception.  相似文献

The search for quality education is a world-wide phenomenon but it is particularly important in the developing world, where education is widely viewed as a key to individual and collective success. Traditionally, school performance has been measured by various test scores and South Africa's longstanding obsession with matriculation exam results exemplifies this focus. However, as policy makers in South Africa have been discovering since the transformation toward a democratic system of education for all began in 1994, developing a comprehensive system of quality assurance involves much more than keeping track of examination results. The purpose of this article is to describe and discuss the development of this system, using an emerging framework for the analysis and comparison of quality assurance systems.  相似文献

This paper examines some aspects of teacher education policy change in South Africa. It contextualises the changes by firstly examining the apartheid teacher education system and then mapping the changes that have occurred in teacher education in South Africa since 1994. Using a case study of the Further Diploma in Educational Management at the University of Pretoria, it provides a critical analysis of one particular current path to teacher education in South Africa, namely the ‘franchise’ public/private teacher education provision. The paper concludes by discussing the related policy possibilities and problems of teacher education policy since 1944. It highlights how institutions have stategically responded to change in a transitional context, and draws attention to the disjunction between policy intentions and outcomes.  相似文献

Inclusive education as a global movement emerged over the past 30 years to ensure quality mainstream education for all learners. Since 1994 the newly democratic South Africa also had expectations as well as the political will to change education by adjusting legislation and policies. However, the vision of a truly inclusive education system in South Africa has been difficult to achieve and results regarding the implementation of inclusive education remain questionable. There has been a growing realisation that the advent of democracy was not in itself a sufficient condition for the elimination of historical and structural inequalities in education with as recurring theme the dissonance between the government's socio-political imperative for change and economic realities. This article focuses on the development of policy and guidelines on inclusive education in dynamic interaction with the complexity of realities in South African schools with a special focus on the policy recommendations regarding the development of full-service schools. The constant comparative analysis of the two phased case study of a full-service school in a rural town revealed interesting results illustrating the complexities regarding the implementation of inclusive education and the challenges and opportunities in bridging the gap between the idealism of policies and the realities in schools.  相似文献

This paper focuses on the policy issue of expanding schooling in a post-apartheid South Africa. The Project of placing about two million children of school-going age in school is viewed as central to the rebuilding of South Africa. The paper argues that this project should be located within the peculiar history of this country's educational underdevelopment. Challenging the constraining influence of the New Right context should be central in conceptualising the provision of expanded school access. Access policy should be based on a notion of educational development that is linked to the overall socioeconomic development of this society. The view is promoted in this paper that a policy of quantitative expansion of schooling should not ignore the quality of such schooling.  相似文献

ABSTRACT

South Africa stands out in the African region for its protection of lesbian, gay, bisexual, transgender and intersex (LGBTI) rights. This article examines South Africa’s contributions to local policy for LGBTIs and to work on LGBTI issues in education policy and education rights progress internationally. It also considers broader South African contributions to the theorisation of gender and sexuality. Data derive from an analysis of 102 interviews with key informants participating in high-level global networking for LGBTI students’ rights, and documentary analysis showing how stakeholders characterise South African contributions to transnational LGBTI education work. Informants identified how such contributions have a strong human rights emphasis, furthering post-colonial resistance to simplistic gender and sexuality classification schema imposed via imperial colonising dynamics. While South African work in this area has also promoted and facilitated research, it has at times been limited by ambivalence from its leadership. The nation’s early adoption of constitutional rights, relationship rights and educational equity provisions as acts of decolonisation contribute valuable African LGBTI work examples to the region. Their success encourages further funding for South-South transnational LGBTI education work.  相似文献

Abstract

There has been a significant increase in the number of international students, especially in those from other African countries, at South African universities over the last ten years. This has elicited some research, notably from Ramphele, Crush and McDonald (1999); Hall (2004); and Snowball and Antrobus (2005; 2006). However, none of these scholars considered the possibility of exploiting the skills potential of international students in South Africa, especially at a time when the country faces skills shortages. The authors conducted a survey at six higher education institutions (HEIs) in 2008, which sought to determine the skills profiles of international students in South Africa. It was found that the majority of international students are registered in disciplines where skills shortages exist, that a significant number of these students are young and that many would like to remain and work in South Africa. Labour policy makers in South Africa seem to be unaware of this, hence policy is ill-adapted to derive economic benefits from international students.  相似文献

This article examines the ways in which gender redress has been conceptualised in different phases of the policy development work on the National Qualifications Framework, a key initiative of education reform in South Africa. It identifies two discursive framings for the NQF‐‐the discourse of economic rationalisation, utilised by business and COSATU, and that of social justice, utilised by the ANC and COSATU. It concludes that neither, for different reasons, have grappled with gendered social relations or the gendered, but dispersed, power of the state. The paper points out that the existence of a widespread women's organisation in South Africa during the transition period had little impact on policy formulation in education and training, thus raising questions about ways in which women's demands can have an impact on education policy change.  相似文献

Very little research has been done in South Africa on HIV/AIDS and education. This article is a small attempt to plug the gap. The purpose of the research is to investigate the legal and policy provisions and implications regarding HIV/AIDS for rural and township schools in the Mpumalanga district of South Africa. It seeks to answer three questions: (1) What is the status of policy and legislation on HIV/AIDS and Education in South Africa? (2) How do schools understand, respond to and manage issues of law and policy regarding HIV/AIDS? (3) What are the possible areas of conflict between legal and policy provisions and educational practices and behaviours? After examining the different laws relating to HIV/AIDS and education in South Africa a case study approach is used to explore the research questions in a number of rural and township schools. The findings highlighted a general ignorance of basic human rights issues, the right to confidentiality, the right to security from discrimination if it is known that a teacher or a pupil is HIV positive, the right to privacy and the right, under certain circumstances, to disclosure. The findings also reveal a distance between policy and practice so that schools need to develop vigilance with respect to any legal challenges that they might face at a local level. The findings also show that governing bodies should be made aware of the general legal issues surrounding the individual and HIV/AIDS before they can introduce fair and balanced policies.  相似文献

This article examines the early experience of the school governing bodies established in South Africa following the 1996 South African Schools Act. It relates the emergence of school governance to wider issues of democracy and participation and assesses the composition of governing bodies, notably the inclusion of learners. Governing bodies' powers include provision to set fees, subject to parental approval, and the paper examines how this requirement impacts on the resources available to different types of school, and the implications for equity and equality. Governing bodies also determine their own admissions policies, and the paper explores how this provision has led to school populations differentiated by class and race. The relationships between lay governors and school principals are examined to see if the Act's plan to separate governance and professional management has been achieved in practice. The paper concludes that, despite the significant difficulties facing the educational system in South Africa, governing bodies provide a good prospect of enhancing local democracy and improving the quality of education for all learners.  相似文献

This paper examines experiences with ‘skills development’ in South Africa to contribute to broader debates about ‘skills’ and the relationships between vocational education and development. Numerous policy interventions and the creation of new institutions and systems for skills development in South Africa are widely seen as having failed to lead to an increase in numbers of skilled workers. I analyze some of the underlying reasons for this by considering South African policies and systems in the light of research in developed countries. The dominant view in South African media and policy circles is that a skills shortage, coupled with an inflexible labour market, are the leading causes of unemployment. This has led to a policy preoccupation with skills as part of a ‘self-help’ agenda, alongside policies such as wage subsidies and a reduction of protective legislation for young workers, instead of collective responsibility for social welfare. Skills policies have also been part of a policy paradigm which emphasized state regulation through qualification and quality assurance reform, with very little emphasis on building provision systems and on curriculum development. The South African experience exemplifies how difficult it is to develop robust and coherent skills development in the context of inadequate social security, high levels of job insecurity, and high levels of inequalities. It also demonstrates some of the weaknesses of so-called ‘market-led’ vocational education.  相似文献

Abstract

A number of schools in South Africa appear to be struggling with the changes that the government is introducing to improve the quality of education and lay a strong foundation for the country's societal transformation. Leadership has been found to be one of the factors that are associated with how schools cope with change and its complexities. This article focuses on a conceptual examination of the national Advanced Certificate: Education (School Management and Leadership) programme's capacity for promoting sustainable leadership in schools. The findings from the critical analysis of the qualification's documentation suggest that the current formulation of this school leadership development programme does not address the complexities of leadership and change, and is thus unlikely to adequately contribute towards leadership effectiveness or its sustainability in schools. It may, however, contribute to short- term school improvements, policy compliance, management effectiveness or economy and/or administrative efficiency.  相似文献

In South Africa, the post-apartheid government has committed itself to an integrated approach to education and training. This article addresses South African policy debates, illustrating that global trends such as integration are shaped by significant local influences in the production of specific policy positions. The integration debate in South Africa reflects both equity and human resource development concerns, and is more fully developed in adult basic education and training than in formal post-compulsory education. The article analyses the proposals for integration as part of a complex policy agenda, arguing that the implementation of integration proposals will not be straightforward. This is due to the genesis of the integration debate in training rather than both education and training, its assumptions about economic development, and the contested nature of the policy process.  相似文献

Beyond rather general complaints about budgets not matching the necessary costs of ‘integration’, financial aspects have not obtained much attention in special education research. The importance that different fiscal frameworks may play in shaping equality policy programmes towards different organisational forms at the national, district or school levels, has to a large extent been overlooked. Most equality policy programmes imply a relatively high degree of autonomy being given to the school‐site level, but few studies have so far systematically analysed how such funding streams are mobilised and put into use by administrators and teachers at the local school level. As a means a highlighting some of these questions we report on a study that has (a) analysed the relations between income level and expenditure on special education in Norwegian municipalities, and (b) made attempts at examining possible connections between organisational quality and level of expenditure on special education in four strategically sampled schools.  相似文献

Abstract

Research has revealed that many of the historically disadvantaged schools in South Africa experience difficulty in implementing policies aimed at restoring the quality of teaching and learning. The difficulty has been attributed to several factors such as poor conceptualisation and implementation of quality management systems at school level. This article reports on empirical research that investigated the possibility of applying Total Quality Management principles in schools for the purpose of restoring the culture of learning and teaching. Data was collected through qualitative and quantitative methods in selected schools situated in the Tshwane North District. The findings revealed that there is a gap between what is provided in the policy framework on the management of quality teaching and learning. It is recommended that in order to fill the gap, schools need to apply customised principles of Total Quality Management. The primary aim of this research was to develop such an integrated framework that is not only theoretically sound but that has been customised for schools’ contexts and conditions.  相似文献

This paper provides insight into the unique process of education policy development in South Africa, in particular the work of the National Commission on Special Needs in Education (NCSNET) and the National Committee on Education Support Services (NCESS). The process has been characterized by a fully democratic, participatory approach ensuring maximum involvement of all stakeholders at all levels of society. In addition, the process has been problem-centred—focusing on meeting the complex challenges within a developing context. The most significant aspect of the Report of the NCSNET and NCESS is that it provides conceptualizations that reflect a break away from traditional models of special needs education. The shift in thinking from ‘special needs education’ to ‘barriers to learning and development’ has broadened the concern from a small group of learners who are vulnerable to exclusion from education to all learners who are subject to exclusionary pressures within school and community. Finally, the delays in finalizing the policy process since the release of the Report of the NCSNET and NCESS are analysed and interpreted in the light of complexities in the transformation process in South Africa.  相似文献

The purpose of this study was to examine the extent to which secondary school teachers in the Western Cape of South Africa thought their schools were offering quality education. From their responses, it was clear that quality education is in short supply given that internationally recognised indicators such as human and physical resources are either inadequate or non-existent. For education to contribute to national and economic development of a new South Africa, the problem of school infrastructure needs to be addressed urgently if a new South Africa is to be of meaning to all South Africans. Failure to do so will be allowing Black South Africans to continue living in a non-advantaged past South Africa which will be detrimental to their future as well as that of their country and nation.  相似文献

This paper focuses on a British Council funded Higher Education Link project involving three institutions—Manchester Metropolitan University (MMU) in the UK and two South African institutions, the University of South Africa (UNISA) and Rhodes University. The link is a research and development project that has three main research strands: contextual profiling that will establish the applicability of a European teacher education project to the South African context, evaluative materials development and piloting predicated on a respect for indigenous and contextual knowledge, and impact analysis that will examine the role of multidirectional intergenerational mentoring in disseminating messages about sustainable lifestyles. The project is strongly influenced by the South African Revised National Curriculum statements pertaining to environment and an analysis of the impact that these materials have had on promoting whole school approaches to environmental education in South Africa. The link's initial purpose is to develop advanced certificate in education (ACE) course materials that will promote whole school approaches to environmental education, based on developing concepts of collaboration, pupil participation, educational process and action in schools in South Africa. Materials from the MMU‐based, European Commission funded Sustainability Education in European Primary Schools (SEEPS) Project will be adapted for use in South Africa by UNISA and Rhodes.

This paper reports on the development of the project and explores some of its activities and results to date. It documents how the project team approached the integrating redevelopment of SEEPS ideas and materials to use these resources in the design of continuing professional development (CPD) activities for ACE courses in environmental education at UNISA and Rhodes. The second section is written in semi‐dialogue form to try to reflect the nature of the discussions that occurred between the partners in the link during meetings in the UK. This dialogue outlines the conceptual and philosophical background to the SEEPS Project before examining continuities and tensions that arose in clarifying and situating guiding perspectives for CPD and whole school approaches in and for South African school contexts through the medium of teacher education. The paper also reviews how the South African team are interacting with ideas and materials from SEEPS to clarify whole school approaches to environmental education in South Africa and discusses the contexts within which the outcomes of the link will unfold.  相似文献

This paper considers the role of Special Educational Needs Coordinators (SENCOs) in mainstream post-primary schools (12–18 years) in Ireland. Little is known of the role in the Irish context and it is hoped that this research will inform policy. The Irish educational landscape has witnessed seismic change recently with further transformation imminent. The SENCO role is a recent phenomenon in Irish schools and while much is known of the role internationally, Irish SENCOs tend to operate in a policy vacuum. This paper draws on research with a purposive sample of twenty-seven SENCOs. A lengthy postal questionnaire served as the method of data collection, where both quantitative and qualitative data were collected. Findings reveal the complexity of the role in an evolving education system. SENCOs continue to fulfil largely operational roles and are limited in their capacity to effect change in inclusive practice from a whole-school perspective. Lack of formal recognition of the SENCO role has led to its ad-hoc development. This research makes the case for the formalisation of the role at policy level and recognition of the need to develop the SENCO as strategic leader, firmly situated within school management. Otherwise, Irish SENCOs risk being victims rather than agents of change.  相似文献
