Since their introduction in the 1990s, charter schools have grown from a small-scale experiment to a ubiquitous feature of the public education landscape. The current study uses the legislative removal of a cap on the maximum number of charters in North Carolina as a natural experiment to assess the impacts of charter school growth on teacher quality and student composition in traditional public schools (TPS) at different levels of local market penetration. Using an instrumental variable difference-in-differences approach to account for endogenous charter demand, we find that intensive local charter entry reduces the inflow of new teachers at nearby TPS, leading to a more experienced and credentialed teaching workforce on average. However, we find that the entry of charters serving predominantly White students leads to reductions in average teacher experience, effectiveness, and credentials at nearby TPS. Overall these findings suggest that the composition of the teacher workforce in TPS will continue to change as charter schools further expand, and that the spillover effects of future charter expansion will vary by the types of students served by charters.  相似文献

The question that drives this article is why some school districts decide to open up charter schools and others do not. Several answers are plausible: (a) entrepreneurial initiative, (b) structural explanations, and (c) spatial competition. We use data for the state of Wisconsin derived from extensive case studies of 19 charter schools and quantitative data on Wisconsin school district from state files and the U.S. Department of Education common core databases. We find evidence to support all three explanations for why districts “go charter.” First, in almost every school and district we visited for case studies, at the heart of either the district or the charter school, and often both, there were entrepreneurial administrators, school board members, teachers, or parents. Our evidence was anecdotal but very consistent across 19 case studies. Second, there are two general sets of structural characteristics that were shown to be quantitatively correlated with becoming a charter district. The first set comprised resource characteristics (size, federal revenue, and available seats); the second set comprised indicators of unmet students needs (the percentage of students eligible for free lunch). Finally, we argue and believe we provide significant evidence that competition is also a motivation for going charter. We posit that open enrollment and charter schools are working together to enhance the flows of students from homeschooling, private schools, dropouts, and other public school districts into charter school districts. Thus using several different indicators and models, estimating both which districts become charter districts and the flow and net gain directly from open enrollment, there is no question that charter schools are increasing competition for students in Wisconsin.  相似文献

Charter schools see as many as one in four teachers leave annually, and recent evidence attributes much of this turnover to provisions affected by collective bargaining processes and state laws such as salary, benefits, job security, and working hours. There have been many recent efforts to improve teacher voice in charter schools (Kahlenberg & Potter, 2014), including engaging in some form of collective bargaining, but we know little about the possibilities dictated by state laws. Therefore, this article describes the possibilities and variations for collective bargaining by state and for different charter types (e.g., conversion vs. newly created charters), as well as laws that have the potential to improve teacher satisfaction in charter schools. Ideally, state laws and the collective bargaining process should provide the appropriate balance between flexibility for charter school leaders, teacher voice, and protections for teachers.  相似文献

Charter schools have garnered strong support over the past decade, however, opponents question this choice option on many grounds, including their effectiveness, accountability, equity, and sustainability. This paper addresses these concerns by synthesizing what we know from the literature on charter schools, exposing areas where evidence is lacking, conflicting or ambiguous, and assessing the overall maturation of charter school reform. To help answer the question of sustainability, we draw in part on findings from our in-progress, long-term case study of a conversion charter school. This ethnographic data reveals the existence of serious challenges for researchers and policymakers, but also provides useful guidance for the future direction of the charter school movement.  相似文献

Over the past three decades, two neoliberal educational reform efforts have emerged in tandem – the charter school movement and Teach For America (TFA). This paper critically examines the relationship between these entities through the lens of TFA corps members placed in charter schools, and explores two types of schools described by interviewees, namely, ‘shit shows,’ and ‘like-minded schools.’ Grounded in corps members’ teaching experiences, this paper argues that even at its best, the close partnership between TFA and charters can create a mutually reinforcing educational subculture that is isolated from broader educational discourses and practices. At its worst, this partnership can result in the ill-advised ‘propping up’ of under-funded, mismanaged, ill-equipped charters that might otherwise struggle to find adequate staffing and, consequently, close. This paper suggests that these two tendencies – toward corps members’ insularity and poor placement – have the potential to conflict with the charter movement’s and TFA’s stated purposes of improving the quality of schooling for disadvantaged and marginalized students.  相似文献

Market reforms in education are part of the educational policy landscape in many countries. Central to arguments for market reforms is the idea that competition and choice will spur changes in schools to be more innovative, which in turn will lead to better student outcomes. We define innovation in terms of a practice's relative prevalence in a local district context. A charter school is innovative in its use of a practice if the traditional public schools in its local school district are not using that practice. We explore factors based on arguments for charter schools that may affect a charter schools’ propensity toward innovation to explain variation in levels of innovation across charter schools. We find that, on the whole, charter schools do not fulfill their promise of innovation. Teacher tenure is the most notable exception. Parental involvement is the only characteristic of charter schools that significantly predicts variation in levels of organizational innovativeness.  相似文献

This study uses national survey data to examine why charter school teachers are more likely to turnover than their traditional public school counterparts. We test whether the turnover gap is explained by different distributions of factors that are empirically and theoretically linked to turnover risk. We find that the turnover rate of charter school teachers was twice as high as traditional public school teachers in 2003–04. Differences in the distributions of our explanatory variables explained 61.0% of the total turnover gap. The higher proportions of uncertified and inexperienced teachers in the charter sector, along with the lower rate of union membership, were the strongest contributors to the turnover gap. Charter school teachers were more likely to self-report that working conditions motivated their decisions to leave the profession or move schools, although we found no measurable evidence that the actual working conditions of charter and traditional public schools were different.  相似文献

Recent Center for Research on Education Outcomes (CREDO) analyses find that cyber charter schools in seventeen states show consistently low reading and mathematics value-added test scores compared to traditional public schools serving comparable students. This generally accords with prior research. We hypothesize that the relatively poor measured academic value-added of cyber charters reflects artificial testing conditions for students in those schools. Accordingly, we have collected testing information from the seventeen CREDO states. State-level analyses find that cyber student persistence, which likely indicates school quality, correlates moderately and significantly with the cyber student academic value-added as measured by CREDO. Further, we find evidence of lower cyber school value-added in states which permit cybers to use narrow testing windows, perhaps reflecting testing fatigue on the part of test-takers. We discuss implications, and suggest next steps for research exploring whether testing conditions affect measured cyber charter performance.  相似文献

Disparate findings on whether students attending charter schools outperform peers in traditional public schools (TPS) may stem from mixing differing types of charters or inadequately accounting for pupil background. To gauge prior family selection and heterogeneous effects, we distinguish between conversion and start-up charter schools, along with a third site-run model operating in the Los Angeles Unified School District (LAUSD). We find that TPS campuses converting to charter status (conversions) attracted more experienced and consistently credentialed teachers, and served relatively advantaged families, compared with newly created charter schools (start-ups), after tracking 66,000 students over 4 years, 2007–2011. Charters overall attracted pupils achieving at higher levels as they began a grade cycle (at baseline), relative to TPS peers, most pronounced among conversions that remained affiliated with the district. After matching students on their propensities to enter a charter school, we find that pupils attending charters outperformed TPS peers over the 4-year period. These benefits are most consistent and moderate in magnitude for middle school students. We observed significant though small effects in English language arts for pupils attending charter high schools. Latino students, mostly attending start-ups, enjoyed consistent benefits from attending a charter school.  相似文献

This paper uses student level data from New York City to study the relationship between a public school losing enrollment to charter school competitors and the academic achievement of students who remain enrolled in it. Geographic measures most often used to study the effect of school choice policies on public school student achievement are not well suited for densely populated urban environments. I adopt a direct approach and measure charter school exposure as the percentage of a public school's students who exited for a charter school at the end of the previous year. Depending on model specification, I find evidence that students in schools losing more students to charter schools either are unaffected by the competitive pressures of the choice option or benefit mildly in both math and English.  相似文献

Charter schools are a relatively new phenomenon in American education. Since the first charter school opened in Minnesota in 1991, they have expanded to 42 states and represent 6.2% of all public schools in the country.1 This growth has been attributed to a number of factors, chief among them evidence that charter schools can improve performance (Lamdin and Mintrom, 1997). While there is a substantial evidence for relative performance benefits of charter schooling (e.g. CREDO, 2015) far less research been conducted on the efficiency of charter schools relative to traditional public schools. What research there is has produced both positive (e.g. Wolf et. al., 2014) and negative results (e.g. Carpenter and Noller, 2010). What can account for the disparity in these findings? In this paper, I make the case that differences in charter efficiency may be accounted for by differences in their level of autonomy from the school district. I base this argument on economic theories that the devolution of power to the lowest level possible tends to produce gains in efficiency (Johnson, 1991; Duncombe and Yinger, 1997). Those that are “on the ground” are thought to be more effective at monitoring expenditures, and allocations of resources have to pass through less ‘red tape (Hess 2006).’ In addition, more autonomous charter schools better fit the original purpose of charter schools in devolving power from centralized authorities (Budde, 1996). In order to test this theory, I take advantage of a unique situation that exists in Milwaukee, Wisconsin in which three types of charter schools with varying levels of autonomy operate simultaneously. Using school type as a proxy for autonomy, I find that more independent charter schools are more efficient than traditional public schools and charter schools with less autonomy.  相似文献

This paper investigates whether the effects of a reform that substantially increased daily instruction time in Chilean primary schools vary depending on school institutions. Focusing on incumbent students and exploiting an IV strategy, we find that longer daily schedules increase reading scores at the end of fourth grade and that the benefits are greater for pupils who began primary education in no-fee charter schools rather than in public schools. We provide evidence that these two types of publicly subsidized establishments, which cater to similar students but differ in their degree of autonomy, expand the teaching input in different ways: in order to provide the additional instruction time, no-fee charter schools rely more on hiring new teachers and less on increasing teachers’ working hours than public schools do.  相似文献

This article identifies supporters and opponents of charter schools at all levels of government and describes their motivations and behaviors. It is explained that state and local support for charter schools is most often determined by educational needs and material incentives. Different political contexts produce different charter school policies. For example, charter school legislation in Michigan was designed to increase competition among public schools. Legislation in Georgia served to deregulate public education after a period of increased state centralization. The article concludes that there is no cohesive state or local charter political pattern, given the variations in charter schools and their contexts. It remains unclear whether national charter school advocates have enough influence to expand the number of charter schools significantly. Local policymakers in areas with few educational pressures, such as some suburban communities, may resist change. Charter schools could end up as a marginal reform that impacts small numbers of students in urban centers, or continue their impressive growth, but it is state and local politics that will decide.  相似文献

A common criticism of charter schools is that they systematically remove or “counsel out” their lowest performing students. However, relatively little is currently known about whether low-performing students are in fact more likely to exit charter schools than surrounding traditional public schools. We use longitudinal student-level data from two large urban school systems that prior research has found to have effective charter school sectors–New York City and Denver, Colorado–to evaluate whether there is a differential relationship between low-performance on standardized test scores and the probability that students exit their schools by sector attended. We find no evidence of a differential relationship between prior performance and the likelihood of exiting a school by sector. Low-performing students in both cities are either equally likely or less likely to exit their schools than are student in traditional public schools.  相似文献

Charter schools can influence a school district's costs by reducing economies of scale and by changing the share of high cost students a district serves, but might also increase the district's efficiency through competition. Utilizing data for New York State school districts from 1998/99 to 2013/14, we estimate difference-in-differences models to assess the effect of charter schools on enrollment and student composition. Then, we estimate an expenditure function, using data prior to the charter school program, to measure the costs associated with reaching a given performance standard for students in various need categories and different enrollments. Next, using the entire data set, we run a second expenditure function to determine changes in efficiency associated with charter school entry. We find that charter schools increase the cost of providing education, and that these cost increases are larger than short-run efficiency gains, but are offset by efficiency gains in the long term.  相似文献

ABSTRACT

Fifteen years ago charter schools were considered a radical addition to the public education landscape. Today they present a viable educational choice in 40 states and the District of Columbia. Much has been written about charter schools, their purpose, effectiveness, and future. However, to date, much of the dialogue has focused on ideology and methodology resulting in a discussion framed as “charter vs. noncharter.” Overlooked have been the more substantive issues that would provide a more accurate framework for studying charter schools. We propose that the education policy and research communities need to identify the critical variables in the charter schools sector that affect both student outcomes and education policy. One such major variable is the legal status of a charter school, that is, its identity as a local education agency (LEA) or as part of an existing LEA and the charter school's linkage to other parts of the public education system that flows from that identity. Few studies have investigated what occurs inside charter schools with respect to instructional leadership, teaching, and learning. To address this gap in the literature, this case study examines two major issues: how the principals at four charter schools enact instructional leadership in their respective schools, and what barriers the principals encounter when enacting instructional leadership at their school sites. The results highlight three main categories of instructional leadership practices: developing a school mission, managing curriculum and instruction, and promoting school climate and culture. In addition, the data reveal that while the principals attempted to engage in instructional leadership, they encountered barriers related to budgeting and staffing. The paper broadens the scholarly understanding of instructional leadership in schools with high levels of autonomy.  相似文献

ABSTRACT

The role of political factors, specifically of public opinion, in the relatively low penetration of charter schools into rural America remains unclear. We use 8 years of national survey data to demonstrate that rural residents express less support for charter schools than residents of other locales do. We attribute this gap to differences in familiarity with charter schools across these locales rather than to differences in satisfaction with local schools or to differences in demographics, party affiliation, or political ideology. However, using a survey experiment and an oversample of districts with charter schools, we show that increased exposure to these schools or information about them does not boost support in rural communities. Lastly, we demonstrate a similar urban-rural gap in support for private school choice policies such as vouchers and tax credits for private school scholarships.  相似文献
