我国信息服务业的发展策略研究

With a brief introduction to the characteristics of information service industry, this article analyzes the gap between the information service industry in China and abroad, and predicts the challenges and chances brought by China's acceding to WTO to the information service industry in China. Suggestions about the develolanent of the information service industry in China are also given.

The papers on patent information issued from 1985 to 1999 in China are statistically analyzed, including their publication years, source journals, subject .distributions and authors. The status, laws and hot topics of the studies on patent information are quantitatively explored. This article introduces a kind of this system, elucidating the technolgies and methods that can be used in the design of this system in detail. Finally, an example is given.     

关于电子政务信息的计量分析与网络环境下的政务决策

The activities of the government can be described as reporting the feelings of the people (receiving infor-mation), making policies (processing information) and issuing government orders (sending out information). This is a typical course of information processing. If we can successively trail and scientifically measure this information course, we will be able to appraise the performance of the government in a scientific way. The development of government informatiza-tion and e-government is providing such a kind of appraisement for the government. The paper mainly discusses the possi-bilities of informetric analysis of the e-government. Methods for such analysis are also described.     

中国信息产业问题研究(简编)

本项研究是由中国社会科学基金会资助的,为期一年,已于1991年底写完研究报告初稿,共计4万余字,这里限于篇幅,仅简略予以介绍。本文从信息产业的产生、含义谈起,接着说明它的特征、作用及在我国发展信息产业的必要性。说明满足社会信息需求是推动其发展的原动力,也是其发展的归宿。阐述了中国信息需求的特点、信息产业的分类、侧重介绍了广义与狭义(新兴)信息产业,本文是持后一观点的,即指使用计算机与通信技术的包括信息技术产业与信息服务产业的新兴信息产业。随后说明了它与相关产业及其他产业的关系,试图也适当介绍广义信息产业的一些内容。接着详细说明了作为信息产业所属的几个子产业,即计算机产业、信息通信产业、软件产业、信息办理产业、数据库产业,前两个产业可称为信息技术产业,后3个产业可称为信息服务产业。从宏观的角度,提出了我国加速发展信息产业所应采取的政策与措施。最后提出了我国信息产业的前景。

本文论述了当前我国信息服务业发展的特点；未来信息服务业的发展趋势以及进一步推动信息服务业发展的策略原则；指出大力发展信息服务业对于促进我国社会主义现代化事业的进程具有重大而深远的意义。     

数字经济时代下中国信息服务业的投入产出效应研究

【目的/意义】为促进我国数字经济发展,提升信息服务业对经济社会发展的服务支撑能力。【方法/过程】利用2012年、2015年和2017年中国投入产出表,构建信息服务业与国民经济各部门的投入产出模型,实证研究信息服务业与各部门之间的依存关系及其对经济发展的作用。【结论/结果】信息服务业的产业关联范围广泛,与第三产业的直接联系较为紧密,而与第二产业具有较强的间接联系。信息服务业对经济发展的拉动力和推动力均低于各部门平均水平,属于弱辐射力弱制约力的部门。根据研究结论,提出优化供给结构、推动产业融合发展以及加强信息人才培养的政策建议。     

是什么制约着我国第三产业的发展？

实现我国经济可持续发展需要加快第三产业的发展.而第三产业,特别是现代服务业的发展高度依赖于社会诚信、健全法制以及制度支持下产品或服务信息的充分披露,其发展的内在要求不同于第二产业.改革开放30年来,随着经济规模的快速扩张,我国第三产业所占比重却始终徘徊在较低水平上.这其中除了第二产业的影响以外,其本质原因正是我国目前缺乏上述有利于第三产业发展的制度环境.本文随后有针对性地提出重在建立适应第三产业发展的制度环境的建议.     

中关村信息产业集群模式及其启示

中关村信息产业集群是全国信息产业集群的典型代表,研究其信息产业集群模式,能为国内其他地区信息产业集群的发展提供理论参考,并能指导国内信息产业集群又好又快的发展,从而有利于"中国十二五规划"的经济转型与创新发展。笔者在综述国内外信息产业集群研究成果的基础上,界定了信息产业集群模式的内涵,并研究了中关村信息产业集群的形成模式、内部关系模式、发展与演化模式、创新与升级模式等方面的内容,最后论述了其模式的特征及启示。

信息内容产业是一种基于数字化、多媒体和网络等技术,利用信息资源和其他相关资源创（制）作、开发、分发、销售和消费信息产品服务的产业,是国家信息化建设的重要组成部分.本文详细介绍了信息内容产业的定义和产业分类,对国内外信息内容产业的建设与发展状况进行了简明对比分析,随后探讨了国内该产业发展过程中所遇到的问题,并就如何推动我国信息内容服务产业发展的政策环境和信息内容企业的发展方向提出了建议.

本文依据较为翔实的数据和资料,论证了中国信息产业7个方面的发展,据此认为中国信息产业已初步形成。并提出中国信息产业的形成和发展对中国的社会和经济可能产生的影响:信息产业比重将越来越大并促进中国产业结构的调整;信息产业的发展有助于提高中国的宏微观决策水平,促进管理科学化;使资源结构发生根本性变化;信息产业的发展将影响就业结构,信息产业本身是高就业型产业;信息产业发展一方面有利于增强企业活力,另一方面从事信息经营的企业大批涌现;信息产业的发展将使人们的社会生活方式发生改变。
