The development of a lifelong guidance system in Hungary

The development of a lifelong guidance system in Hungary Systematic work is currently being undertaken in Hungary to develop a lifelong guidance system, in line with principles outlined by leading international organisations. The origins of career guidance in Hungary, and the nature of the current career guidance system, are outlined. The main features of the current development programme, supported by the European Social Fund, are presented, alongside the strategic work of the National Lifelong Guidance Council. Key issues relating to these developments are discussed.     

Latent semantic analysis as a tool for learner positioning in learning networks for lifelong learning

As we move towards distributed, self‐organised learning networks for lifelong learning to which multiple providers contribute content, there is a need to develop new techniques to determine where learners can be positioned in these networks. Positioning requires us to map characteristics of the learner onto characteristics of learning materials and curricula. Considering the nature of the network envisaged, maintaining data on these characteristics and ensuring their integrity are difficult tasks. In this article we review the usability of Latent Semantic Analysis (LSA) to generate a common semantic framework for characteristics of the learner, learning materials and curricula. Although LSA is a promising technique we identify several research topics that must be addressed before it can be used for learner positioning.     

How to encourage a lifelong learner? The complex relation between learning strategies and assessment in a medical curriculum

Abstract

To foster lifelong learning skills, we need new didactic approaches with aligned assessment methods. Therefore, we investigated whether the outcomes of a project assignment show a different relation to learning strategies than a longitudinal knowledge-based assessment. We studied learning strategies of first year students of medicine and biomedical sciences (n?=?248) and performed hierarchical regression analyses for the learning strategies and grades of the longitudinal knowledge-based test and project assignment. Scores of students, measured with the Motivated Strategies for Learning Questionnaire (Likert scale 1–7), were relatively low for critical thinking (3.53), compared to rehearsal (4.40), elaboration (4.82), organisation (4.69) and metacognitive self-regulation (4.33). Knowledge based tests showed a significant relation to elaboration (p?<?0.01). For the project-based assessment, we did not find a significant relation to any learning strategy (p?=?0.074). Explained variance of the grades was low for all learning strategies (R² < 0.043). Different types of assessment did not discriminate between students with high or low scores on learning strategies associated with lifelong learning. An explanation is that the curriculum is not aligned with assessment, or students do not benefit in terms of grades. We conclude that, if assessment is to drive lifelong learning skills, this is not self-evident.

The adult learner and performance in introductory economics,a personalized system of instruction

The primary goal of this study is to determine the effectiveness of the personalized system of instruction format which is currently utilized in the introductory economics course at Empire State College, State University of New York. It will attempt to determine if adult students working in a personalized instruction system can learn as much as students in conventional settings. The study will also explore the broader objective of explaining and predicting adult student performance in the introductory economics course. In addition, an analysis will be made of any patterns which have emerged in the level of learning and the types of competencies aquired by students.     

因应“知识型产业”发展的技术人力培育

现代产业发展的重心，趋向细微化极限型产业、知识整合型产业、环保产业、及社会福利产业。其特质则在于大量客制化的产销模式、创新研发的快速发展、产品的生命周期缩短、及知识型服务的比重增加。处在这种产业环境，技术人力有必要强化专业知识与技能、信息科技的应用、表达沟通、团队合作、问题解决、终身学习、及外国语文等能力。有鉴于此，职司培育技术人力的技职院校，应该注重跨领域人才的培植，采行模块化的课程结构，以及强化学生的实务技能。     

The paradox of Scotland: limited credit transfer in a credit-based lifelong learning system

On paper, Scotland has a highly permeable, unified system of lifelong learning underpinned by the Scottish Credit and Qualifications Framework. Recent reports suggest that the reality is less positive. This paper examines credit transfer in Scotland across three interfaces: between general and pre-vocational learning and vocational education and training (VET); within VET; and between VET and university degrees. It finds that credit transfer across the first two interfaces is limited; credit transfer at the third interface is more frequent but often problematic. One explanation is that the system is designed around credit accumulation rather than credit transfer; this, together with other features of the Scottish system, means that a degree of permeability is built in without the need for formal credit transfer. But a second explanation highlights the epistemological, institutional and political barriers to a unified system. The paper illustrates the importance of distinguishing among different types of credit system and the limitations of credit and qualifications frameworks as agents of change in the face of the institutional logics of national education and training systems. The capacity of cross-national credit systems to support mobility between national systems should not be exaggerated.     

Easing access for lifelong learners: a comparison of European models for university lifelong learning

Easing access to higher education (HE) for those engaging in lifelong learning has been a common policy objective across the European Union since the late 1990s. To reach this goal, the transition between vocational and academic routes must be simplified, but European countries are at different developmental stages. This article maps the development in Denmark, Finland, Germany and England using a case study approach deploying data triangulation from a national and institutional perspective. It explores the extent/commonality of structural factors for easing access for students engaging in lifelong learning. The cases are at widely different stages, but the following factors were considered essential in all countries for opening universities: the establishment of transition paths from secondary education and working life into HE and links between HE, businesses and adult education from a national perspective and the recognition of all forms of learning, the flexibilization of study formats and the design of a curriculum that suits all from an institutional perspective.
