The value of international business archives: the importance of the archives of multinational companies in shaping cultural identity

This paper explores the value to society of the archives of large international businesses or multinational companies. It highlights the importance of having access to the archives of multinational companies and the role these archives play in documenting the history of our society. This paper also looks at the motives for multinational companies to establish archival programmes and the attendant challenges they face. The archives of multinational companies differ from the archives of national businesses because they operate in various countries and are therefore subject to different international laws and regulations. Furthermore, recordkeeping and archiving practices differs from country to country. The focus of this paper is global and explores the subject from a societal perspective.

The negative effects of citing with a national orientation in terms of recognition: National and international citations in natural-sciences papers from Germany,the Netherlands,and the UK

Nations can be distinguished in terms of whether domestic or international research is cited. We analyzed the research output in the natural sciences of three leading European research economies (Germany, the Netherlands, and the UK) and ask where their researchers look for the knowledge that underpins their most highly-cited papers. Is one internationally oriented or is citation limited to national resources? Do the citation patterns reflect a growing differentiation between the domestic and international research enterprise? To evaluate change over time, we include natural-sciences papers published in the countries from three publication years: 2004, 2009, and 2014. The results show that articles co-authored by researchers from Germany or the Netherlands are less likely to be among the globally most highly-cited articles if they also cite “domestic” research (i.e. research authored by authors from the same country). To put this another way, less well-cited research is more likely to stand on domestic shoulders and research that becomes more highly-cited is more likely to stand on international shoulders. A possible reason for the results is that researchers “over-cite” the papers from their own country – lacking the focus on quality in citing. However, these differences between domestic and international shoulders are not visible for the UK.     

Connecting with Community: The Importance of Community Engagement in Rural Public Library Systems

While the topic of community engagement in public libraries has been researched in urban public library systems, little research explores community engagement in rural library systems. The Canadian province of Nova Scotia is largely rural and sparsely populated, with a dwindling and aging rural population. This report examines how community engagement can connect Nova Scotia’s rural public libraries with their communities. Librarians from eight predominantly rural library systems across the province were interviewed regarding the community engagement practices currently being used within their libraries and how their patrons (particularly youth) were reacting and responding to these practices. This article synthesizes the information derived from these interviews and provides a summary of the community engagement efforts being made throughout Nova Scotia. This study ultimately determines that while librarians in rural communities face a number of challenges when attempting to implement community engagement (e.g., small budgets and low staffing numbers), they remain extremely passionate about the topic and dedicated to serving their communities in the most meaningful and relevant way possible.     

Fostering a Community of Scholars at the University of Warwick: The Wolfson Research Exchange

This article focuses on the University of Warwick's Wolfson Research Exchange which opened in October 2008. It describes the varied environment that the facility offers to Warwick's research community, and explores the service model provided. The new approaches to learning space design and the students’ expectations that informed and influenced the Research Exchange's creation (as well as its ongoing service development) are also discussed. This case study provides an overview of the Research Exchange's developments, successes, and lessons learned which could be applicable to other institutions exploring dedicated spaces and support for their research communities.     

The impact of the national performance review and other forces on the rights of an informed citizenry: A case study in reinvention—reforming government publishing

Title 44 of the United States Code, containing the law governing the printing, publication, dissemination, and access to government publications, was written over 100 years ago. In the past decade, this law has come under attack, undermining the ability of the American citizenry to be fully informed about the activities of the federal government. This article examines the needed reforms to Title 44 and other legislative initiatives required to ensure the right of the citizenry to be informed.     

The Third Place: The Library as Collaborative and Community Space in a Time of Fiscal Restraint

In a period of fiscal constraint, when assumptions about the library as place are being challenged, administrators question the contribution of every expense to student success. Libraries have been successful in migrating resources and services to a digital environment accessible beyond the library. What is the role of the library as place when users do not need to visit the building to utilize library services and resources? We argue that the college library building's core role is as a space for collaborative learning and community interaction that cannot be jettisoned in the new normal.     

Public Libraries in the Eyes of the LGBTIQ Community: The Case of Croatia

ABSTRACT

The achievement of social justice, which implies the development of collections and the design of services for different user groups, is an objective present in the mission of public libraries. Since the 1950s, Croatian public libraries have been continuously developing collections and services for different user communities. However, one user community has remained largely unrecognized – LGBTIQ people. Therefore, the aim of the research presented in this paper is to examine the importance of the role of public libraries in the life of the LGBTIQ community in the Republic of Croatia. With a sample of 259 respondents, information behaviors, attitudes and experiences of LGBTIQ people in relation to public libraries have been examined via an online survey. In particular, this study explored the extent to which members of public libraries differ from non-members. The obtained results should contribute to a better understanding of the information needs and behavior of members of sexual minorities and help bring this group of users closer to (Croatian) public libraries by ensuring that libraries more adequately respond to their needs.     

Fixing the depository library system: Some thoughts on vacuum cleaners,the manifesto,and the state of the government information distribution system,with a modest proposal to remedy the various ills therein: A viewpoint

Some of the recent literature discussing the problems of the U.S. federal depository library system is reviewed. Various suggestions for fixing the system are noted and further suggestions advanced. The suggestions in this paper are (1) decrease the size of the List of Classes, (2) open the depository system to more public libraries, and (3) end the requirement that regional depositories keep all material forever.

通过问卷调查,对赣州市章贡区四大街道办事处管辖的48个街道社区居民获取、利用文献信息资源的状况进行了分析研究,提出高校图书馆加强社区文献信息服务的对策。     

Community Learning: The Story of Adopting Co-Agency for Effective Learning in a UK University Faculty Library

This article explores the adoption of Community Learning in a subject-specific academic library. The underlying principle for Community Learning is established as being co-agency. The rationale for adopting this theme and related principles are the results of student surveys demonstrating that librarians and libraries are not often used by students for assistance with their studies. Although much work has been achieved by librarians in improving their teaching skills, students may not choose to take advantage of learning provided in academic libraries. Current developments in US academic libraries are compared with the proposed model of Community Learning. The case study explores a number of methods employed by the library staff to engage with the whole community of which it is a part in fostering effective learning. The case study community already provides a tailored and personalized service and views Community Learning as another aspect of the service. It is possible to conclude that the methods adopted have proven to be useful, but more work is needed to embed the co-agency principle more firmly and strategically within the Faculty. Establishing the impact of Community Learning has yet to be formally investigated, but anecdotal evidence demonstrates that the route is worth pursuing.     

The absorption and indigenization of foreign media cultures a study on a cultural meeting point of the east and west: Hong Kong 1

Through an investigation of three forms of popular culture in Hong Kong, the study identifies four patterns of absorption and indigenization of foreign cultures. They are respectively named ‘Parrot’, ‘Amoeba’, ‘Coral’ and ‘Butterfly’. These patterns vary in the extent to which they absorb the form and content of foreign cultures. The author analyses how these patterns are shaped by the interplay among the consuming power of the local audience, the relative strengths and weaknesses of local and foreign productions, the competition and stimulation from other forms of culture, demographic changes and government policies. Four postulates on the relationship between these factors and the various patterns of absorption and indigenization of foreign cultures are advanced.

Between the prescriptive and descriptive roles: A comparison of international trade news in China and Taiwan

This article presents a comparison of two journalism models: development journalism and public journalism. The experience of development journalism in the Philippines is critiqued in order to inform and make predictions about public journalism, which is swiftly evolving in the United States. The paper traces the history and efficacy of both models, and highlights the resistance by journalists towards either system.

Also presented is the summary of a series of interviews conducted with Filipino journalists on their attitudes towards development journalism, conducted at a time when the practise of this model was at its height.     

Politics and Advocacy: The Role of Networking in Selling the Library to Your Community

SUMMARY

Current research conducted by the Information Use Management and Policy Institute, Florida State University, identifies the characteristics of the successfully networked public library (SNPL) and in particular explores the impact of technology on both library advocacy and networking in the political system. This paper identifies the factors that are critical to a public library's success in advocacy, community support, government relations, and ultimately the perceived importance of the library in the community. This perspective on the SNPL is reinforced by the examination of Cuyahoga County Public Library's program to use the strategies of the SNPL.     

The societal embeddedness of records: teaching the meaning of the fourth dimension of the Records Continuum Model in different cultural contexts

The Continuum concept of pluralisation is often misunderstood. This paper aims to explain how records are embedded in the society that created them from the time of their creation and how they can be further embedded throughout their lifespan by adding metadata to them, placing them in context, making them accessible to those who will need them in the future and potentially sharing them with the broader society according to societal rules. The author proposes to use the concept of societal embeddedness, which indicates that pluralisation is not just about sharing in the future, but also about incorporating societal expectations in records and recordkeeping systems, to help explain the concept of pluralisation. She shows how using simple examples from everyday life and discussing the societal context of the creation and use of records can help explain Records Continuum concepts, and in particular the concept of pluralisation, to students from non-English speaking backgrounds.
