国内外开放科学的实践进展与未来探索

[目的/意义] 及时追踪分析国内外开放科学实践进展,可为科技管理部门调整开放科学政策、布局开放科学方向提供决策支持。[方法/过程] 对当前开放科学的研究与实践进行四个方面的归纳：开放科学的概念内涵与现实意义、国外开放科学实践进展、国内开放科学实践进展、开放科学的未来发展趋势。[结果/结论] 开放科学是知识从闭塞走向创新的必然选择,国际社会已在开放科学战略、开放基础设施、开放科学数据、开放获取期刊等方面进行了良好实践;我国在开放科学的制度规划、文化营造、开放程度、品牌声誉等方面尚待提升;未来,开放科学将朝着全球化、FAIR化、生态化、云端化等方向发展。     

“双一流”高校图书馆组织机构设置特点与启示

对我国“双一流”建设高校图书馆组织机构设置现状及其改革实践情况进行调查分析发现,“一流大学”建设高校图书馆敢于创新,积极应对内外部环境变化;相比之下,“一流学科”建设高校图书馆更趋于保守。基于当前“双一流”建设高校图书馆呈现出管理架构多元化、内部管理弹性化、传统部门集成化而新型业务不断涌现等特点,在组织机构改革时,需要进行图书馆内外部环境扫描,制定合理的战略规划;以用户需求为导向进行机构设置,拓展业务范围与外延;打破行政壁垒,优化组织结构设计;紧密围绕高校发展战略与目标进行改革,切实服务于学校的学科建设与发展。     

政府信息资源规划研究

通过分析政府信息资源规划和政府发展战略规划、政府信息化规划之间的关系,认为政府信息资源规划实际上是对政府信息资源的采集、处理、存储、传输、使用、转换和评价的全面规划,并在详细分析政府信息资源规划具体内容的基础上,指出政府信息资源规划的重点是政府信息资源库的规划和政府信息资源网的规划。     

国外图书馆资源共享现状、特点及启示

图书馆联盟是资源共享的有效形式.本文从管理模式、经费来源、共享内容、共享形式、共享评价以及法律保障六个方面对国外图书馆资源共享现状进行分析,归纳出三个特点:联盟规模扩大化,资源共享多样化,联盟管理科学化.对国内图书馆开展资源共享活动有四点启示:加强图书馆资源共享的法律保障,拓宽联盟经费渠道,重视联盟战略规划,加强图书馆联盟绩效评估.     

Focused and aggregated search: a perspective from natural language generation

Users are often faced with complex information needs that are not easily represented as a single query. With current technology, the burden of issuing these individual queries, analysing retrieved documents for relevance, as well as aggregating results falls upon the time-poor and informationally overloaded user. Aggregated search techniques represent the new generation of search applications that endeavour to help users perform these complex tasks. However, the way in which different data types are combined in current aggregated search applications is often performed using static hard-coded structures. We suggest that a useful alternative is to marry techniques from natural language generation, such as text planning and summarisation, in order to dynamically determine the best organisation of retrieved information. These organisations can be motivated by linguistic theories that consider issues such as the role that the information plays to facilitate a task, and the relationships between different pieces of information. With reference to a discourse strategy, it is possible to draw on several data sources automatically to generate a useful, focused, and coherent answer. We focus on exploring the parallels between aggregated search and natural language generation in the hope that the fields can be mutually informed, leading to further advances in the way search technologies can better serve the user. These issues are discussed and presented with examples of existing systems across different domains.     

Public information problems in the implementation of public policy: The long road of the reflecting license plate in Belgium

During the last ten years in Belgium, government information policies have put public information provisions at the center of policymaking. However, the contemporary daily practice of public information provision tends to be seen as incidental to the policymaking process. The introduction of the reflecting license plate in Belgium is a prime example of a case in which little attention has been paid to the quality of public information during the ongoing policy process. First, we define the notion, quality of public information, as a necessary condition for the successful implementation of policy objectives. We then chronologically outline the main policy intentions and decisions, and we describe the factors hindering the smooth introduction of the license plate, focusing on those related to information provision. Finally, we examine whether the current public management reform in the Belgian Federal administration can improve the quality of information supplied during the ongoing policy process.

科学数据管理政策对档案部门科学数据管理的启示——基于政策工具的文本量化分析

[目的/意义] 科学数据是科研档案的重要组成部分,判断地方政府关于科学数据管理的政策导向,对档案部门制定科学数据管理与政策具有较强的实践指导价值。[方法/过程] 选取13份我国地方政府发布的科学数据管理实施细则,运用政策工具对其进行量化研究,分析目前我国科学数据管理政策的现状,从档案管理的视角出发提出有利于档案部门科学数据管理政策发展的启示。[结果/结论] 档案部门作为守护信息资源的重要机构,要发挥其在科学数据管理中的优势和特点,积极推动科学数据管理政策体系的发展与完善,促进科学数据归档政策制定,加强科学数据管理政策的协同发展。     

科学数据与科研档案的管理协同：调查与思考

[目的/意义] 立足国家科技信息资源管理的整体效益,以增强国家科技信息资源综合治理能力为目标,调查科学数据与科研档案管理协同的发展现状,探索相关推进策略。[方法/过程] 综合运用实地调查法、网络调查法、文献研究法、比较研究法和行动研究法,收集中、美、英、澳4个国家的科技主管部门、档案主管部门、科研资助机构、科研机构、科学数据管理机构、档案机构及相关国际组织的相关政策文本和实践材料,展开内容分析和后续研究。[结果/结论] 在政策层面,科学数据管理政策中与档案相关的规定集中体现在将档案馆视作存储基础设施及将归档视为科学数据管理活动;科研档案管理政策中与科学数据相关的规定集中体现在承认科学数据的档案属性,并将其纳入归档范围;科研资助机构的政策要求明确科学数据的归档和保存问题。在实践层面,国外在组织、政策、业务、服务等方面形成相对丰富的协同实践,国内的协同实践则刚刚起步。最后,从体制机制、政策体系、协作模式、业务融合、服务支撑、人才培养等方面提出推进管理协同的发展建议。     

服务器虚拟化技术在NSTL的应用实践

随着网络化、数字化文献信息量的不断增长,文献信息服务机构的数据中心一般都会拥有一定数量的服务器和至少TB级的存储容量。如何利用更有效的技术手段以支撑数据中心未来业务的快速发展与高效管理,构筑能够更好地适应业务信息系统的平台,使IT系统真正成为提升业务能力的竞争武器,是目前对IT系统进行虚拟化规划改造的主要目标。本文介绍了NSTL利用服务器虚拟化技术开展的具体应用实践。     

Government information policy research: Importance, approaches, and realities

Information policy research is a critical tool in the arsenal of library and information science researchers. As developments occur in information access, use, technology, and management, information policies require more attention and research. The article describes the nature of government information policy and policy research, characteristics of policy research, and examples of research methods and approaches that can be used. The differences between textbook-based policy research and how policy research might be implemented in action are also discussed, as are the inter-connectedness of information policies and ways to describe impacts of information policies. The article recommends that researchers and professionals give greater education, training, and professional association attention to using policy research on a day-to-day basis.     

信息资源管理政策执行力影响因素研究——以《关于加强信息资源开发利用工作的若干意见》为例

本文以《关于加强信息资源开发利用工作的若干意见》为样本,研究影响信息资源管理政策执行力的相关因素,以期提高信息资源管理政策执行效率,更好地指导和规范新的政策的出台和实施。基于信息资源管理政策执行力影响因素的特点,运用系统动力学原理,通过建模和仿真对政府信息公开的程度、执行人员的素质与能力、目标群体的结构与信息素质、配套政策的协同性、信息资源管理政策的明晰性和前瞻性这五个因素进行灵敏度分析,对比各系统参数值的改变对信息资源管理政策执行力的影响程度。研究结果表明,政府信息公开的程度对信息资源管理政策执行力的影响最显著,目标群体的结构与信息素质对信息资源管理政策执行力的影响较小且有限,其余三个因素均对信息资源管理政策执行力产生不同程度的影响。结合大数据时代的发展需求,对《关于加强信息资源开发利用工作的若干意见》的修订提出建议:推进政府数据开放,建立健全配套政策协同机制,完善政策规范和体系。提出信息资源管理政策执行力的提升路径:提高政府信息公开和数据开放的程度,加强执行主体协同与信息资源开发利用活动的评估工作,增强政策制定过程的科学性,提升执行人员的素质与能力。     

国家大数据战略背景下档案部门与数据管理部门的职能关系

[目的/意义]作为国家信息资源管理体系的重要组成部分，厘清传统的档案部门与新兴的数据管理部门的职能关系，加强二者协调合作，是科学推动国家信息资源统筹管理的重要基础，是更好实施国家大数据战略的基本保障。[方法/过程]基于文献与实地调研，系统梳理我国省级档案部门、数据管理部门及两者间职能关系的现状，进而剖析存在的问题并提出优化其关系的政策建议。[结果/结论]发现目前的问题包括：国家层面对两个部门管理对象的法律界定不清，各地区两个部门在管理对象上存在交叉且交叉情况不同，政务信息资源管理的职责划分不明，职责分工的协商协调机制亟待建立。优化两个部门的职能关系，需要明确档案部门在国家大数据战略中的定位，加强政务信息资源管理法治建设，统筹优化国家信息资源管理体制，加快建立健全职责分工协调机制。     

利益相关者视域中的大学图书馆用户信息需求探微

大学图书馆可以看作是一种利益相关者组织。大学图书馆的利益相关者包括学生、教学科研人员、大学决策层、职能部门、政府、企业以及社会大众等。大学图书馆满足用户信息需求其实就是实现对各利益相关者的责任,为了维护各方利益相关者的利益,应该从参与式管理到主动、开放式服务,从单一的知识供给到全面服务社会,从信息的纵深管理到协作整合服务,以推进大学图书馆管理思路的改革与创新。     

Volunteer Utilization Report Prepared for Future of the Library Task Force of the Charlotte Mecklenburg Library, 2010

The author has prepared a planning document on how her library system can use volunteers as one strategy for keeping libraries open in the face of severe budget cuts by the county government that provides most of the library's funding. The document is addressed to the Future of the Library Task Force, the planning group that makes policy recommendations to governance officials. The author also estimates the number of volunteers and the number of hours they will contribute as Charlotte Mecklenburg Library works to implement the plan. These calculations generate several tables with information about volunteer activities within the system to provide the planners with sufficient information to make appropriate decisions.     

Key issues in data center security: An investigation of government audit reports

The rising volume of electronic data, the growth in cloud computing and the need for secure and affordable large-scale data storage all contribute to the increasing reliance on data centers in society. This paper provides an overview of security issues relevant to data centers. We offer an aggregation and exploratory analysis of four audit reports of government data centers operating in the United States. Using the information security common body of knowledge to categorize audit findings, we identify the key issues from the reoccurring findings in the reports, particularly in regards to operations security, data center management, physical security, and disaster planning. The security of data centers has become a paramount concern for both government and the information technology industry. Both practitioners and academics can benefit from our research results because it provides insight into the key security issues facing modern data centers.

在"健康中国"战略下,医学知识服务保障体系对建设国家健康信息化服务体系、提高健康教育服务能力和提高全民健康素养进行支撑。文章从医学知识服务管理机构、医学知识服务支持政策、医学知识服务实施策略、医学知识服务研究和培训、医学知识服务合作和医学知识服务质量评价等方面对英国医学知识服务保障体系现状进行分析,提出我国医学知识服务保障体系建设策略:加强医学知识服务管理机构和政策体系建设,开展医学知识服务项目研究和职业教育培训,重视医学图书馆知识服务合作和评价。     

OMB Circular No. A-130, the management of federal information resources: Its origins and impact

An OMB circular is a policy directive that tells Federal executive agencies how they shall implement laws or presidential policies. OMB Circular No. A-130, Management of Federal Information Resources, prescribes a general policy framework within the Paperwork Reduction Act for developing uniform and consistent Federal information resources management policies. The need for the policy framework was identified by the Commission on Federal Paperwork, and reaffirmed by the General Accounting Office and the Congress. The Circular enunciates some policies regarding dissemination of information for which Congress has not provided explicit statutory guidance. The Circular is quite general in its policy statements and does not subdistinguish various categories of government information. The principal impact of the Circular will be a continuing emphasis on planning for information resources management.

随着数字化转型的深入推进,企业数据治理体系日趋成熟,企业档案与数据资产的协同管理问题日益凸显。本文综合运用案例研究法和行动研究法,从术语、资源、业务、系统、组织和制度等维度构建分析框架。企业档案与数据资产的协同管理存在术语不统一、体制相割裂、方法不衔接、系统未整合等问题,需进一步明确协同目标,厘清档案数据、档案部门和档案系统在数据资产管理框架体系中的定位,按照数据档案化治理和档案数据化开发两条发展主线,通过创新协同机制、促进方法集成、联通数据标准、推动系统转型升级等策略实现多维度的协同管理。
