“This is the Whiteman’s Law”: Aboriginal resistance,bureaucratic change and the Census of Canada, 1830–2006

Census information of some form has been collected in Canada since the 1611 census of New France. Aboriginal people, identified or not, have been included in these enumerations. The collection of this information has had a profound impact on Aboriginal people and has been an element that has shaped their relationship with the dominant society. In response, Canadian Aboriginal people have often resisted and refused to co-operate with census takers and their masters. This article is an examination of this phenomenon focused on the censuses conducted in the post-Confederation period to the present. A census is made to collect information on populations and individuals that can then be used to configure and shape social and political relations between those being enumerated and the creators of the census. However, the human objects of the census are not just passive integers and they have resisted its creation in a number of ways, including being “missing” when the census is taken, refusing to answer the questions posed by enumerators or even driving them off Aboriginal territory. A census identifies elements of the social order and attempts to set them in their “proper” place and those who do not wish to be part of that order may refuse to take part. Archivists and historians must understand that the knowledge gained in a census is bound with the conditions of own creation. This has been noted by contemporary Aboriginal researchers who often state that the archival record of their people often distorts history and reflects the ideas and superficial observations of their Euro-Canadian creators. Changes to the Census of Canada since 1981, have increased the participation rate and therefore changed the nature of the record.

Understanding the “Heroes” and “It Getters”: Fandom and the Colbert Nation

The Colbert Report, an innovative American satirical news show, and the show's dedicated viewers, known as “the Colbert Nation,” redefined fan engagement through audience participation, mediated culture jamming, and ironic political spectacle. Yet very little is known about this fan group. This survey of The Colbert Report's devoted followers finds that the fans are distrustful of political and media elites, highly cynical, very politically involved, not apathetic, and moderately efficacious. Further analysis reveals that viewers have different motivations, some seeing the show as primarily entertainment, some mainly as a trusted source of political information, and others as a mix of entertainment and information. The fans are also found to be highly sophisticated consumers of satire and news, and watch the show as an alternative to mainstream media and as a form of comic relief from current events. Several implications are discussed.     

Speech and the “new” philosophies

Speech philosophy, in the face of the current anti‐intellectualism, deals with the place of rational‐logical elements in discourse. The author argues for the supremacy of reason in communication, and calls for neo‐classical communicative logic fused with the social direction of thought. Such a goal inevitably incorporates value judgments. Thus the intellectual, logical, and ethical components are an unbroken continuum in their expression and effect.     

Who Will Censor? BC Tel and the Oliver “Hate” Web-Site

The Internet has been described by many critics as providing a friendly home for racist web-sites, whose number has been steadily growing. Many of these sites display vicious anti-Semitic, anti-black, and anti-gay propaganda. However much they disgust most people, in the US they are protected by the First Amendment. Canada, by contrast, has hate discrimination provisions in its Criminal Code. Canadians seem to be much more willing than Americans to abridge freedom of expression when the speech is hateful. Various European countries take a stronger stand than Canada in their determination to combat racism. In this talk, I will explore the Canadian position in the context of the case of Oliver, BC. It was the location of an Internet Service Provider (ISP), Fairview Technology Centre, accused of hosting a number of hate sites. Attempts to deal with this accusation constitute the central part of the paper.     

Exploring the Difference Between “Concrete” and “Abstract”

Abstract

This article discusses the results of a study concerning the interactive effects of learning style and computer competency on student satisfaction in library and information science (LIS) distance learning courses. “Concrete” and “abstract” learners react differently to online courses given different technology backgrounds. This study finds a statistically significant relationship between student satisfaction with Web-based courses, the grouping differences of learning style preferences (converging, diverging, assimilating, accommodating), and computer competency (high level and low level). The study concludes that, when students differ with regard to computer competency, there is a difference among learning styles with respect to student satisfaction level.     

“What is an author?” Contemporary publishing discourse and the author figure

Martin Amis’ novel The Information was published in paperback in May 1995. For a number of convergent reasons, the publication became, in itself, a major media event. In examining this occasion., the economic and cultural imperatives that shaped the marketing of The Information and the wider context of contemporary book publishing and its relation to other media, this paper problematises the relationship between cultural and economic value. It considers the discourse around what an author is “worth” in a late capitalist society of fiercely competitive consumer choice, and how the representation of an avowedly “literary” author is mobilised in the marketplace in ways that aim not to threaten to compromise the investment in the difference between literary and popular fiction.     

“Where Are the Bathrooms?”: Academic Library Restrooms and Student Needs

This article investigates bathrooms, paying specific attention to those in academic libraries. The authors describe how bathrooms have been considered in the library literature for the past century and challenges to changing the status quo. Finally, this work sets the stage for future inquiry. Research materials come from a range of sources: historical library literature, building codes, social science theory and research that address the issues around bathroom taboos, and checklists for assessing bathrooms. The authors propose librarians and library administrators reconsider all aspects of their own bathrooms: location, features, equity/inclusiveness, and maintenance in service to their patrons.     

Telefax Protocol and the “Nouveau Faxe”

Abstract

Forty U.S. and Canadian medical libraries are electronically transmitting interlibrary loans to the Eastern European Medical Library of Latvia. This resource sharing initiative is an outgrowth of a pilot project of the International Cooperation Section of the Medical Library Association. The interlibrary loans are sent free of charge using the National Library of Medicine's DOCLINE system. This article will discuss the success of this program and how it started.     

Should There Be “Privilege” in the Relationship Between Reference Librarian and Patron?

SUMMARY

Certain professional-client relationships fall under the legal umbrella of “privilege,” an evidentiary rule which protects the client from unauthorized disclosure of confidential information by the professional, and which shields the professional from demands to reveal such information in court. The reference librarian-patron relationship does not currently enjoy any such protection, although it shares many characteristics with those professional relationships which do. Some of the possible reasons for this exclusion are explored, and the question of whether or not privilege should be extended to the reference librarian-patron relationship is considered.     

Can You Repeat That? Patterns of Media Ownership and the “Repurposing” Trend

The article examines shifting patterns of ownership for cable programming services from 1994 to 2003. In these years, vertical integration in the cable industry declined, as cable's multi-system operators divested equity in programming services. Meanwhile, broadcast network-owning media conglomerates invested heavily in cable, tripling their holdings among the top 20 most fully distributed cable channels, as well as launching and acquiring dozens of additional, less widely distributed channels. In light of the Federal Communications Commissions' recent attempts to revise rules regarding television ownership, the author argues that while vertical integration has declined, the market power of the broadcast networks has grown by means of a new kind of horizontal integration that reaches across broadcast and cable channels. This shift is reshaping cable as a market which, despite growing product differentiation, is trending toward less competitive conditions that are akin to the broadcast oligopoly. This article shows that these broadcast-cable alliances contributed to the development of the new synergistic practice of repurposing.     

What is a “MIVER” and How Does the Library Prepare for It?

ABSTRACT

The Military Installation Voluntary Education Review (MIVER) assesses the quality of selected on-base higher education programs and assists in the improvement of such programs through recommendations to the institutions and the military services. This poster relates the experience of one librarian's participation in such a review of the master's degree program in adult education offered by Kansas State University at Ft. Leavenworth. Topics covered include: the librarian's role in preparing the self-study document; steps taken to gather information; collaboration with responsible administrators/faculty members; pre-visit telephone interview with a site inspector; attending the actual site visit; and recommendations from the site team. Shared highlights and benefits specific to this librarian's experience include: developing a better working relationship with the teaching faculty; implementing a new method of reaching the students; gaining new knowledge of library services needed by this particular group of distance students; exploring opportunities for further activities; and reviewing outcomes and commendations received from the MIVER team.     

Is Management the “Tower of Babel” for Library and Information Science Programs?

Given the explosive growth of digital collections and the digital transformation of services in libraries, the need for management education in library and information science programs has grown. However, I contend in this article that confusion abounds like the “Tower of Babel” for LIS programs to accomplish this goal. A one size fits all approach does not work. Instead, management theory and principles need to be LIS-centric in accord with present day needs and conceptions. Management education also needs to be linked with scientific rigor to practice to meet the needs and expectations of LIS students. Rather than delivering management education that speaks the language of business, the content needs to resonate with the conditions for managing in the LIS context and to be supportive of the values of the LIS field. The article provides examples from research on management and innovation in libraries and other information-rich contexts. It also illustrates the types of issues that management education in LIS programs should address to deepen our understanding of the essential principles needed to manage information and knowledge.     

Information Provision and the Carceral State: Race and Reference beyond the Idea of the “Underserved”

This article addresses an approach to library services for people who are incarcerated that meets the situated information needs and desires of people within jails and prisons. By creating a flow of information between LIS students and individuals who are incarcerated through a Reference by Mail program, resources available to incarcerated people are increased while students engage in a humanizing and self-reflexive project, with the understanding that the regulation of information within jails and prisons has lasting effects for the life chances of incarcerated people.     

Improving Access and “Unhiding” the Special Collections

This article broadly reviews the issue of access in special collections and introduces several solutions for improving access to special collections materials. Drawing on literature and specific case studies, the author finds that special collections units have made great progress in making their materials accessible to researchers and users. A variety of access web and digitization technologies are outlined and discussed.     

Hide and Seek: Neoliberalizing the State and “Stating” the Neoliberal in the Italian Media System

The author claims that neoliberal discourse plays “hide and seek” with the state, which appears at the same time absent and present, negated, and necessitated. In order to test its limits, the paper historicizes such discourse by engaging with the Italian case. More specifically, this study examines the most representative figure of Italian neoliberalism, former prime minister and media tycoon, Silvio Berlusconi, and his ambiguous relationship with the state. Drawing on Marx and Gramsci's conceptualization of the state, the paper sheds light on the Italian context as well as the more general characteristics of the neoliberal state.     

Freedom of speech and the “new left”

This article examines the role and responsibilities of the “New Left”; in current social contexts. It explores, specifically, the legal rights and obligations of any dissenting group and the part that these dissenting factions play in our society.     

“Open-Mouth Awe”: ESPN's Streetball and the “Transcendent Simultaneity” of the Media Sublime

An impressive body of research on the subject suggests that the seeds of the sublime experience are rooted either in the aesthetic qualities of the viewed object or in the cultural and contextual characteristics of the viewing subject. In this article, I contend that sublimity is, rather, the product of the relationship between subject and object, a relationship that defies representation and therefore provides the “excess of experience” that is the hallmark of the sublime encounter. Turning to ESPN's Streetball: The AND 1 Mix Tape Tour as evidence, I conclude that mediation as a process invites sublimity in audiences by immersing the viewer in the “transcendent simultaneity” of subjectivity and objectivity.
