The provision, in most industrialized democracies, of public funding for schools that differ from the state system in religion or pedagogy has the effect of encouraging philosophical diversity and school-level decision making alongside a substantial degree of curriculum alignment and with various forms of government protection for the interests of at-risk pupils. Each has found its own way to balance between autonomy and accountability, between freedom and justice; this article reflects on the particular balance point adopted by Denmark, France, and Spain.It is not often that American policymakers interest themselves in how other countries organize their educational systems. Now and then, it is true, the public is warned that American students fare poorly by comparison with those in many of the other industrialized nations, and there have been some valuable studies of classroom practices in Japan and elsewhere that could be—but seldom are—suggestive for American educators. All in all, though, American debates about education occur in a sort of vacuum, and it is common for the future teachers in my classes at Boston University to protest that circumstances in this country are so unique that we have nothing to learn from other countries and their educational systems.

Outcasts on the Inside: Graduates, Employability and Widening Participation

The drive to widen access and participation in higher education is rapidly transforming the sector. Despite this, through an interplay of social, cultural and gender-related factors, students from ‘widening participation’ backgrounds can all too frequently become, within their own institutions, ‘outcasts on the inside’: formally accepted by the university without ever acquiring, still less embodying, the traditional social and cultural advantages bestowed by HE. Thus, the irony of widening participation would seem to be that by entering higher education an already disadvantaged educational habitus should be reinforced not transformed. Based on a three-year ethnographic study, this paper explores the factors motivating widening participation students to enrol in higher education, the nature of their experiences, and the extent to which higher education represents an attempt at social repositioning.

The value and effectiveness of student representation are hindered by the lack of coherence within the student movement. The tasks which student government requires are new to the students. They need to be trained in the exercise of their responsibility, while none of the student associations possesses enough power to offer them this training—. All too often, student representation lacks solidity. How is it possible to negotiate with a group, when this group is but a diffuse movement, questioning today what it demanded yesterday; when it is composed solely of individuals, each refusing discipline and insisting on carrying out the idea of the moment?
