Conflict of Interest Policies in Library Consortia

Library consortia are typically nonprofit entities that exist to promote the interests and concerns of their member libraries. Activities may include licensing e-resources such as databases, ejournals, ebooks, and other library tools; operating shared library platforms; providing union catalogs and regional delivery and a host of other services. Most library consortia are governed by a board of directors and have active involvement with librarians in their member institutions. Conflict of interest policies have been instituted in many library consortia to provide good governance and to make sure that the needs of the organization are the primary purpose of participants and not the personal interests of stakeholders. An examination of some of the key elements of conflict of interest policies in nonprofit organizations are examined with specific application to library consortia. The key elements in all of the policies that were examined are transparency and disclosure. Organizations vary on the level of proactive disclosure that is required with some requiring extensive disclosure statements and others providing a simple acknowledgement of a conflict of interest policy.     

Investment Policies for Library Consortia

Some library consortia have investment portfolios which are under long term management. Having a proper written investment policy will aid in good governance and help the consortium properly manage its assets for the long term. A policy will define investment objectives, prohibited investments, a review process, a spending policy, and other needed details. A review of some special consortial needs provides insight into some of the unique challenges and opportunities faced by library consortia.

[目的/意义] LYRASIS是在美国经济危机背景下由多个联盟合并而成,是联盟大合作、大协作的典型样本。国内跨系统联盟发展遇到瓶颈,通过对LYRASIS的实践调研分析,对我国跨系统联盟建设提出建议。[方法/过程] 通过LYRASIS等相关网站、数据库检索获取相关文献、LYRASIS相关人员的邮件等调研,获得LYRASIS联盟的翔实数据资料。[结果/结论] 调研发现：LYRASIS成员馆类型多样,有多元的资金来源,开展多样化的服务与项目合作,拥有很强的技术服务竞争优势,制定成员馆需求驱动的战略规划。提出国内跨系统区域联盟需要调整联盟运作模式,争取多元资金来源渠道,形成有竞争力的硬性优势,做好战略规划,促进区域间联盟合作。

服务于协同创新的跨系统区域图书馆联盟发展策略研究

[目的/意义] 在协同创新的时代背景下,从成员结构、组织模式、服务内容等多方面分析目前国内跨系统区域图书馆联盟服务协同创新的可行性与局限性,并提出相应的建议与策略。[方法/过程] 结合实地调研、网络调研和文献调研等多种方法,对国内面向区域协同创新服务的跨系统区域图书馆联盟进行资料收集和分析。[结果/结论] 研究表明：目前国内跨系统区域图书馆联盟存在着规模扩大与资金有限的矛盾,缺乏凝聚力、条块分割现象明显,缺乏信息服务的横向协同与合作等。基于上述问题,结合协同创新活动的特点及创新主体的需求,提出服务协同创新体系的跨系统区域图书馆联盟发展策略。

The Cooperative We Need: Open and Collaborative Library Content

This article highlights the need for database collaboration among OCLC and librarians in order to create the cooperative database that the entire library community needs to move ahead in the future. The author critiques recent OCLC strategic directions and suggests that the Dublin giant needs to focus essentially on its cooperative nonprofit roots to best serve the library community and library users in the years ahead.     

Privacy and Library Public Services: Or,I Know What You Read Last Summer

SUMMARY

The privacy and confidentiality of library use are often at odds with efficiency in and customization of library public services. When librarians make decisions about services and privacy, they should consider strategic approaches to defining and discussing privacy and become familiar with the law of library privacy and their ethical commitment to privacy in library use. A wide range of library services and efficiencies threaten privacy and introduce the potential for secondary uses of personally identifying information collected by the library. Market failure for privacy weakens the value of consumer surveys and consent as substitutes for librarians' choices between privacy and services. Compromises such as those outlined by the ALA Intellectual Freedom Committee offer reasonable approaches to libraries and librarians struggling with the uncertainties that characterize the challenge of meeting both service and privacy interests.     

E-Discovery: What Future Business Leaders Need to Know

All businesses are subject to legal action. When a suit involves allegations of fraud, information contained in electronic documents may form the core of the suit, as it did during a number of successful suits against businesses in the early 2000s. Of equal importance, companies have been punished for intentionally destroying or spoiling or not disclosing electronic documents. This paper discusses how Federal legislation affects electronic discovery, and what professors and students need to know about electronic discovery. It also contains suggestions for how to integrate knowledge about e-discovery into a business information literacy curriculum.     

The Evolution of Law Library Support to Law School Administrative and Staff Offices: What We are Doing and Why

SUMMARY

This article looks at what law librarians are doing to support law school administrative and staff offices. The history of academic law libraries explains why this area of public services has been slow to develop. The article then discusses the type of services currently provided, including researching alumni for the alumni development staff, developing content for law school Websites, and serving on/assisting law school committees. The article concludes with a discussion of the costs and benefits of expanding services to these offices.     

Embedded Library Services: From Cooperation to Collaboration to Enhance Student Learning in Asynchronous Online Course

The online environment presents a unique challenge to higher education. Shifting from the face- to-face format to online not only involves rethinking course design, but requires careful consideration of when and how to teach students, how to find and evaluate information needed to successfully complete coursework. One solution is faculty teaming with subject librarians to design and build in teachable moments. This case study discusses one such successful partnership from designing the course to choosing and embedding library resources and finally to the learning outcome of the online course.     

Copyright and Intellectual Property: What You Need to Know

In this session of the NASIG and Society of Scholarly Publishing joint program, a panel of lawyers conversed on topics related to the creation of copyright policy that impact both librarians and publishers. The topics chosen were selected to highlight areas of possible controversy between librarians and publishers. Dialogue centered on the concepts of international first sale, fair use, licensing and mass digitization, library exceptions, possible revisions to sections of the U.S. Copyright Act, and the relationships between accessibility issues and copyright. Through conversational style discussions the panelists conveyed to the audience that achieving balance in copyright law is challenging and the process often creates constructive tension among the rights of stakeholders.     

Strategic Alignment at the University of Manchester Library: Ambitions,Transitions, and New Values

The University of Manchester Library (UML) is embarking on an ambitious new strategy that aims to align the library more closely to the work of the University—to contribute to the University's strategic success. This article describes elements of the strategy development and content, focusing on methods used; how the service has worked collaboratively both internally and externally, and how senior managers have supported resource, skill, and knowledge challenges. The role of the middle manager is explored in detail in terms of its importance to successful strategy implementation, and parallels are drawn between UML's senior and operational requirements.     

Building a Digital Library: What to Expect as a Technology Project Manager on a Library Construction Project

This JLA column posits that academic libraries and their services are dominated by information technologies, and that the success of librarians and professional staff is contingent on their ability to thrive in this technology-rich environment. The Taylor Family Digital Library is the central library opened in 2011 at the University of Calgary dedicated to supporting digital scholarship, creativity, analysis and a supportive learning environment for students. The new building is a technologically advanced converged cultural institution, with mandates to continually evolve in order to meet the needs of students and researchers. The infrastructure to support these mandates required research, collaboration and intense planning, resulting in new construction and technology standards for library renovation and construction projects. This pragmatic article is written for those who will follow in similar footsteps; it provides a roadmap for those embarking on the construction of a new technologically advanced library building.     

Get to Know Your Librarian: How a Simple Orientation Program Helped Alleviate Library Anxiety

Library orientations do their part to familiarize students with information literacy, and how the library fits within university life. But what if an orientation could give a student a strong introduction to their academic librarians? Research in academic libraries has noted that library anxiety remains a continual problem among current students. Valparaiso University librarians created the Get to Know Your Librarian program, which sought to make librarians accessible. Using humor and casualness, incoming students were “introduced” to librarians through a series of fun facts. This simple program was successful in helping alleviate incoming students’ library anxiety before their first semester.
