我国《普通高等学校图书馆规程(修订)》与美国《高校图书馆标准》比较研究

在论及要素上,我国《普通高等学校图书馆规程(修订)》强调高等学校图书馆的性质、职能和主要任务,强调图书馆的管理体制、组织机构和馆舍建设;美国《高校图书馆标准》强调高校图书馆的规划、评价,重视读者指导和文献获取,重视合作与交流以及经费预算。我国《规程》由国家教育部(教委)组织制订并颁布执行;美国《标准》由美国图书馆协会下的大学和研究型图书馆协会制订。我国《规程》的规范形式偏重于宏观上和整体上的要求,而美国的《标准》则显得较为具体,对许多业务工作提出了较为明确的规范,并具有较好的约束和考查机制。我国《规程》再修改时可借鉴美国《标准》的法治理念、输出理念和同类比较理念。

对我国“双一流”建设高校图书馆组织机构设置现状及其改革实践情况进行调查分析发现,“一流大学”建设高校图书馆敢于创新,积极应对内外部环境变化;相比之下,“一流学科”建设高校图书馆更趋于保守。基于当前“双一流”建设高校图书馆呈现出管理架构多元化、内部管理弹性化、传统部门集成化而新型业务不断涌现等特点,在组织机构改革时,需要进行图书馆内外部环境扫描,制定合理的战略规划;以用户需求为导向进行机构设置,拓展业务范围与外延;打破行政壁垒,优化组织结构设计;紧密围绕高校发展战略与目标进行改革,切实服务于学校的学科建设与发展。     

Benefits of Batch Reclamation: The Kent State University Libraries Experience

Bibliographic records in the Innovative library catalog at Kent State University Libraries had fallen out of synchronization with the Libraries’ holdings represented on OCLC's WorldCat database. The Libraries made a decision to undertake a batch reclamation project with OCLC to re-synch their holdings on WorldCat. This project was beneficial for both parties. OCLC received a clean copy of the Libraries’ database, while the Libraries were able to improve the quality of their local bibliographic data and address problem areas in the catalog. This case study is intended to provide a reference for other libraries considering OCLC batch reclamation projects.     

The Emerging Library: Structure,Culture, and Lessons Learned from the Dissolution of a Combined Libraries–IT Organization

ABSTRACT

In 1997 the University of Southern California merged campus technology operations and the libraries into the USC Information Services Division (ISD). When the university dissolved ISD in 2006, the USC Libraries became a stand-alone entity for the first time in a decade. This article describes the USC Libraries’ approach to rebuilding an identity as an active partner in teaching, learning, and research at USC. It outlines the planning process used to develop a new organizational structure, highlights practical and cultural challenges that followed the dissolution, and describes several significant lessons learned.

Product Owners at Hesburgh Libraries: Increasing Stakeholder Engagement and Accountability through Continuous Organizational Enhancement

Abstract

The hierarchical decision making structure of academic libraries and consequently established cultural norms can affect the implementation of project management, hindering effective stakeholder engagement and ongoing ownership of and accountability for library products and services. The Hesburgh Libraries at the University of Notre Dame offers a strategy for navigating structural issues which emphasizes making incremental organizational changes that empower agile decision making responsive to stakeholder demands at appropriate levels. This study, a discussion of the Libraries’ experience, focuses on the implementation of one specific role designed to improve the development and maintenance of library products and services, the product owner.     

The Campus Courier Service: Campus Delivery of Books and Journals at Auburn University

The Auburn University Libraries Campus Courier Service, a campus delivery service, allows Auburn University faculty, staff, and graduate students to have bound journals and books delivered to their offices located on the main campus and at the two branch libraries. This service is available free of charge to eligible users. This article presents an overview of the service by describing its structure and usage. It is hoped that the knowledge of the current usage of this service could help the Auburn University Libraries plan informed liaison activities, collection development, and further growth and promotion of the service. An analysis of current usage statistics provides some baseline data for future comparisons with peer institutions and for strategic planning at Auburn.

Demonstrating Library Impact Through Acknowledgment: An Examination of Acknowledgments in Theses and Dissertations

Academic libraries are increasingly seeking ways to demonstrate their impact on student learning. Acknowledgments - formal statements of indebtedness – in graduate theses and dissertations provide a rather unexplored area for demonstrating impact of the academic library on student learning. This study uses quantitative and qualitative methods to characterize acknowledgments of the Texas A&M University Libraries (TAMU Libraries) in theses and dissertations, both overall and for three disciplines specifically: civil engineering, geography, and history. This study also searched for mentions of the TAMU Libraries throughout the entire body of theses and dissertations. Overall, acknowledgments to the TAMU Libraries in theses and dissertations were less than 1%, though acknowledgments were found in all three disciplines with over a quarter of the history theses and dissertations containing an acknowledgment to libraries. There was no statistically significant difference found between the numbers of acknowledgments in theses versus dissertations. Acknowledgments to the TAMU Libraries were found in the theses and dissertations of 28 different departments. Mentions to the TAMU Libraries – not necessarily a formal acknowledgment – were found throughout the text of theses and dissertations with most concentrated in the acknowledgment, method, and bibliography sections.

Reorganizing acquisitions at the Pennsylvania State University Libraries: From work units to teams

This paper provides insight into the process of reorganizing The Pennsylvania State University Libraries Acquisitions Department into self-managed teams. Included are discussions of budgets and staffing issues that served as a catalyst for change; the reorganization process; past, interim, and current organizational structures; and advantages and disadvantages of the new team-based structure.     

Team structure: establishment and evolution within technical services at the University of Kentucky libraries

In order to meet its present and future needs, the University of Kentucky Libraries initiated a team-based process with the intent of redesigning the Libraries’ organizational structure. Toward this end, library faculty and staff who were involved in the project received training related to the purposes and functionality of various types of teams, quality management tools, and analytical and decision making processes. Process teams were established to study the three major organizational components -technical services, public services, and management. A team-based management model was ultimately adopted system-wide by the University Libraries, with self-directed management and work teams replacing the traditional divisions and departments. Ad hoc project teams were established as needed. The processes that the technical services component followed during both the study and the implementation phases can be applied to management and work units in any library setting.

Framework for Change: Creating a Diversity Strategic Plan within an Academic Library

Abstract

In December 2017, Clemson University’s administration via the Assistant Vice President for Strategic Diversity Leadership charged each college and the University Libraries with creating and implementing a diversity strategic plan to align with the ClemsonForward institutional strategic plan and assessment system. Clemson University Libraries answered this charge by creating a Libraries Diversity Plan Working Group (LDPWG), which applied a provided institutional framework to conduct an inventory of current diversity, equity, and inclusion (DEI) initiatives and obtain input, feedback, and support from all the Libraries’ faculty and staff as well as the organization and institution administration to create an ambitious diversity strategic plan. The LDPWG worked for sixteen months to create an updated organization mission statement, a sustainable diversity statement, and an accountable roadmap, furthering Clemson University Libraries’ DEI initiatives and impact regarding six strategic priority areas: climate and infrastructure, recruitment and retention, education and training, research and scholarship, leadership support and development, and strategic partnerships.

Processing Electronic Reserves in a Large Academic Library System

Implementation of electronic reserves in academic libraries represents one of the most important advances in libraries for patrons in many years. Some academic libraries offer faculty peace of mind by assuming responsibility for copyright clearance for electronic reserve services. Libraries have the specialized equipment to scan and edit files to make them readable and easily downloaded by students. Libraries also have sufficient electronic storage to hold scanned material for future semesters. This paper examines how electronic reserves are managed in a large academic library system. The short history behind electronic reserves at Pennsylvania State University Libraries and the procedures associated with creating and maintaining the reserve system, will be considered, as well as offering a statistical assessment of how electronic reserves have affected the other services of the University Libraries. Finally, issues surrounding electronic reserves, fair use, copyright and Pennsylvania State University Libraries' procedures will be explored.
