Authors and information technology: New challenges in publishing

Last year 1279 professional authors completed a lengthy questionnaire on their use of, and attitudes towards, technological tools for writing and publishing. The data were analysed quantitatively, by examining the most frequent responses to items on the questionnaire, and qualitatively, by looking closely at details illuminating the relationship between authors and publishers. The results, for present purposes, are divided into three broad bands of interest: first, what types of writing software authors are currently using; second, what the implications of using authors' disks in the publication chain are; and third, how technology alters perceptions of the copy as a unit of sale. Findings suggest that though authors are operating at basic levels, they have embraced technology with more enthusiasm than their publishers. The challenge facing those involved in books is to make provision for presenting and displaying work in electronic form: to improve contracts and licensing agreements, and to disseminate information on technology to authors.Funded by the British National Bibliography Reseach Fund.© Jane Dorner, 1991     

Making IT work for municipalities: Building municipal wireless networks

The lack of widely available, affordable broadband Internet access has spurred a movement in which municipalities are rolling out wireless broadband networks. This movement has raised a number of questions including: Why are municipalities acting as the early adopters of wireless broadband technology? How does increased state regulation of municipal broadband networks affect this trend and how can cities respond? As cities use wireless broadband technology to enhance services to citizens, the growth of municipal wireless deployments has transitioned from linear to exponential. In response, many states have passed laws to regulate and restrict cities' ability to own, operate, deploy, or profit from either telecommunications or information services. Current and pending laws will be examined to understand how cities can deploy a wireless broadband network under these regulations. An analysis of municipal facilities and technology expertise illustrates the opportunity for public–private cooperation in wireless deployments. This paper will show that cooperation is beneficial in many cases. Finally, current business models will be examined for their ability to foster cooperation between the public and private sectors, bridge the digital divide, and create competition among private sector providers.     

Books are silent ambassadors: The Noma award for the translation of Japanese literature

Summary Now more than ever good translations are proving to be vitally important to fulfilling Shoichi Noma’s mission of advancing good relationships between cultures. With the emergence of dozens of world-class Japanese writers, the translators of Japanese literature have acquired a new significance and a new importance. No longer are they required to simply handle the language like an exotic and precious commodity but they must prepare a writer’s work to compete with literature from around the globe and let others understand the issues at their very heart of the Japanese people. Indeed, the selection committee’s choice of Murakami’s Wind-Up Bird Chronicle is an apt example of how literature at its very best can span cultural divides to promote mutual understanding of very complicated and important world issues. Written for Japanese to help them understand the devastation of war, it is a rare and timely book that confronts Japan’s experience head on. Ironically, Noma’s idea that books are silent ambassadors, an idea born from agony and defeat, so many years later is helping the world come together towards a unified vision of peace and understanding. “Literature has been described as a means of exchange between the hearts of people. Analysis of Statistical Question Classification for Fact-Based Questions

Question classification systems play an important role in question answering systems and can be used in a wide range of other domains. The goal of question classification is to accurately assign labels to questions based on expected answer type. Most approaches in the past have relied on matching questions against hand-crafted rules. However, rules require laborious effort to create and often suffer from being too specific. Statistical question classification methods overcome these issues by employing machine learning techniques. We empirically show that a statistical approach is robust and achieves good performance on three diverse data sets with little or no hand tuning. Furthermore, we examine the role different syntactic and semantic features have on performance. We find that semantic features tend to increase performance more than purely syntactic features. Finally, we analyze common causes of misclassification error and provide insight into ways they may be overcome.     

Managing Uncertainty for Preventive Conservation

ABSTRACT

This paper examines how conservators engage with uncertainty when creating preventive conservation strategies. It argues that by recognising contexts in which uncertainty will be encountered conservators can develop effective management strategies. A typology of uncertainty explores a range of categories of uncertainty, their experience in preventive conservation and identifies distinct approaches to manage them. Managing uncertainty may include acts of defining its parameters, exposing and resolving through communication or protecting from with contingency. Whatever approach is adopted it must be accepted that uncertainty cannot be avoided. It is important therefore to aim to live well with uncertainty and the paper advocates for preventive conservation applications of strategies recommended in health care for patients with life-threatening illnesses. These strategies include working on things that can be controlled, goal setting, acceptance and factoring in emotions. The ability to identify contexts in which uncertainty is inbuilt should trigger those concerned with preventive conservation to activate strategies developed for managing and living well with uncertainty.     

Sustainability of independent community archives in China: a case study

There are three models for community archives in China. The first one is where community archives are kept in government-funded/government-established museums or archives. The second is where community archives are kept by scholarly organizations such as universities. The third involves the community establishing its own archive. This last model is very unusual in China. The PiCun Culture and Art Museum of Migrant Labor (PCMML) provides an example of this model as it is the only independent community archives focusing on migrant workers in China. This paper explores the emergence and development of PCMML, its impact on community members and challenges faced including funding and staffing, but also those unique to China—PCMML is greatly influenced by a range of national and local government policies and regulations. Conclusions are that survival strategies for independent community archives in China are dependent on three dimensions: the community itself, society and the government. Cultural consciousness of the community is the premise for the establishment and sustainability of independent community archives, and independent community archives can be the public space to cultivate cultural consciousness of community members and thus activates community members’ agency to document, preserve and disseminate their own history. At the same time, independent community archives also need to engage with broader society to avoid involution and gain support and understanding. Independent community archives are constrained by government policies and regulations, so it is essential for them to develop strategic relationships with government.
