A quasi-evolutionary model of socio-technical transitions is described in which regimes face selection pressures continuously. Differentiated transition contexts determine the form and direction of regime change in response to these pressures. The articulation of pressures, and the degree to which responses are coordinated and based on resources available within the regime, define the transition context. Four alternative contexts are described: endogenous renewal; re-orientation of trajectories; emergent transformation and purposive transitions. Agency and power in the governance of regime transformation are analysed. Power to affect change depends on regime membership, the distribution of resources for change and expectations. 相似文献

This article analyses the contribution of post-compulsory education and training systems to the development of literacy and numeracy skills across OECD countries. While there is extensive cross-country comparative research on the effects of primary and lower secondary education systems on aggregate skills levels, there has been little comparative analysis of system effects after the end of lower secondary education. This article uses a quasi-cohort analysis of the tested literacy and numeracy skills of 15-year-olds in PISA 2000 and 27-year-olds in the 2011 OECD Survey of Adult Skills (SAS) to estimate the gains in different countries in mean levels of competence in literacy and numeracy. We found that Nordic countries (Norway and Sweden) with comprehensive upper secondary education and training systems and German-speaking countries (Austria and Germany) with dual systems of apprenticeship were particular effective, whilst countries with mixed systems (England, Ireland, Northern Ireland and Spain) showed a relative decline in both literacy and numeracy. The education system characteristics that account for these differences are (a) the inclusiveness – as proxied by high rates of participation at 17/18 and low social gradients of level 3 completion; (b) the esteem of vocational programmes; and (c) curriculum standardisation with regard to the study of maths and the national language. 相似文献

AbstractUltras play a vital role in the life of Indonesian football. Ultra fandom has emerged as a highly visual, highly spectacular, and frequently violent form of fandom in post-reformasi Indonesia. Ultra fan groups are overwhelmingly made up of young, urban men who dedicate much of the leisure time to supporting their club – whether through being at the stadium, creating on tifos, or through social-media campaigns. Supporter groups such as PSIM’s Brajamusti are linked to the cultural and political realities of everyday life in Yogyakarta. While the Surabaya-based Bonek are engaged in an ongoing struggle against FIFA and Indonesia’s football federation. The Solo-based Pasoepati are a more recent fan group who have supported several Solo-based teams. This article draws on field work carried out between August and December 2014. The article explores how the different fan groups interact with each other with their city and how they imagine an improved ‘soccer-scape’ in Indonesia. 相似文献
