The Future of Public Sector Academic Validation—key issues

Since its creation in 1964 the Council for National Academic Awards (CNAA) has been responsible, both for the awarding of degrees in the public sector of higher education and for the validation of the courses leading to those degrees. The 1987 Government White Paper, ‘Higher Education: Meeting the Challenge’ (DES, 1987) marked the first step towards the creation of a new system of accreditation of institutions and a shift in emphasis from external to internal validation. This paper fills in the background to this change of direction before discussing various issues which arise out of it such as the problems of defining academic quality, public accountability, the appropriate role of the Government in education and what the future holds for the CNAA and education as a whole in the age of accreditation which is about to dawn.     

Managing the delicate matter of advice giving: accomplishing communicative space in Critical Participatory Action Research

ABSTRACT

Critical Participatory Action Research (CPAR) requires communicative space to develop shared understandings and decisions. We examine the interactional accomplishment of such a space between a classroom practitioner and an academic researcher when meeting to reflect on a lesson and agree on future action to bring about change in the practitioner’s classroom practice. Conversation analysis of an audio recording of the meeting establishes how advice giving emerged and was managed as a delicate matter that required achieving shared understandings of what actually happened in the lesson, what could have happened, and what should happen in future lessons. Findings provide insights into how participants used reported and hypothetical speech to manage advice and reach agreement, produce and maintain intersubjectivity through interaction, and address epistemic asymmetry related to the differing experiences and roles that they brought to the action research study. Overall, the article contributes understandings of the ways that interactions produce communicative space in CPAR.     

She Poses,He Performs: A Visual Content Analysis of Male and Female Professional Athlete Facebook Profile Photos

Using branding theory and a content analysis of the visual components of male and female professional athlete Facebook profile photos, this study suggests that hegemonic gender portrayals persist in visual representations of athletes. Female athletes were more likely to pose for photos and smile while male athletes were more likely to look away from the camera and be in motion. Athletes most often were visually represented in their uniforms, while sexualized visual portrayals of athletes of either gender were not affirmed in this study.     

Public science and public innovation: Assessing the relationship between patenting at U.S. National Laboratories and the Bayh-Dole Act

Most studies of the effects of the Bayh-Dole Act have focused on universities. In contrast, we analyze patenting activity at two prominent national laboratories, Sandia National Laboratories and the National Institute of Standards and Technology before and after the enactment of this legislation and the Stevenson-Wydler Act. It appears as though the enactment of Bayh-Dole and the Stevenson-Wydler Act were not sufficient to induce an increase in patenting at these labs. However, the establishment of financial incentive systems, embodied in passage of the Federal Technology Transfer Act, as well as the allocation of internal resources to support technology transfer, stimulated an increase in such activity.
