The measurement of teachers' workload has till now been subjective. Teachers feel that they have a great responsibility to their pupils and to society and their workload heavy, while non-teachers may have different views. This debate occurs even amongst teachers teaching different subjects and levels in a school as well as amongst teachers in different schools. A comparison of teachers' workload in different countries is also particularly difficult because of different class sizes, curriculum time, etc. It is therefore essential to provide a quantitative and objective measure for evaluating teachers' workload. This measure can then be used as a reference by school principals when allocating extra duties to teachers. In this mixed-methods study we investigated the development of a generalized ethics decision-making model that can be applied in considering ethical dilemmas related to student assessment. For the study, we developed five scenarios that describe ethical dilemmas associated with student assessment. Survey participants (i.e., educators) completed an online survey to express their decision-making process when faced with ethical dilemmas relating to student assessment. Based on the literature and the educators’ written responses to the scenarios, elements to consider in an ethics decision-making model related to student assessment include the following: (1) the critical incident giving rise to the ethical dilemma; (2) identification of the conflict elements; (3) decisions about the ethicality of the elements; (4) justification of the decisions; (5) implications; and (6) alternative suggestions. Thepaper argues that preparation for economicglobalization not only poses a threat, but alsocreates an opportunity for the development ofthe teaching profession, and that this dependsto a large extent on how the governmenttranslates these global imperatives intodemands on teachers. The government is theprincipal actor in the selection andtranslation of global imperatives. Schools arenot just brokers and enforcers of governmentpolicy, but can be an important buffer betweenthe government and teachers by helping themcope with the imposed imperatives at the schoollevel. Cross-lingual semantic interoperability has drawn significant attention in recent digital library and World Wide Web research as the information in languages other than English has grown exponentially. Cross-lingual information retrieval (CLIR) across different European languages, such as English, Spanish, and French, has been widely explored; however, CLIR across European languages and Oriental languages is still in the initial stage. To cross language boundary, corpus-based approach is promising to overcome the limitation of the knowledge-based and controlled vocabulary approaches but collecting parallel corpora between European language and Oriental language is not an easy task. Length-based and text-based approaches are two major approaches to align parallel documents.
