Passed in 2000, the Children's Internet Protection Act (CIPA) mandates Internet filtering for all public schools and libraries. Challenges to the law have been raised on constitutional grounds by free-speech advocates such as the American Library Association and the American Civil Liberties Union. After losing one such challenge in district court, the federal government appealed to the U.S. Supreme Court, where the law was upheld in June 2003, though not without possible future concerns. CIPA has profound implications for K–12 school leaders and technology specialists, and a history of the law reveals much about its origins and purpose. 相似文献

Colleges and universities face a principal-agent problem. There are information asymmetries over the actions chosen by administrators. Because non-profit constraints limit the financial stake of trustees there may be insufficient monitoring of administrators and, consequentially, shirking. It is conceivable that faculty will serve as “delegated monitors” given the proper incentives. Faculty monitoring will most likely benefit a university when: (1) monitoring costs are low and (2) administrators cannot impose significant punishment costs on faculty. The practices of organized faculty participation in governance and tenure naturally achieve such ends. Empirical evidence from a sample of colleges and universities in the United States supports the hypothesis that features of a faculty's employment have significant effects on a university's financial performance. 相似文献

This study examined the dispositions, experiences, and expectations of international students in a developing country to understand
the increasing phenomenon of reverse student flows and the role of the political economy in international student mobility.
Students’ dispositions, experiences and expectations—referred here collectively as “orientations”—served as the guiding framework
for this study. Data were drawn from survey responses from 279 international students at universities throughout Mexico and
analyzed to explore the orientations among students from Europe, Latin America and North America. Findings showed significant
differences among international students’ dispositions, experiences, and expectations by these geographical regions of origin.
In a broader context, this research addressed the important role of developing countries as not only senders but also receivers
of international students. This research also demonstrated the ways that the political economy shape the orientations of students

Alternative education emphasizes students' psychological development and academic achievement. The present paper reports a case study of the psychological correlates of students' adjustment to a small urban free school. It was expected that: (a) students would have high general self-concept, school selfimage, satisfaction, and involvement; (b) self-concept would discriminate between those high and low in school adjustment: and (c) there would be a positive relationship between school self-image, satisfaction, and involvement. Forty male and thirty female students voluntarily answered the New Morning Student Questionnaire (1972) and the Tennessee Self-Concept Scale (Fitts, 1965). Results showed that students were psychologically well adjusted; they had a somewhat higher self-concept than the norm for high school students; self-concept was a good predictor of school self-image and satisfaction; and there was a positive relationship between school self-image, satisfaction, and involvement. 相似文献

A four-day T-Group was conducted conjointly with counselor education staff members and practicum students. At the end of the T-Group significant gains were made on the Barrett-Lennard Relationship Inventory, a measure of Rogers' conditions of a helping relationship. Three months later clients of the group members rated them on the same measure. A number of significant correlations were found. A follow-up questionnaire anecdotally supported the findings. 相似文献
