The ‘exam results debacle’ of August 2000 provoked a crisis of confidence in Scottish education and appeared to reveal widespread discontent with the current Higher Still reform of post-16 education. For a time the political future of the reform seemed to hang in the balance. This is surprising because the reform incorporated the views of the consensus that emerged from the Howie debates of the early 1990s, and its development involved consultation on a wide scale. Subsequent debates blamed the leadership style of those, especially the Inspectorate, who steered the reform process; some commentators invoked Humes' (1986) analysis of the ‘leadership class’ of Scottish education. This paper argues that a full explanation must take account of Higher Still's character as a flexible, unified system. Compared with other types of reform, the introduction of a flexible unified system tends to involve more conflict between educational interests, and a policy process that is relatively centralized, ‘top-down’ and linear. An analysis of this process must take account of horizontal as well as vertical lines of conflict in education, and of the political weaknesses which prevented the leadership from articulating clear principles and priorities as a basis for conflict resolution. The paper concludes that Humes' analysis should be complemented by McPherson and Raab's (1988) account of Scottish educational policy-making as the interplay of pluralist and corporatist forces.  相似文献

CD-ROM storybooks, often referred to as electronic texts, e-books, and interactive stories, are learning tools with supplemental features such as automatic reading of text, sound effects, word pronunciations, and graphic animations which support the development of reading skills and comprehension in beginning readers. Some CD-ROM storybooks also provide a definition of the word to aid in vocabulary acquisition. However, over-reliance on these features may hinder development of a young reader’s decoding skills and use of context cues. Many CD-ROM storybooks contain incidental hotspots, such as dancing flowers and hidden characters, which distract from the storyline and take reader’s attention away from comprehension. These incidental features may prolong the reading event causing fatigue and loss of focus. In sum, the features provided by CD-ROM storybooks offer valuable support for the acquisition of reading skills when coupled with supervision to monitor overuse and direct instruction in comprehension strategies.  相似文献

As public bodies they are committed to eliminating direct and indirect discrimination in provision, and advancing equality. One of their main functions is the distribution of public money, and all collect participation data detailing the different SPR choices of the sexes. These are primary planning tools in the three home countries. This paper investigates whether equality in relation to sex is considered a ‘first-order’ question of distributive justice for the Councils. Therefore, the funding awarded to the top SPR preferences by sex for each Country is presented. Defining SPR determines eligibility for funding and the boundaries of the SPR infrastructure which influences and interfaces with sport, school sport and PE. Consequently, critical feminist political and economic theory is used to evaluate the Councils’ framing of SPR and equality in relation to sex. Male preferences are disproportionately grant-aided leaving those of females significantly under-funded. Although the remit of the Councils is ‘sport and physical recreation’ this is usually reframed by them as ‘sport’. Equality is generally considered a second-order question of justice, and outsourced to national governing bodies of sport. Further dance, one of the most popular female SPR activities for girls, has not, until 2016, been designated as SPR in England and has been ineligible for funding. These policies suggest indirect discrimination against women and girls who disproportionately prefer physical recreation and dance to competitive sport. Therefore, the Sports Councils and/or overarching government departments may not be fulfilling their legal requirements under the Equality Act.  相似文献

Literacy coaches are most successful when they: develop strong, trusting relationships; provide clarity about their roles; communicate well; spend much of their time in coaching conversations; and monitor their perspectives about their work and those with whom they work. However, challenges still persist for literacy coaches, particularly in relation to administrators' understanding of literacy coaching, training for literacy coaches, and the amount of time allocated for literacy coaching. This article describes each of these successful practices and each of these challenges, based upon the author's experience over more than 12 years as an international consultant on literacy coaching and supported by research from the literature on coaching, with the goals of summarizing current knowledge, providing practical suggestions for improvement, and encouraging forward movement in the field of coaching.  相似文献

Abstract

The purpose of this study was to establish the characteristics of the movement patterns common to flutter kicking of skilled swimmers and to determine how the movement patterns of swimmers at different levels of a “learn-to-swim” programme differ from those of skilled swimmers. Also, the nature of the skill afforded the opportunity to investigate learning of a cyclical multi-joint task from a motor control perspective. The underwater motion of nine children representing three levels of a “learn-to-swim” programme and 10 skilled swimmers were video-recorded while performing nine cycles of prone flutter kicking. Kinematics including joint angular motion and coordination of joint actions were calculated. Fourier analysis was applied to determine the frequency composition of the vertical undulations of the hip, knee, and ankle and to calculate the velocity of the body wave travelling caudally from hip to ankle. Fourier analysis also enabled investigation of biological noise, as distinct from variability. The results indicated the desired joint angles and coordination towards which learners could be guided. An index based on the ratio of hip – knee and knee – ankle body wave velocities showed that the inter-joint coordination of most learners was not appropriate for effective flutter kicking. There was strong evidence to suggest that skilled performance in flutter kicking is characterized by sequencing of joint actions to produce a single sinusoidal body wave moving caudally with not decreasing and preferably increasing velocity, low biological noise, and small variability.  相似文献

Abstract

Drag is one of the major factors that influences kayaking performance. To focus on the drag of the kayak’s hull shape and the paddlers’ weight per se, the passive drag (Dp) was measured on a flat-water sprint course for one paddler with added weights. Dp was measured by an electromechanical towing device using a load cell, at incremental and constant velocities from 2.78 to 5.56 m/s. Three kayaks of different sizes and shapes (Nelo® K1 Quattro-M, ML, and L) were used and the paddlers’ body weight was adjusted with weights so the total paddler weight in the kayak was 65, 75, and 85 kg. The mean Dp increased by the power function of D = kvn (mean R2 = .990; SD .006). The Dp went from 21.37?±?1.29 N at 2.78 m/s to 89.32?±?6.43 N at 5.56 m/s. For the two lighter weighted kayaks (65 and 75 kg), the lowest Dp was observed with different kayak sizes (M, ML, or L) depending on the target velocity. The manufacturers suggest that paddlers should select a kayak size according to their body weight to minimise drag; however, the results of this study suggest that target velocities, and thus competition distance should also be factored into kayak selection.  相似文献
