Chile’s higher education system stands out as being one of the most privatized and open to the market in the world. Recently,
the Chilean Congress passed Law # 20.027 of 2005, which provides the legal framework for the creation of a student loan system
guaranteed both by the State and by higher education institutions (HEIs), financed by the private capital market through the
securitization of the loans. The system operated for the first time in 2006, where approximately 21,000 students were able
to access financing of their higher education for the remainder of their careers. It is expected that as the system matures,
more and better information will be available, which will benefit the students and the HEIs; and it is highly likely that
the current number of financed students could grow significantly in the next few years. The purpose of this article is to
describe the outstanding characteristics of this system, explain its conceptual basis and analyze the public policy choices
available in its design.

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. We raise questions and ethical concerns regarding accountability and reskilling of citizens and public officials as public service provision becomes citizen self-service. 相似文献

Issues linked with the notions of quality of life (QOL) and motivation to learn among Asian medical students have not been
well documented. This is true in both the international and the New Zealand contexts. Our paper addresses this lack of research
by focusing on the QOL of international and domestic Asian students studying in New Zealand, where Asian students form a significant
proportion of tertiary students. Although there is evidence to suggest that Asian students do well academically, it was felt
that an investigation into their QOL would be instructive as QOL will likely have an impact on cognition, behavior, general
well-being, and motivation. The present study surveyed fourth- and fifth-year medical students to examine the relationship
between QOL and motivation to learn and to consider how Asian medical students compare against European medical and non-medical
student peers. The study utilized the World Health Organization—Quality of Life questionnaire (BREF version) and a shortened
version of the Motivated Strategies for Learning Questionnaire. The results show that the Asian medical students in this study
generated significantly lower scores in terms of their satisfaction with social relationships compared with their non-Asian
peers. In addition, international Asian medical students appear to be more at risk than domestic Asian students with respect
to test anxiety. The paper considers the findings and the implications for quality of life, motivation to learn, medical education,

The phylogenetic position of hyoliths has long been unsettled, with recent discoveries of a tentaculate feeding apparatus (‘lophophore’) and fleshy apical extensions from the shell (‘pedicle’) suggesting a lophophorate affinity. Here, we describe the first soft parts associated with the feeding apparatus of an orthothecid hyolith, Triplicatella opimus from the Chengjiang biota of South China. The tuft-like arrangement of the tentacles of T. opimus differs from that of hyolithids, suggesting they collected food directly from the substrate. A reassessment of the feeding organ in hyolithids indicates that it does not represent a lophophore and our analysis of the apical structures associated with some orthothecids show that these represent crushed portions of the shell and are not comparable to the brachiopod pedicle. The new information suggests that hyoliths are more likely to be basal members of the lophotrochozoans rather than lophophorates closely linked with the Phylum Brachiopoda. 相似文献

ABSTRACTBasic motor competencies (in German: Motorische Basiskompetenzen; MOBAK) are performance dispositions empowering children to participate in the movement culture. For the diagnosis of basic motor competencies, a test instrument consisting of 15 test items for assessing third graders’ basic motor competencies was developed (MOBAK-LUX-3) and validated empirically. Basic motor competencies were operationalized as test items in the form of basic motor qualifications, which are cultural tools formulated as a minimum standard. Data (MOBAK-LUX-3, age, gender, migration background, weight, height, sport club membership, weekly physical activity) were collected in 2015 amongst third-graders in elementary school in Luxembourg (N = 488; 50.4% female; M age = 8.8 years, SD = .51). A confirmatory factor analysis confirmed a four-factor structure (locomotion, object control, moving in water, object locomotion; CFI = .94; TLI = .92; RMSEA = .036; WRMR = 0.89). Five classes with different competence profiles were determined through latent class analysis. The MOBAK-LUX-3 test instrument satisfies test theory requirements and can be used to determinate motor competence profiles. 相似文献

Intuition presents as a crucial component of professional competence for many occupations, including emergency physicians because many of their decisions have to be made quickly. When arriving at the scene of an accident, they promptly have to assess the circumstances and initiate immediate life-saving measures without opportunities for deep analyses of patients’ conditions. Therefore, spontaneous and intuitive decisions are required to solve the problem appropriately, rather than more intentional and time-consuming forms of decision-making. Yet, the efficacy of and processes underpinning these intuitive activities remain far from fully understood or clearly conceptualised. The study reported here aims at revealing the efficacy of such intuition by analysing decision-making behaviour of emergency physicians. Based on patient simulation mannequins, which can be programmed to present specified clinical situations, three groups of participants with different levels of emergency medicine expertise (n 1 = 10 novices, n 2 = 10 semi-experts, n 3 = 10 experts) each addressed two different authentic problem cases. In the first simulation, time pressure was utilised to press participants to decide intuitively. In the second simulation, the participants had to legitimise their decisions without any time pressure in order to generate rational decisions. Whereas no clear difference in the participants’ performances between both cases could be identified, experts and semi-experts performed better than novices in their intuitive decision-making, thereby supporting beliefs about the efficacy of intuition. It is proposed that medical education, as well as other forms of occupational preparation, should consider theories of mental simulations in order to improve surgeons’ professional education. 相似文献
