Indexing consistency in MEDLINE

The quality of indexing of periodicals in a bibliographic data base cannot be measured directly, as there is no one "correct" way to index an item. However, consistency can be used to measure the reliability of indexing. To measure consistency in MEDLINE, 760 twice-indexed articles from 42 periodical issues were identified in the data base, and their indexing compared. Consistency, expressed as a percentage, was measured using Hooper's equation. Overall, checktags had the highest consistency. Medical Subject Headings (MeSH) and subheadings were applied more consistently to central concepts than to peripheral points. When subheadings were added to a main heading, consistency was lowered. "Floating" subheadings were more consistent than were attached subheadings. Indexing consistency was not affected by journal indexing priority, language, or length of the article. Terms from MeSH Tree Structure categories A, B, and D appeared more often than expected in the high-consistency articles; whereas terms from categories E, F, H, and N appeared more often than expected in the low-consistency articles. MEDLINE, with its excellent controlled vocabulary, exemplary quality control, and highly trained indexers, probably represents the state of the art in manually indexed data bases.     

Program Evaluation in Libraries: Relating Operations and Clients

Evaluators of library programs have different perspectives on why to conduct an evaluation and also how to do so. The author suggests that a minimal approach to conducting a library program evaluation is to prove that the program exists. But this perspective has expanded to include different degrees of interest in the client and operations, culminating in a combined focus that leads evaluators to conduct outcome assessments. The chapter includes speculation on what motivates managers to undertake an evaluation, a review of some ways that library evaluations are conducted, and a discussion of several examples of program evaluations. Though there are not single directives for undertaking a library program evaluation, there are a variety of tools and advice to entice librarians to do more of them as a way to improve understanding the value of a library to its clientele and in society.     

Books are silent ambassadors: The Noma award for the translation of Japanese literature

Summary Now more than ever good translations are proving to be vitally important to fulfilling Shoichi Noma’s mission of advancing good relationships between cultures. With the emergence of dozens of world-class Japanese writers, the translators of Japanese literature have acquired a new significance and a new importance. No longer are they required to simply handle the language like an exotic and precious commodity but they must prepare a writer’s work to compete with literature from around the globe and let others understand the issues at their very heart of the Japanese people. Indeed, the selection committee’s choice of Murakami’s Wind-Up Bird Chronicle is an apt example of how literature at its very best can span cultural divides to promote mutual understanding of very complicated and important world issues. Written for Japanese to help them understand the devastation of war, it is a rare and timely book that confronts Japan’s experience head on. Ironically, Noma’s idea that books are silent ambassadors, an idea born from agony and defeat, so many years later is helping the world come together towards a unified vision of peace and understanding. “Literature has been described as a means of exchange between the hearts of people. Literary translation, then, is the building of bridges so that all peoples of the world can interact in this way.” Ye Weiqu, Chinese Institute of Social Studies.     

Analysis of Statistical Question Classification for Fact-Based Questions

Question classification systems play an important role in question answering systems and can be used in a wide range of other domains. The goal of question classification is to accurately assign labels to questions based on expected answer type. Most approaches in the past have relied on matching questions against hand-crafted rules. However, rules require laborious effort to create and often suffer from being too specific. Statistical question classification methods overcome these issues by employing machine learning techniques. We empirically show that a statistical approach is robust and achieves good performance on three diverse data sets with little or no hand tuning. Furthermore, we examine the role different syntactic and semantic features have on performance. We find that semantic features tend to increase performance more than purely syntactic features. Finally, we analyze common causes of misclassification error and provide insight into ways they may be overcome.     

Staff development planning in an academic health sciences library.

OBJECTIVE: A staff development committee (SDC) was convened to implement staff development opportunities for an academic health sciences library system comprised of three separate facilities. The charge for the SDC was to: (1) develop programs to enhance workplace skills and personal growth, (2) communicate the availability of existing programs at the university and medical center, and (3) encourage the staff to participate in these opportunities. PROGRAM: The committee created goals and objectives and developed a survey designed to give staff the opportunity to provide input for this initiative. With an 80% response rate, the survey results were used to plan 15 events based on staff needs and preferences. First-year attendance for SDC-sponsored events was 459. Committee members served as liaisons for each event. Two forms were developed to facilitate event planning. A monthly announcement sheet, email reminders, and the library's local area network are used to communicate upcoming SDC events and encourage attendance. CONCLUSION: This approach can serve as a useful model for similar program planning in any organization.     

Research trends and collaborations by applied science researchers in South African universities of technology: 2007–2017

This paper analyses the publication patterns of researchers in the field of applied sciences at Universities of Technology in South Africa. Aspects investigated include publications in SCOPUS-listed journals; number of citations and countries of publication. Collaborative research patterns at national and international levels were also investigated. A bibliometric analysis approach was followed using SCOPUS as the main source of data and analysing the articles published in selected applied science disciplines. Results show that researchers in the field of applied sciences in universities of technology have increased their number of publications over the past 10?years and are also working in conjunction with other researchers both nationally and internationally. The analysis is an important addition to the field in South Africa which helps in measuring how institutions are positively responding to government incentives in research. The results are also important to information professionals who are increasingly playing an important role in research impact assessments.     

Crowdfunding for Academic Libraries: Indiana Jones Meets Polka

Crowdfunding – or creatively presenting a case for funding to like-minded individuals – is becoming an effective development strategy for academic libraries. The crowdfunding projects described offer multiple approaches to consider, from an adventure-themed video to embracing polka music to entice donors to give. Social media, used in conjunction with the web and well-established email communication formed the basis of successful project promotion. Developing a robust communication plan ahead of campaign launch is critical for success. Thanking donors for their transformational gifts and follow up communication describing the impact of their participation six months later raises friends for the library potentially for many years to come. With proper planning, an active and enthusiastic committee and effective donor stewardship, crowdfunding campaigns will help libraries raise funds to support strategic initiatives.
