我国宪法非讼化的现象及原因分析

依法治国首先应该依宪治国,但我国长期以来的习惯做法却是宪法不直接适用于司法审判,形成宪法“非讼化”局面。形成宪法“非讼化”的主要原因在于受前苏联的影响、我国民众的宪法现念淡薄、对宪法本质特征的认识不足,以及对最高人民法院的几个司法解释的误读等。

一、项目背景 1.项目提出的背景 随着信息化时代的到来,教育信息化时代也为期不远.教育信息化实践和理论的深化发展,人们关注的重点已经开始从硬件建设转向更复杂也更关键的软件建设、资源建设以及新的学习模式与教学模式的探索.然而,现有教育教学研究观念陈旧,教研手段相对滞后,加上一部分教师仍然游离于信息化建设之外.因此,现代信息技术手段的学习和应用,信息资源的开发和建设,具有信息化特征的教学模式的构建,已成为教师,特别是经济发达地区和教育信息化过程中的广大教师的普遍要求.从社会发展和时代要求的角度来说,教育教学工作,包括教研工作要主动适应信息化时代的发展,主动寻求自身的变革方式,主动融合到信息化之中,这是不容置疑的.     

The learn NC model

The vastness of the World Wide Web is both its attraction and its challenge. For people with a high-speed connection, plenty of time, and experience with technology, the Web can be a wonderful resource. Unfortunately, most teachers needing instructional resources for their classrooms do not have these assets. LEARN NC was created with this mainstream of teachers in mind, and to a great extent we have made the Web more accessible to them. Although we cannot give them more or faster Internet connections, we can help them make more efficient use of the time they have by making resources easy to use and providing training. We have been most successful when we have been able to “boil down” the content of the World Wide Web into a more manageable form. This requires a difficult balancing act: in order to provide as much good educational content as possible, we are constantly expanding our resources, but this growing content must be kept manageable and easy to access, or teachers will not be willing or able to use it. As a result, we must continually refine our existing resources. With these refinements, we believe—and our participating teachers concur—that our “one-stop-shopping” approach to educational technology is a helpful one for teachers and can provide a useful model for educators elsewhere

Existence of a new force in colloidal systems —Hydrophobic attraction between macroscopic surfaces

Colloids play an important role in our modern lives. In this article, we briefly discuss various forces that are known to operate between colloidal particles and then take the reader through the discovery of a new, strong and long ranged force operating between hydrophobic particles/surfaces. Characteristics of the new force and some promising theories proposed in the literature to explain its origin are also discussed; the origin of the new force is not yet resolved, however.
