美国两类主要公共图书馆等级评价活动研究

公共图书馆等级评价一般包含等级排名和达标定级两种类型。在美国,对公共图书馆的等级排名通常由独立的研究机构或学术团体组织开展,如亨氏美国公共图书馆评级（HAPLR）系统和美国星级图书馆评价系统（LJ指数）等;而对公共图书馆的达标定级则主要以各州公共图书馆标准为依据,由公共图书馆自行对照检查,并将其作为图书馆规划发展以及向联邦、州政府或其他社会组织争取支持的重要依据。本文对这两类等级评价活动分别进行调查研究,总结其经验、特点,分析其差异,并将其与我国文化部组织实施的县以上公共图书馆评估定级工作进行比较,以期为进一步改进我国公共图书馆评估制度提供参考借鉴。表2。参考文献64。     

档案馆应用移动数字终端提升信息服务能力应遵循的基本原则

移动数字终端是相对于传统传媒而被现代社会普遍接受并应用的新型信息传播模式。在社会发展的现阶段,档案馆提升信息服务能力最适宜的方法途径非移动数字终端莫属。而将移动数字终端融入档案馆信息服务能力提升过程中的前提在于确立科学适用的实施原则。     

基于动态因子分析法的省际出版业竞争力研究

文章借助动态因子分析法对我国2004—2015年各区域出版业竞争力情况进行横向静态比较和纵向动态变化分析.研究表明:(1)我国出版业竞争力评价等级的区域分布由东到西大致呈现逐步降低的形态,与黑河-腾冲线划分的区域格局有一定相似性;(2)各区域出版业竞争力变化规律不一,波动幅度较大,且受金融危机影响显著;(3)各区域在所提取的公因子上既有优势也有劣势,因此区域出版业竞争力提升政策的侧重点并不一致.最后,根据实证分析结论,有针对性地给出区域出版业竞争力提升的政策建议.     

Neural information retrieval: at the end of the early years

A recent “third wave” of neural network (NN) approaches now delivers state-of-the-art performance in many machine learning tasks, spanning speech recognition, computer vision, and natural language processing. Because these modern NNs often comprise multiple interconnected layers, work in this area is often referred to as deep learning. Recent years have witnessed an explosive growth of research into NN-based approaches to information retrieval (IR). A significant body of work has now been created. In this paper, we survey the current landscape of Neural IR research, paying special attention to the use of learned distributed representations of textual units. We highlight the successes of neural IR thus far, catalog obstacles to its wider adoption, and suggest potentially promising directions for future research.     

“The Best Minute and a Half of Audio”

In the introduction to a police audio recording of Bristol Palin describing her family’s involvement in an Alaska house party brawl, CNN anchor Carol Costello commented: “This is quite possibly the best minute and a half of audio we’ve ever come across.” The incident, however, involved an alleged assault—an act that mainstream journalism generally reports in a serious manner. Costello’s glib treatment of the event could therefore be seen as potentially breaching the boundaries of professional practice, which brought a widespread media response from both mainstream organizations and right-leaning blogs. Through textual analysis of these items, this study illustrates the challenge of conducting media boundary work—and the role strain that results—when the subject of a story occupies space within both entertainment and news spheres.     

提高水产养殖学专业本科教育质量的措施与实践

提高教育质量首先需更新教育思想和教育观念。提高水产养殖学专业本科教育质量的途径主要有加强师资队伍建设，加强实验人员队伍、实验室和实习基地的建设，调整专业课程设置与结构，改革学生毕业论的时间安排与形式等，还应消除教材工作滞后、教师与学生互动观念不强及教学质量评估缺乏行之有效的措施等不利因素。     

《中华人民共和国政府信息公开条例》与电子政务的发展

《中华人民共和国政府信息公开条例》的颁布为政府信息公开提供了法律保障。本文阐明了政府信息公开及其立法理论基础人民主权和知情权的内涵与意义,并对《条例》的作用与原则、信息公开的范围、知情权的内容等进行了介绍与探讨,并对信息公开法律规定与电子政务相辅相成的关系进行了分析。     

基于MIME邮件结构的邮件内容提取技术的研究

为准确提取电子邮件的内容,对邮件的组成结构进行详尽的分析,归纳出邮件正文特征,并设计出一个基于MIME邮件结构的邮件预处理系统。该系统采用分块处理和特征识别的方法,克服电子邮件不规范的缺点,并对邮件正文中的回复行和广告行进行过滤,从而实现对邮件内容快速准确提取。     

Harmonic detection an AC excited generation system based on in-phase correlation filtering

The paper reports results of investigation on the harmonic detection technique of a complicated power supply system such as an AC excited generation system, which has a variable fundamental frequency and low order harmonics with rich sub-harmonics whose frequencies are lower than the fundamental one. The in-phase correlation filtering technique, based on the frequency shifting principle, is proposed in this paper. Theoretical analysis and experimental results validate the effectiveness of this technique for the harmonic detections of AC excited generation systems.
