The function of individualized education programmes in special education: a discussion of premises∗

ABSTRACT

This paper focuses on the construction and implementation of written individual plans for teaching students in special education. Experiences from a number of countries are given, and from these experiences two premises for planning teaching are deduced: one regarding the link between diagnosis and instruction and one regarding teacher planning. The premises are discussed in some detail and consequences for individual planning in special education are formulated.

     

Redesigning regular education support in The Netherlands

In The Netherlands new policy guidelines have resulted in grouping regular and special schools in school clusters, in redistributing the funding of special needs and in appointing a support coordinator in every school. Since the support coordinator, or interne begeleider, is a rather new phenomenon in most schools, data about their roles and tasks were not available. This study attempted to gather such data. The results indicate that support coordinators in The Netherlands are involved in making individual educational programmes, in supporting the class teacher and in coordinating special needs education in their school. The coordinators in this research state that the available time for these tasks is insufficient.     

The State Policy of Funding Higher Education Under Public Budget Constraints1

This article describes the changing face of institutions of higher education in Russia in comparison with other countries. It is shown that the ratios of funding sources for higher education in Russia are similar in structure to those in other countries. However, the absolute amounts of funding from these sources are three times less in Russia than the level of the OECD countries. We analyze the following two strategies that Russian universities have used to cope with reduced public funding: diversification of sources of income and changing the structure of expenses. These strategies have been borrowed from the experience of foreign universities that have reformed their financial management. We identify the following main trends in the financing of Russian higher education: concentration of support on leading universities, reliance on public support for higher education as a main source of funding, and the weak use of public-private partnership mechanisms as well as endowment funds. We provide an assessment of the impact of these trends on the economic position of universities.     

Promoting Student Learning in Criminal Justice,STEM, and Forensic Science: Aggie Sleuth Initiative (AggieSI)-Guided Inquiry Learning Experience

This study reported the first interdisciplinary Aggie Sleuth Initiative (AggieSI) conducted between the Departments of Political Science and Criminal Justice, Sociology and Social Work and Chemistry in order to interest underrepresented minority students in the field of forensic science at North Carolina Agricultural and Technical State University (NCA&T). The AggieSI project involved a “simulated crime scene” and a “hypothetical narrative” that provided the “simulated circumstances” for the AggieSI exercise. The students worked in groups on their AggieSI projects in a guided inquiry laboratory experiment format. The students found their AggieSI project motivating, promoting the students’ critical thinking, problem-solving and teamwork skills with students from other departments. This project also promoted mutually beneficial collaborations and partnerships between NCA&T and the local Police Department to further promote forensic studies and to ensure justice and public safety in our community.
