Special art exhibits, sometimes known as``blockbusters', are often thought of as tourism andbusiness generators. This belief is fostered byeconomic impact studies that bravely estimate thetotal gross domestic product or total jobs ``created'by such exhibits. Unfortunately, the enthusiasm of theexhibit promoters often leads them to the uncritical useof methodologies that exaggerate the size of theexhibit's contribution to the local economy. Fortunately, such methodologies are well understoodand corrective measures are available to make theestimates they produce more realistic and useful foradvocacy purposes. This paper presents a comparisonof two studies done in Canada to provide arts managerswith a gauge for realistically forecasting thepotential impact of planned ``blockbusters'.Several Canadian art galleries have recently hostedspecial art exhibits, notably the Renoir Portraits atthe National Gallery of Canada and the BarnesExhibition at the Art Gallery of Ontario. They havesurveyed the visitors to them using a correctivemethodology that enables researchers to determinewhich visitors came to the region only because of theexistence of the exhibit and which would have come tothe region and spent money whether the exhibit existedor not. These data enables researchers to estimatequite accurately the amount of visitor spending thatis actually due to the exhibit. This lower, but morecredible, estimate is very useful in helping promotersobtain exhibit sponsorship from local tourismbusinesses who have become skeptical of theexaggerated claims of economic impact estimates basedon standard survey approaches.  相似文献

Summary The duration of the current experiment was admittedly quite short—30 minutes to an hour of learning time. A longer program may have produced more pronounced differences. Sixty-four students including 32 high and low ability males and females were randomly assigned to programed instruction and computer-assisted instruction programs on the topic of Significant Figures. The results indicated that the students using programed instruction performed significantly better than those using CAI. This difference was attributed primarily to the very poor performance by the low ability students in the CAI group. There was also a significant ability effect. The posttest and retention test results, as well as number of errors in the actual learning sequence, indicated there was a trait by treatment interaction which was interpreted primarily as a very poor performance by low ability students on CAI, with almost equal performance by high and low ability students utilizing programed instruction. The data would not support such explanations as the use of recognition responses or the inability to achieve any particular concepts in the program for the performance of low ability students on the CRT-oriented CAI. Further research is suggested. Education and research are the cornerstones of Africa's socioeconomic and political development. Yet several barriers stand in the way of Africa's education and research institutions in realizing their full potential. This paper examines copyright as a barrier in the access and use of electronic resources in Africa's education and research contexts. This paper addresses this policy question by examining the extent to which the draft policy on research and intellectual property rights management of Makerere University advances access to resources and the open sharing of knowledge. Based on the critical analysis of Makerere's policy, this paper notes that openness should trump other institutional interests in the copyright system. The position taken in the paper is that institutional policies should advance open sharing of information and knowledge (internal or external to the institution). Short-term legal remedies are proposed based on various Creative Commons' licenses that are designed to advance openness within existing national copyright statutes. Long-term remedies suggested involve reforming national and international laws and instruments to advance openness including protecting existing provisions for education and research. Protection of education and research activities can be attained by not simply availing the existing exceptions and limitations but also precluding statutory exceptions and limitations from being overridden by contractual licenses. The proposed short and long-term remedies are expected to be addressed by institutional policies to facilitate in the access and use of e-resources (and other research and educational resources).  相似文献
