This study uses administrative data to measure the effect of attending a charter school in Denver, Colorado on the achievement of reclassified English as New Language (ENL) students during their monitor period in the mainstream classroom environment. We utilize school choice data from Denver’s Common Enrollment System (CES) to control for each school a family selected entering grade six, a typical time for a structural move, in order to better control of unobserved variable bias. Results indicate charter attendance increases achievement in mathematics and English on state testing. Charter school success in the CES environment provides insights for districts serving large numbers of ENL students.  相似文献

The objective of this paper is to balance two major conceptual tendencies in science policy studies, continuity and discontinuity theory. While the latter argue for fundamental and distinct changes in science policy in the late 20th century, continuity theorists show how changes do occur but not as abrupt and fundamental as discontinuity theorists suggests. As a point of departure, we will elaborate a typology of scientific governance developed by Hagendijk and Irwin (2006) and apply it to new empirical material. This makes possible a contextualization of the governance of science related to the codification of the “third assignment” of the Swedish higher education law of 1977. The law defined the relation between university science and Swedish citizens as a dissemination project, and did so despite that several earlier initiatives actually went well beyond such a narrow conceptualisation. Our material reveals continuous interactive and rival arrangements linking the state, public authorities, the universities and private industrial enterprises. We show how different but coexisting modes of governance of science existed in Sweden during the 20th century, in clear contrast with the picture promoted by discontinuity theorists. A close study of the historical development suggests that there were several periods of layered governance when interactions and dynamics associated with continuity as well as discontinuity theories were prevalent. In addition, we conclude that the typology of governance applied in the present paper is fruitful for carrying out historical analyses of the kind embarked upon in spite of certain methodological shortcomings.  相似文献

The aim of this study was to analyse gait variability and symmetry in race walkers. Eighteen senior and 17 junior athletes race walked on an instrumented treadmill (for 10 km and 5 km, respectively) at speeds equivalent to 103% of season’s best time for 20 km and 10 km, respectively. Spatio-temporal and ground reaction force (GRF) data were recorded at 2.5 km, and at 4.5, 6.5 and 8.5 km for a subsection of athletes. Gait variability was measured using median absolute deviation (MAD) whereas inter-leg symmetry was measured using the symmetry angle. Both groups showed low variability for step length (<0.9%), step frequency (<1.1%), contact time (≤1.2%) and vertical peak force values (<5%), and neither variability nor symmetry changed with distance walked. Junior athletes were more variable for both step length (P = 0.004) and loading force (P = 0.003); no differences for gait symmetry were found. Whereas there was little mean asymmetry overall, individual analyses identified asymmetry in several athletes (symmetry angle ≥ 1.2%). Importantly, asymmetrical step lengths were found in 12 athletes and could result from underlying imbalances. Coaches are advised to observe athletes on an individual basis to monitor for both variability and asymmetry.  相似文献

Building on the experiences of librarian representatives to curriculum committees in the colleges of dentistry, medicine, and nursing, the Health Science Center Libraries (HSCL) Strategic Plan recommended the formation of a Library Liaison Work Group to create a formal Library Liaison Program to serve the six Health Science Center (HSC) colleges and several affiliated centers and institutes. The work group's charge was to define the purpose and scope of the program, identify models of best practice, and recommend activities for liaisons. The work group gathered background information, performed an environmental scan, and developed a philosophy statement, a program of liaison activities focusing on seven primary areas, and a forum for liaison communication. Hallmarks of the plan included intensive subject specialization (beyond collection development), extensive communication with users, and personal information services. Specialization was expected to promote competence, communication, confidence, comfort, and customization. Development of the program required close coordination with other strategic plan implementation teams, including teams for collection development, education, and marketing. This paper discusses the HSCL's planning process and the resulting Library Liaison Program. Although focusing on an academic health center, the planning process and liaison model may be applied to any library serving diverse, subject-specific user populations.  相似文献
