In 2010 the European Commission (EC) undertook a review of its current Universal Service Obligation (USO) to discuss whether or not broadband should be included in it. In fact, convergence of telephony, internet and media, further market liberalization and rapid technological development in the broadband market challenge the traditional definition of USO and increasingly question its notion of a “basic set of communication services”, which does not include broadband. In this context, the paper looks at the origins, the theoretical arguments for, and the empirical basis of the USO in light of the ongoing debate in the EU, and links these arguments to technological developments and changing demand conditions in European broadband markets. The authors propose that the European Commission should include in its future USO regulation provisions for a wider set of services based on Next Generation Access (NGA) networks rooted in the EC's new regulatory approach. Even if these provisions have not been included in the new USO framework in November 2011 further discussions are needed to account for the new realities of broadband markets in the European Union. 相似文献

Interaction and quadratic effects in latent variable models have to date only rarely been tested in practice. Traditional product indicator approaches need to create product indicators (e.g., x 1 2, x 1 x 4) to serve as indicators of each nonlinear latent construct. These approaches require the use of complex nonlinear constraints and additional model specifications and do not directly address the nonnormal distribution of the product terms. In contrast, recently developed, easy-to-use distribution analytic approaches do not use product indicators, but rather directly model the nonlinear multivariate distribution of the measured indicators. This article outlines the theoretical properties of the distribution analytic Latent Moderated Structural Equations (LMS; Klein & Moosbrugger, 2000) and Quasi-Maximum Likelihood (QML; Klein & Muthén, 2007) estimators. It compares the properties of LMS and QML to those of the product indicator approaches. A small simulation study compares the two approaches and illustrates the advantages of the distribution analytic approaches as multicollinearity increases, particularly in complex models with multiple nonlinear terms. An empirical example from the field of work stress applies LMS and QML to a model with an interaction and 2 quadratic effects. Example syntax for the analyses with both approaches is provided. 相似文献

Abstract Longitudinal research provides valuable information about change and progress towards elite performance. Unfortunately, there is a lack of longitudinal research in handball. In this study, 94 youth handball players (oldest group: n = 41; age 15–17 and youngest group: n = 53; age 13–15) were followed over a three-year period. Repeated Measures ANCOVA was conducted to reveal longitudinal changes in anthropometry and physical performance between elite and non-elite players, controlling for maturation. Maturation effects were found for anthropometry (P < 0.01) and some physical performance measures in strength and speed (P < 0.05). The lack of significant interaction effects revealed that during the three years of the study the elite players did not improve their physical performance more rapidly than the non-elites. Furthermore, they had a similar anthropometric profile to the non-elites. Elite players performed better on the Yo-Yo Intermittent Recovery test (P < 0.01; on average 24.0 in the youngest group and 25.2% in the oldest group over the three years) and on the speed and coordination items (P < 0.05; shuttle run: 3.6 and 5.1%; cross hopping: 11.0 and 14.8%, handball-specific shuttle run: 7.6 and 7.7%; slalom dribble test: 10.7 and 8.9%; sprint 30 m: 4.9 and 3.9%). Additionally, Yo-Yo performance and coordination with and without a ball were the most discriminating factors between the playing levels. In conclusion, youth coaches and scouts within team handball should recognise the importance of good skills and an excellent endurance for talent identification purposes. 相似文献

In addressing persistent gaps in existing theories, recent advances in data-driven research approaches offer novel perspectives and exciting insights across a spectrum of scientific fields concerned with technological change and the socio-economic impact thereof. The present investigation suggests a novel approach to identify and analyze the evolution of technology sectors, in this case, information and communications technology (ICT), considering international collaboration patterns and knowledge flows and spillovers via information inputs derived from patent documents.The objective is to utilize and explore information regarding inventors’ geo-location, technology sector classifications, and patent citation records to construct various types of networks. This, in turn, will open up avenues to discover the nature of evolutionary pathways in ICT trajectories and will also provide evidence of how the overall ICT knowledge space, as well as directional knowledge flows within the ICT space, have evolved differently. It is expected that this data-driven inquiry will deliver intuitive results for decision makers seeking evidence for future resource allocation and who are interested in identifying well-suited collaborators for the development of potential next-generation technologies. Here, we utilize microfluidic droplet technology to generate photopolymerizeable polyethylene glycol (PEG) hydrogel microbeads incorporating a fluorescence-based glucose bioassay. A microfluidic T-junction and multiphase flow of fluorescein isothiocyanate dextran, tetramethyl rhodamine isothiocyanate concanavalin A, and PEG in water were used to generate microdroplets in a continuous stream of hexadecane. The microdroplets were photopolymerized mid-stream with ultraviolet light exposure to form PEG microbeads and were collected at the outlet for further analysis. Devices were prototyped in PDMS and generated highly monodisperse 72?±?2 μm sized microbeads (measured after transfer into aqueous phase) at a continuous flow rate between 0.04 ml/h-0.06 ml/h. Scanning electron microscopy analysis was conducted to analyze and confirm microbead integrity and surface morphology. Glucose sensing was carried out using a F?rster resonance energy transfer (FRET) based assay. A proportional fluorescence intensity increase was measured within a 1-10 mM glucose concentration range. Microfluidically synthesized microbeads encapsulating sensing biomolecules offer a quick and low cost method to generate monodisperse biosensors for a variety of applications including cell cultures systems, tissue engineering, etc. 相似文献
