The Resourced Open Learning Facility (ROLF) has been developed by the UK Skills Training Agency (STA) as a means of delivering off-the-job skill training in the national network of 60 skillcentres. STA introduced ROLF as a pilot scheme in six skillcentres at a time when the government was introducing a new programme for the long-term unemployed (Employment Training). The authors evaluated the pilot scheme and concluded that ROLF was working well for low achieving adults. ROLF is also important because it is a systematic approach to open learning delivery in a chain of centres under the same management. In these times of tight budgets and political intoleance for taxation, public schools, particularly urban public schools, will continually have to look for ways in which to spend less while dealing with ever-increasing societal problems. While the ability of schools to improve the overal “product” with less resources is highly suspect, this article addresses one way in which spending less might actually improve school perfomance. The best planners in the best schools should be the administration, techers, students, parents, and the comminitu at large, and not outside esxperts hired to improve a school's “comprehensive” or “strategic” plan. By forcing the segments of the public that have the largest stake in the educational outcomes of schools to work together to plan for the future, schools will improve the efficacy of their staffs, their students, and allow parents the self-satisfaction of playing an important role in their children's education. An improtant side effect of such a method may be an increasing awareness by the public of the difficulties that schools face, and perhaps a better understanding of the important need for higher expenditures. His research interests include professionalism, collective bargaining, and educational reform. His articles have appeared inPeople and Education, and a recent article has been aceepted for publication in theJournal of Collective Negotiations in the Public Sector.  相似文献

As a field, Teacher Education has lived with continued criticism from governmental and research bodies on the quality of professional preparation and the lack of a strong research base. We respond to such criticisms by considering possibilities for further exploration of the research of practice and the practice of research in both initial and continuing teacher education. As both a theoretical and methodological challenge, this is tied recursively with research and practice in teacher education, for teacher educators, about teacher education. We draw on the theoretical resources of practice theories, to argue that teacher education practice must be informed by the study of the practice of teaching as well as research addressing the teaching of practice. In conclusion, we make a methodological case for reframing the roles of teacher and researcher within a “thirdspace” to consider the practice of researching teaching as recursive and always regenerative.  相似文献

In a joint project involving European association staff and sports scientists, basic structural data were collected on British, Swedish, Spanish and German athletics clubs to be used for analysis of hypotheses concerning conditions of participation in sports clubs, particularly by children and adolescents. The results showed clear differences in organizational level as well as membership and activity structures in comparisons between European countries and within Germany. The findings revealed the differential functions and significance of sports clubs in the context of the respective institutions and cultures.  相似文献

The comments in this article are designed to survey productive fields of a contemporary directed history of sport in a heuristic way. These comments represent a resolute plea for an in-depth interdisciplinary access to sport whereby in particular a hermeneutic perspective is seen as being productive. The main question on the meaning which reaches out beyond the performative completion of a sport activity contains an interdisciplinary cultural scientific programme, which must pay equal attention to the historical prerequisites of the narrative form and the medial constitution of such a generation of importance. Historians have also recently turned their attention to the cultural powers of sport. Classical questions on the functionalisation of sport by politics still attract the attention of contemporary history.  相似文献

On 1 August 1929 the Prussian Minister of Education enacted a regulation establishing“exercise and physical education” as an academic field of study to be offered at all universities and institutes of technology under his jurisdiction. This action served to successfully complete the process that had been evolving since the middle of the nineteenth century to recognize the discipline as a university level specialty in the face of considerable longstanding opposition. The gravest forms of opposition emanated from the universities themselves and starting in the middle of the 1920s were ultimately overcome by proceedings and argumentation. These circumstances are described in this contribution based on accessing and evaluating new sources. The central focus is on a memorandum written in February 1929 by the Göttingen University physical education lecturer Bernhard Zimmermann. The article concludes by classifying and assessing the act of 1929 with a view to the further development of the academic education of sports instructors in the ensuing era of National Socialism and the postwar period in West Germany and the Federal Republic of Germany.  相似文献
