我国图书馆立法成就述评

本文以《中华人民共和国立法法》的规定和公认的法理为标准，对近一百年来我国图书馆立法的成就进行了总结和梳理。

松嫩平原是我国重要的农业生产基地,盐碱性湿地分布广,面积大,是该区农业发展的主要限制因素之一。结合近年来吉林省农业综合开发项目和“八五”国家攻关项目的实施,本文从渔业利用方面,初步总结了吉林省白城地区及松原地区盐碱性湿地开发的实践经验,报道9种开发利用途径及其主要技术。     

中国商业银行X效率实证研究

银行效率的研究是当前国内外金融行业和监管当局研究的重点课题之一。为此,提出了采用修正产出法确定参数法中的投入和产出项,然后再通过参数法来估算银行X-效率值的方法,并应用该方法对中国十七家商业银行1996年至2006年间的效率状况进行了实证分析,实证结果表明:提高赢利能力将是中国商业银行提升效率的重要途径。     

开放式实验模式在建筑材料教学中的应用与效果

实验教学应具有验证、综合和探索三大功能,但传统的实验教学主要强调验证性功能,即专业实验以验证性实验为主,主要为专业理论教学服务。随着社会对人才需求的变化,中等职业学校必须转变观念,充分认识实验教学在中等职业教育中的重要作用,实施开放式实验教学,在强化实验基本技能的基础上,加强技能性、工艺性实验,注重培养学生的专业技能和社会能力,切实提高学生的职业能力。     

科技信息的污染与控制

科技信息污染直接造成科技活动在人、财、物上的浪费，延误科技发展的进程，影响我国科技信息在国际上的地位，同时，对于提高民族素质有极大的危害。科技信息污染的控制主要靠科技编辑强烈的责任心和过硬的业务本领，也要借助于与数据检索库相连接的计算机专家审稿系统。     

Output consensus of heterogeneous linear systems with quantized information

In this paper, we design two distributed output consensus controllers for heterogeneous linear systems based on internal model principle and then study the quantization effect on the controllers when uniform quantizers are used in the communication channels. The first controller considers the general situation when the internal model state matrix of the system may be unstable and the communication graphs are strongly connected directed graphs. We prove that the bound of the consensus error is proportional to the quantizer parameter with a coefficient related to the size of the network and the property of the communication graphs. The second controller considers the situation when the internal model state matrix is neutrally stable and the communication graphs are undirected connected graphs. In this case, we derive a better bound of the consensus error which is proportional to the quantizer parameter and the coefficient is unrelated to the size of the network when the linear systems are homogeneous. Simulation examples are provided to illustrate the theoretical results.     

“新机制”实施后农村义务教育经费“挤出效应”研究

2005年12月国务院发布了《关于深化农村义务教育经费保障机制改革的通知》,提出要建立中央和地方分项目、按比例分担的农村义务教育经费保障机制。确保充足的农村义务教育经费是"新机制"改革的初衷。然而,"新机制"实施后上级转移支付或财政投入的增加,挤出了地方财政用于农村义务教育的经费。产生"挤出效应"的原因是义务教育投入"财政不中立"、地方政府努力程度不够和出现败德行为。因此,要加大转移支付力度,创建激励约束制度和创新农村义务教育经费监管机制。     

Optimal design of Stewart platforms based on expanding the control bandwidth while considering the hydraulic system design

We proposed an optimal design method to expand the bandwidth for the control of large hydraulic Stewart platform. The method is based on generalized natural frequency and takes hydraulic oil into consideration. A Lagrangian formulation which considers the whole leg inertia is presented to obtain the accurate equivalent mass matrix. Using the model, the effect of leg inertia and the influence of design parameters on the generalized natural frequency are investigated. Finally, numerical examples are presented to validate and confirm the efficiency of the mathematical model. The results show that the leg inertia, especially the piston part plays an important role in the dynamics. The optimum diameter ratio of the base to the moving platform is between 2 and 3, and the optimum joint angle ratio of the base to the moving platform is about 1. The smaller joint angles and a longer leg stroke are favorable for raising system frequencies. The system oil should be preprocessed for large platforms with a requirement for good dynamic performance.
