国防科研院所科技创新能力评价研究

在调研科研院所开展科技创新能力评价的基础上,阐述了国防科研院所的特点及其科技创新能力内涵;以中国工程物理研究院为样本,围绕国防科研院所"一分为二"的科技创新能力结构要素,提出了从共性能力与核心能力两个方面开展评价的思路;以"抓住核心能力、注重科技创新能力整体提升"为宗旨,提出了"两个体系、三个阶段"的评估办法,为国防科研院所部署开展科技创新能力评估提供一定的参考或指导。     

中国企业科技竞争力评价系统研究

文章简要论述了开展企业科技竞争力评价的意义,以及目前评价企业科技竞争力所采用的方法和模型。在分析不同评价方法普遍存在问题的基础上,构建了基于事实型数据的、开放性的中国企业科技竞争力评价系统,并提出数据与评价体系的分层结构,为建立客观、公正、多维度的中国企业科技竞争力评价体系提出新的视角。

An enhanced psychoacoustic model based on the discrete wavelet packet transform

The perception of acoustic information by humans is based on the detailed temporal and spectral analysis provided by the auditory processing of the received signal. The incorporation of this process in psychoacoustical computational models has contributed significantly both in the development of highly efficient audio compression schemes as well as in effective audio watermarking methods. In this paper, we present an approach based on the discrete wavelet packet transform, which closely mimics the multi-resolution properties of the human ear and also includes simultaneous and temporal auditory masking. Experimental results show that the proposed technique offers better masking capabilities and it reduces the signal-to-masking ratio when compared to related approaches, without introducing audible distortion. Those results have implications that are important both for audio compression by permitting further bit rate reduction, and for watermarking by providing greater signal space for information hiding.     

OIL:构建语义网络的一种基础本体语言

本文介绍了一种在资源描述框架模式(RDFS)的基础上扩展的本体交互语言OIL，具有良好的层次结构和逻辑推理模式，是构建语义网格的基础性语言。     

乳腺癌耐受蛋白介导5-氟脲嘧啶的耐受及机制探讨

AIM To filtrate breast cancer resistance protein(BCRP)-mediated resistance agents and investigate the mechanism,so as to provide valuable datum for optimization clinical chemotherapy scheme to tumor with evaluation marker of BCRP expression. METHODS MTT assay was used to filtrate BCRP-mediated resistance agents with PA317/Tet-on/TRE-BCRP cell of different expression levels of BCRP after treated with different concentration anticancer agents. High performance liquid chromatography(HPLC) was applied to measure relative dose of intracellular retention resistance agents. Nuclear DNA fluorescence dye,Hochest 33258, staining and flow cytometry were adopted to detect apoptotic cells after treated with drugs. RESULTS There were shown increasing durg-resistance to 5-fluorouracil,methotrexate, doxirubicin, pirarubicin,etoposide and mitoxantrone followed with increasing expression of BCRP on PA317/Tet-on/TRE-BCRP cells(P＜0.05, n=3),but shown sensitive to paclitaxel, cisplatin, vincristine, mitomycin and vindesine. There also was shown significant negative correlation between the intracellular retention dose of 5-fluorouracil with different expression of BCRP(r=-0.885, P＜0.05, n=3).There were shown parallel results of that decreasing cellular apoptotic rate with increasing cellular expression of BCRP after treated with 5-fluorouracil by fluorescence dye staining and flow cytometry(P＜0.05, n=3),and also shown significate rise of the apoptotic rate of BCRP expression cells after treated with Ko143 (P＜0.05, n=3). Every group of cells could be different extently blocked in phase of G0/G1 treated with 5-fluorouracil. CONCLUSION Resistance of 5-fluorouracil could be especially mediated by conjugated with BCRP and acted as drug exclude-pump substrate. Cellular ability resistant to 5-fluorouracil-induced apoptosis could be reinforced by BCRP expression.     

面向高校农业科研的信息服务方式及其机理研究

[目的/意义]高校农业科研分为4个阶段,每个阶段的信息服务的主体、客体和服务方式都不尽相同,面向高校农业科研的信息服务方式机理,应务必理清。[方法/过程]首先是明确农业科研的过程;其次是分析面向农业科研的信息服务的主体、客体及其服务转换;第三是探讨面向高校农业科研的服务方式及其机理。[结果/结论]通过对高校农业科研4个阶段的信息服务主体、客体、服务方式及其机理进行分析与研究,优化农业科研各阶段的信息服务方式,提高高校农业科研的信息资源保障能力。     

职称评定中期刊认定的一些问题及解决思路

本文对当前职称评定工作中的期刊认定所存在的一些问题进行了论述．并提出了相应的解决思路。     

我国专利侵权赔偿额的影响因素及预测研究

首先,以我国2002—2012年的605件专利侵权诉讼案件为样本,采用多元回归方法,对我国专利侵权赔偿额的影响因素进行了定量研究,结果显示:侵权时间、侵权人数等12个变量对赔偿额有显著影响。其次,根据回归结果,选取以上12个变量,建立了BP神经网络模型,预测了专利侵权赔偿额,结果显示:该模型对0-5万元区间段赔偿额预测的正确率达94%,对5-10万元区间段赔偿额预测的正确率达68%,对10-50万区间段赔偿额预测的正确率达85%。最后,根据研究结果,提出了完善我国专利侵权赔偿制度的对策建议。     

中国社会现代化的路径图

社会现代化是现代化的一个重要领域,是国家现代化的重要组成部分。《中国现代化报告2006》系统阐述了社会现代化的原理和方法。本文讨论该报告的三个要点:(1)什么是社会现代化;(2)中国社会现代化的国际差距;(3)中国社会现代化的路径图。
