One of the main objects of the recently developed policy for Dutch higher education regards the creation of a more diversified higher education system with flexible and adaptive institutions. The nature of the proposed system should, among other things, reveal itself in meaningful and discriminating institutional profiles, based on strategic institutional choices. This article reflects on the degree to which these objects are realized. After the introduction of the new planning system in Dutch higher education, the article deals with the possibility of strategic planning in higher education institutions in general. Three different, but not necessary independent, models are distinguished: the linear strategy model, the adaptive strategy model and the interpretive strategy model. It is argued that the latter model can be applied best to higher education institutions. Some evidence on strategic planning in Dutch higher education illustrates the practice in this field. Empirical evidence shows that the governmental aim to increase the diversity in Dutch higher education is not very successful up till now. On the contrary, it seems that various homogenizing developments emerge. The concept of institutional isomorphism helps to explain some of the problems institutions encounter when trying to formulate and implement their strategies.  相似文献

Since the publication of the IMS Learning Design (IMS LD) specification in 2003, many initiatives have been undertaken to build authoring tools that are simple enough to be used by non-technical instructors and teachers. IMS LD's technical complexity is believed to be a major burden for the adoption of the specification. We have developed a new approach for course authoring and delivery that hides most of the complexities and is powerful enough to create highly flexible online courses. Key aspects in this approach are (1) integration of IMS LD authoring and delivery tools in order to enable teachers to adapt courses in runtime and (2) the use of templates to standardize aspects of the LD. This article reports on the research and development of this approach, as well as a first implementation by the Open University of the Netherlands as part of an integrated e-learning system.  相似文献

In a series of 4 studies, we explored preschoolers' understanding of thought bubbles. Very few 3-year-olds or 4-year-olds we tested knew what a thought-bubble depiction was without instruction. But, if simply told that the thought bubble "shows what someone is thinking," the vast majority of 3-year-olds and 4-year-olds easily understood the devices as depicting thoughts generally and individual thought contents specifically. In total, these children used thought-bubble depictions to ascertain the contents of characters' thoughts in a variety of situations; appropriately distinguished such depictions from mere associated actions or objects; described thought bubbles in the language of mental states; judged that persons' thoughts in these depictions were subjective in the sense of person-specific (and hence 2 people can have different thoughts about the same state of affairs); and judged that thought-bubble thoughts ( a ) were representational in the sense of depicting or showing some other state of affairs, ( b ) were mental and thus showed intangible, private, internal thoughts unlike real pictures or photographs, and ( c ) can be false, that is, can depict a person's misrepresentation of some state of affairs. We discuss the implications of these findings for young children's understanding of thoughts and thought bubbles, for their learning and comprehension of pictorial conventions, and for the use of thought bubbles to assess children's early understanding of mind.  相似文献

Educational leadership in Canada has traditionally been conceptualized as a solo activity. However, in recent years, there has been a growing interest in the distributed character of leadership. Like any other theory or concept, distributed leadership has attracted praise as well as criticism. In this chapter, we conceptualize distributed leadership as concerted actions that happen in everyday practices in schools and through relationships among various partners such as principals/heads and teachers. The chapter is divided into four sections. In Section 1, we trace historical and theoretical antecedents of distributed leadership in general with respect to questions of representation, legitimation and praxis, with specific references to social impetuses. Section 2 considers Canadian educational contexts in terms of current conditions and trends in distributed leadership. The third section deals with the global perspective in terms of social, political and aesthetic forces. The fourth section speculates upon the future of distributed leadership in terms of utopian/dystopian possibilities. In this final section, we experiment with what philosophical hermeneutics may offer to a re-conceptualization of distributed leadership. Through Gadamer’s notion of praxis, we discuss concerted action of distributed leadership. We highlight the importance of this form of leadership in an era of unprecedented global interconnectedness, and how it may facilitate teachers’ professional learning and development.  相似文献
