This paper discusses findings from an evaluation of the New Zealand Ministry of Education's Early Childhood Education (ECE) Participation Programme that targeted local areas where there are high numbers of children starting school who have not participated in ECE. The aim of the programme is to increase participation of these low‐income ‘priority’ children in ‘quality’ ECE. In this paper, two policy initiatives and features that supported participation in ECE are analysed. Engaging Priority Families (EPF) involves a coordinator working with families to encourage ECE participation, home learning and a positive transition to school. Targeted Assistance for Provision (TAP) grants are intended to increase local supply by helping establish new services and child spaces in communities where they are needed. The study used mixed methods: data on enrolments, surveys of Participation Programme providers, interviews with programme staff, surveys of families engaged in each initiative and interviews with a small group of families. The results show that cost, availability and cultural relevance of ECE services are the main barriers to participation of ‘priority’ families. Through brokering, both initiatives helped address complex social issues faced by the families by connecting families with health, housing and social agencies, and brokering understanding of ECE. The results support the argument that national policy initiatives and local actions can help address inequities in participation in ECE associated with socioeconomic status.  相似文献

This paper addresses the nature of governors in the governance of further education colleges in an English context. It explores the complex relationship between governors (people/agency), government (policy/structure) and governance (practice), in a college environment. While recent research has focused on the governance of schooling and higher education there has been little attention paid to the role of governors in the lifelong learning sector. The objective of the paper is to contribute to the debate about the purpose of college governance at a time when the Learning and Skills Council commissioning era ends and new government bodies responsible for further education and training, including local authorities, arrive. The paper analyses the nature of FE governance through the perspectives and experiences of governors, as colleges respond to calls from government for greater improvement and accountability in the sector. What constitutes creative governance is complex and controversial in the wider framework of regulation and public policy reform. As with other tricky concepts such as leadership, professionalism and learning, college governance is best defined in the contexts, cultures and situations in which it is located. College governance does not operate in a vacuum. It involves governors, chairs, principals, professionals, senior managers, clerks, community, business and wider agencies, including external audit and inspection regimes. Governance also acts as a prism through which national education and training reforms are mediated, at local level. While governing bodies are traditionally associated with the business of FE—steering, setting the tone and style, dealing with finance, funding, audit and procedural matters—they are increasingly being challenged to be more creative and responsive to the wider society. Drawing on a recent case study of six colleges, involving governors and key policy stakeholders, this paper explores FE governance in a fast changing policy environment.  相似文献

This article analyzes the common educational challenges faced by curriculum developers in the UK at the turn of the 21st century and the steps taken to address them by the Qualifications and Curriculum Authority in England and the Council for Curriculum Examinations and Assessment in Northern Ireland. The paper explores how the solutions emerging during the three curriculum review phases of 1998–1999 and 2005–2007 in England and 2000–2004 in Northern Ireland came about largely as a result of collegial working between the two bodies. As well as considering steps taken to develop aims that would drive curriculum change and a curriculum that would address the learning needs of students in the 21st century, the article also considers the lessons learnt about managing and supporting curriculum change. Developments in England and Northern Ireland serve to illustrate that an effective curriculum needs to: articulate clearly the key aims that will shape and drive it; be sufficiently visionary and flexible to allow teachers to respond to the needs of students now and in the future; and provide on-going support to help embed and sustain change. The three are inter-related and successful curriculum development involves considering them together.

Ian Colwill   is a freelance educational consultant. Until his recent retirement, he was a member of the executive of the Qualifications and Curriculum Authority in England with responsibility for curriculum development. He began his career teaching history in a secondary school in inner London before becoming an advisory history teacher for the Inner London Education Authority. He has since held senior posts in a succession of bodies advising the government on curriculum and assessment development with responsibility for developing and revising the national curriculum and producing a wide range of support materials. Carmel Gallagher   is currently a Visiting Senior Research Fellow at the UNESCO Centre, University of Ulster. Until recently, she was the manager in charge of Curriculum and Assessment Development at the Northern Ireland Council for Curriculum, Examinations and Assessment (CCEA), a post from which she has been seconded. She began her career teaching history in a large comprehensive school in West Belfast during some of the worst years of the Northern Ireland Troubles. She was seconded from this post to a number of curriculum development projects before she became the officer in charge of the history curriculum at the newly formed Northern Ireland Curriculum Council (NICC). Soon after this organisation merged with the Northern Ireland Secondary Examinations Council to form CCEA, she took over responsibility for the curriculum review process from 1996–2006, the production of a wide range of support materials and the development of an implementation strategy.  相似文献

Recent policies in Ethiopia put students at the heart of school improvement through structures for peer leadership and school-level consultation, evaluation and decision-making. This article draws on an ethnographic study of a government school in Tigray, Ethiopia, to explore how the participation and influence of students is achieved and mediated by structures and processes in school. Three key contexts of student participation are explored: positions of peer leadership (monitor, ‘one-to-five’ network leader); public evaluation sessions (gim gima); and the Parent Student Teacher Association (PSTA). Recommendations are made for sharing and strengthening democratic practices and for future research.  相似文献

This study investigates gender differences in basic numerical skills that are predictive of math achievement. Previous research in this area is inconsistent and has relied upon traditional hypothesis testing, which does not allow for assertive conclusions to be made regarding nonsignificant findings. This study is the first to compare male and female performance (= 1,391; ages 6–13) on many basic numerical tasks using both Bayesian and frequentist analyses. The results provide strong evidence of gender similarities on the majority of basic numerical tasks measured, suggesting that a male advantage in foundational numerical skills is the exception rather than the rule.  相似文献

Microfluidic platforms enable a variety of physical or chemical stimulation of single or multiple cells to be examined and monitored in real-time. To date, intracellular calcium signalling research is, however, predominantly focused on observing the response of cells to a single mode of stimulation; consequently, the sensitising/desensitising of cell responses under concurrent stimuli is not well studied. In this paper, we provide an extended Discontinuous Dielectrophoresis procedure to investigate the sensitising of chemical stimulation, over an extensive range of shear stress, up to 63 dyn/cm2, which encompasses shear stresses experienced in the arterial and venus systems (10 to 60 dyn/cm2). Furthermore, the TRPV4-selective agonist GSK1016790A, a form of chemical stimulation, did not influence the ability of the cells'' to remain immobilised under high levels of shear stress; thus, enabling us to investigate shear stress stimulation on agonism. Our experiments revealed that shear stress sensitises GSK1016790A-evoked intracellular calcium signalling of cells in a shear-stimulus dependent manner, as observed through a reduction in the cellular response time and an increase in the pharmacological efficacy. Consequently, suggesting that the role of TRPV4 may be underestimated in endothelial cells—which experience high levels of shear stress. This study highlights the importance of conducting studies at high levels of shear stress. Additionally, our approach will be valuable for examining the effect of high levels of shear on different cell types under different conditions, as presented here for agonist activation.  相似文献

The rate of higher education participation in Australia has increased over the past decade for individuals from disadvantaged backgrounds. This study contributes to the knowledge on the outcomes of disadvantaged individuals who complete higher education by looking at the labour market outcomes of university graduates from equity groups. The number of Indigenous graduates and graduates with disabilities was found to be very low, suggesting that more needs to be done to improve higher education completion for these two groups. The labour market outcomes for other equity groups are mixed, with those from low socio-economic status backgrounds and regional and remote Australia performing well in the labour market, while graduates from non-English-speaking backgrounds and female graduates in science, technology, engineering and mathematics fields experience substantial disadvantage in the labour market. The findings suggest that selection processes prior to the graduates’ entry into the labour market are important.  相似文献

In his writings, David Orr claims that the US is in an “ecological crisis” and that this stems from a crisis of education. He outlines a theory of ecological literacy, a mode by which we better learn the ecology of the Earth and live in a sustainable manner. While emphasizing a shock doctrine, the diagnosis of “crisis” may be correct, but it is short-lived for children and adults of the world. In this philosophical analysis of Orr’s theory, it is argued that we move beyond the perspective of crisis. By extending Orr’s ecological literacy with biophilia and ecojustice and by recognizing the importance of experience-in-learning, science education is envisioned to incorporate values and morals within a longer term ideology of educational reform.  相似文献

Set against a period of rapid change, education has grown in political importance and policy development has moved from the local authority to central government with a key role being played by the Secretary of State. Based on a series of semi-structured interviews, with 10 politicians who have served as Secretary of State for Education, this paper considers a range of issues related to the development and implementation of education policy in England. This paper focuses on motivation and preparation for the role, the movement of ministers, regional factors, relationship with the Prime Minister and the breakdown of consensus. It illustrates the reality of policy implementation against the political realities of serving as a Government minister and the illusion of being able to develop long-term strategies in a rapidly changing environment.  相似文献
