Education hubs and talent development: policymaking and implementation challenges

The discourse on the internationalization of higher education emphasizes revenue generation while neglecting other diverse rationales pursued by governments and institutions. For countries that are seeking to venture into a knowledge economy or accrue greater competitive advantages under globalization, many policymakers view cross-border higher education as a platform for developing human talent. In this pursuit, education hubs stand out as large-scale initiatives supported by extensive planning and investment. By comparing the developments of Malaysia, Singapore, and Hong Kong as education hubs, three distinct objectives are apparent: to develop local talent, to attract foreign talent, and to repatriate diasporic talent. Despite the attention directed at the recruitment of international students, developing local talent remains a fundamental goal among education hubs. Talent development includes manpower planning as well as more inclusive provisions that support the diverse interests among local students. On the other hand, education hubs do not share the goals of attracting foreign and repatriating diasporic talent. Contextual factors such as distinct political economies and ethnic sensitivities mediate the recruitment of external talent. Comparing the policy rhetoric of talent development against the realities of implementation reveals sharp misalignment in some cases. More importantly, the political inertia in Singapore and Hong Kong exerts a gravitational pull that is increasingly turning sentiments against some foreign talent.

Direct and Indirect Aggression on Prime-Time Network Television

This research uses disproportionate exemplar distributions in an attempt to create a spiral of silence effect for a controversial issue. No support is found for exemplars predictably causing a spiral of silence. There is mild evidence that perceived opinion can silence "public display expression." More importantly, opinion is found to predict speaking out, a phenomenon most likely associated with a cultural bias effect.     

Achieving practical broadcast experience

The fundamental purpose of higher education is to expose the student to the theories, processes and literature of one or more fields of study. However, there is no doubt that thorough training in the applied aspects of that field will be of great help both to the student and the industry he plans to join. A thorough knowledge of broadcasting as an art, a business, and a profession should fit the student both for obtaining his first position and rising up the ladder with greater ease than someone without such training. Without slighting in any way the academic study of broadcasting, it is evident that any methods for obtaining practical experience to complement and supplement the classroom are worth consideration.     

Proactive Outreach to Adult Students: A Department and Library Collaborative Effort

The number of adult learners in institutions of higher education is increasing, and these students' reasons for attending, ways of learning, challenges, and methods for overcoming challenges often differ from those of traditional-age students. Faculty and library personnel can support these students in their research efforts using several collaborative endeavors. One department and university library recognized the struggles of many of their adult students as they sought to conduct research for coursework, as well as theses or dissertations. Collaborative activities proved effective in reducing students’ anxieties and frustrations with using the library and its resources.     

Education and Families in The Spirit of Community: questions of identity,individuality and diversity

ABSTRACT

This paper [1] [1] Sections of this article will appear as part of chapter 1 in Demaine & Entwistle (1996), and some sections were included as part of a paper entitled ‘The politics of identity and the identity of sociology’ presented to the International Sociology of Education Conference on ‘Pedagogy, Identity and the Politics of Difference’ at Sheffield, United Kingdom, 3‐5 January 1996. examines communitarian argument on schools, families and youth culture in Amitai Etzioni's influential book, The Spirit of Community. The paper concludes that in lieu of detailed policy argument Etzioni's readers are presented with appeals to ‘changes of heart’ and a circular (and inconclusive) account of the supposed role of various social institutions in inculcating ‘appropriate moral values’. The paper also discusses Ray Pahl's critique of communitarianism and his account of identity, individuality and diversity in what he refers to as the ‘friendly society’.

     

An Experimental Study in Remedial Teaching in College Freshman Mathematics

The purpose of this study was to determine whether a specific cell, Memory of Figural Units–Visual Mode (MFU-V), of the Structure of Intellect (SOI) can be significantly affected by training kindergarten and first-grade children, and whether improvement in MFU-V has a significant (.05 level) effect on reading achievement of first grade children. A pre- and posttest design for experimental and control groups was used. Results showed an overall statistical significance (.05) of medians of the experimental over control in reading accuracy. No significant difference was evident in memory improvement between experimental and control groups. One-hundred and seventeen pupils were involved in this study.
