Portugal, as a small and increasingly integrated European economy, has been influenced by some of the major trends that defined the agenda of higher education policy in recent decades. Its backwardness – notably in terms of skills, education, and training – has frequently prompted a focus of attention on its international counterparts, particularly those in Europe, in search of affinities, solutions and errors to avoid. The search for guidance has also created an opportunity for the intervention of international organisations. Until Portugal joined the European Union (EU) in 1986, the Organisation for Economic Cooperation and Development (OECD) and the World Bank were the main agencies playing this role. Henceforth, those institutions lost some influence, and the European dimension gained increasing prominence. This article discusses the role of those international organisations in the definition of priorities for Portuguese higher education policy in recent decades, and provides a general overview of the outside perceptions of the Portuguese situation as understood by these international organisations. In particular, the article focuses on those interventions that promoted the influence of market mechanisms in the Portuguese higher education system by emphasising the need for higher education institutions (HEIs) to strive for increased economic responsiveness. 相似文献
Knowledge organization systems have been studied in several fields and for different and complementary aspects. Among the aspects that concentrate common interests, in this article we highlight those related to the terminological and conceptual relationships among the components of any knowledge organization system. This article analyses leadership in the newsroom of the Spanish newspaper El País as well as its impact on the craft of journalism more generally. Through 23 in-depth interviews, we try to elucidate how the newsroom constructs its leaders (in the newsroom, what does it mean to be a leader?), paying particular attention to the main skills considered to be necessary. According to our newsroom findings, not all heads of section or editors-in-chief are leaders, a fact that questions formal authority relations and proclaims expertise and know-how as discriminatory skills. This study emphasizes that the collective recognition of a leader is not an ultimate disposition, but can vary over time: consequently leaders who do not achieve the professional requirements of the newsroom can be denied the status, despite their expertise and experience. Our findings indicate that leaders at El País are those journalists (no matter what their positions) with strong capacities and skills (fundamentally experience, expertise and creativity) to manage form (relationships) and substance (contents) in the daily work of the newsroom. In short, journalists seen as leaders combine reiterated and strong qualities and merit, graphically reflected in the texts they have published for years in the newspaper. 相似文献
In many countries, quality assurance systems rely on study programme accreditation. As with all quality assurance mechanisms, accreditation should also be continuously improved in order to maintain its relevance as a promoter of study programme quality. A way to move accreditation forward is by taking into account academics’ views, interests and needs about the process, since their support for it is paramount for its success and effectiveness. This paper analyses Portuguese academics’ knowledge and views on accreditation with the aim of understanding if the process is being supported and is on the right route for being effective. It is based on the analysis of 1484 academics’ answers to a questionnaire distributed in 16 higher education institutions. This analysis reveals a moderately positive attitude of academics towards accreditation, reflected in an only moderate knowledge of the process as well as in a mild agreement with its characteristics and implementation features. This suggests that there is room for improvement to bring this quality assurance mechanism closer to academics’ expectations and needs and therefore to improve accreditation’s effectiveness.
AbstractThis study attempted to identify the predictors of entrepreneurial behavior by assessing a series of variables that included teamwork skills and demographic variables, and to explore teachers’ experiences with teamwork. A sample of 367?K-12 public school teachers completed the survey. The findings indicated that teamwork predicts entrepreneurial behavior. Most participants received teamwork training through their school districts. Barriers to teamwork included time constraints, individual differences, and inability to collaborate. 相似文献
The article documents findings from a pilot study undertaken in 2012–2013 in a special needs secondary school in the England, that trialled the use of a multimedia advocacy tool, “The RIX Wiki”. The trial was part of the pathfinder programme, which aimed to reform existing Special Education Needs provision, from the system of statementing to one of developing education health care plans. The reforms became enshrined in the Children and Families Act (2014). The findings were overall positive and helped with person-centred planning processes. The discussion is framed within current and future policy directives. We argue that multimedia advocacy approaches and software tools, like the “RIX Wiki” will have a continued role to play in ensuring the needs, aspirations and choices of children and young people with learning disabilities remain central. 相似文献
