We study school choice in England using a new dataset containing the choices of all parents seeking a school place in state secondary schools. We provide new empirical evidence to inform how the school choice market functions, including the number of choices made, whether the nearest school is the first choice and the probability of an offer from the first choice school. These indicators show that school choice is actively used by many households in England. We use the rich data available to describe how choices vary by pupil, school and neighbourhood characteristics and how school choice is used differently by different groups and in different parts of the country. For the first time, we are able to present national data on how the school choices made by parents vary according to pupils’ ethnic group and across urban and rural areas. We show, contrary to some existing literature that has relied on smaller and less representative samples of parents and pupils, that school choices do not vary significantly by social background. We show that parents pro-actively use the choice system and present new evidence on the extent to which the current school admissions criteria that prioritise distance penalise poorer families. 相似文献
This paper argues that ‘partnership’ is an essential part of the marketization of education. Whilst the market fragments and promotes individualism, ‘partnership’ promotes involvement, commitment and responsibility. It is, though, an involvement, commitment and responsibility based on individual vested interest; a necessary prerequisite to protect one's ‘investment’. In harnessing this, control upon the individual is exerted. ‘Partnership’ is presented here as double‐edged for both parents and teachers. Whilst parents may call teachers to account, ‘partnership’ acts as a form of control upon parents. Employing ‘surveillance’ as a conceptual framework, the nature and purpose of ‘partnership’, together with its management by teachers, is discussed. The paper argues that partnership serves as a device for monitoring parents and engendering what Foucault describes as ‘disciplinary power’ which is ensuring that parents learn to be ‘good’ parents as defined by the teachers and adopt a set of values that match those of the school. 相似文献
The aim of this longitudinal study was to further ourunderstanding of the reasons for social classdifferences in growth of decoding and readingcomprehension skills from beginning kindergarten throughchildren's fourth grade year. Participants wereenrolled in five public schools in a moderately sizedsouthern American city (n = 197). We examined ifbeginning kindergarten levels of three kinds ofreading related abilities explained social classdifferences in growth of reading skills during thetime periods of beginning kindergarten to children'sfirst-, second-, third-, and fourth-grade years. Thereading related abilities were phonological awareness,rate of access to phonological information inlong-term memory, and print knowledge. We found thatthe reasons for social class differences in growth ofreading skills depended on the time interval that wasconsidered. During the earliest time interval, socialclass differences in growth of decoding skills werecompletely accounted for by performance on the controlmeasures of general verbal intelligence and prior wordreading skills. During the remaining time periods,social class differences in growth of decoding andreading comprehension skills persisted whenperformance on the three kinds of reading relatedabilities and the control measures were accounted for. The greatest attenuation of SES differences in growthof reading skills occurred when beginning kindergartenlevels of print knowledge were taken into account. 相似文献
This article reports a study of Australian and Canadian women in management positions in university faculties of education. It provides a perspective on the contradictory and multilayered experiences of the first cohort of academic women to reach management positions in any significant numbers in education. The article explores the way in which women are positioned as different but at the same time negotiate their place by using marginality and difference as strengths. Many of the women continue to hold to feminist agendas that were forged in relation to the university of a quarter of a century ago. They have strong commitments to 'making a difference'. The authors raise the question of how these agendas will operate in the years to come and whether we can anticipate a new feminist politics of leadership. 相似文献
Among immigrant rights activists, journalists, and scholars the term “undocumented” has gained support as an alternative to the criminalizing and dehumanizing “illegal.” By contrast, this essay critiques so-called DREAMers' articulation of an “undocumented” subjectivity, arguing that the term, invoking a Weberian bureaucracy, undermines activists' cooptive intent and subversive agenda. To be undocumented in what Robert Hariman calls “a polity of offices,” which privileges the written text, is to be both unintelligible and powerless. These constraints, however, may be circumvented by the use of web-text for mobilization, recruitment, and networking. Informed by Gregory Ulmer's notion of “electracy,” I posit web-text as transitional, potentially capable of contesting the authority of the bureaucracy. 相似文献
‘Engagement’ has since the mid-1990s led to a series of initiatives and campus centers wherein many universities attempt strategies that are primarily administrative and programmatic. By contrast, our tale from the field points to an inherent and original connection between rhetoric and engagement; we propose that the fundamental principles of rhetoric and communication equip scholars to work effectively toward the goal of engaged research and teaching. Our stories from the University of Texas Intellectual Entrepreneurship Consortium and from the University of Pittsburgh’s Honors College indicate that there is significant value and power in taking to heart the lessons of the discipline for our own actions and lives as educators. Acting on what we know directs us toward such concepts as invention, discovery, argument, deliberation, advocacy, and intervention – the rhetorical instruments needed to change the academic culture and create environments for engaged learning. 相似文献
This article addresses the inherent tension in the Bologna process between the aim of convergence and the will to maintain the diversity of national higher education (HE) systems, as well as the decentralised and autonomous nature of national policy formulation on Bologna reforms. Starting from an analytical discussion of the concepts of convergence versus diversity in the Bologna documents, it assesses empirically the degree of convergence achieved so far between the HE systems of Germany, the Netherlands, France, and England. The result is that convergence in several dimensions was only modest between 1998 and 2004. The article concludes by reflecting upon this finding and discusses the implications. The policy proposals put forward are (1) to acknowledge and stress the merits of the Bologna process other than convergence, (2) to engage in a second round of reforms more clearly targeted at convergence, and (3) to address mobility and recognition issues independent from convergence of degree structures.
