This paper explores the social and educational implications of the Secondary Schools Scholarship Project (SSSP) in which Australia gave over 1,000 adolescents from Papua New Guinea three-year scholarships to study in Australian high schools. Drawing from postcolonial theory, the paper uses concepts of ambivalence, hybridity, hegemony, contradiction, and national discourse to analyse an array of issues which would not be in the purview of dependency theory. These issues include not only the cultural “border-crossings” and tensions experienced by the Papua New Guinean scholarship winners during their Australian sojourn and return to Papua New Guinea, but also the complex ambiguities in the outcomes and implications of a foreign aid project for a decolonising country. The scholarship programme illustrates the politics of foreign aid in education, including the contradictions of receiving aid from a donor country which is garnering substantial benefits from the recipient country, and the complexity of the postcolonial challenge of utilising this aid in a way that meets national educational goals in a globalising world. 相似文献

ABSTRACTThe tribal codes and laws managing the traditional knowledge system of the Karuk people have been passed on to us by the ikxaréeyav, or Spirit People. Regulated through access restrictions and protocols, we have been able to preserve information about all aspects of Karuk life for thousands of years. Yet over the past 160 years, this system has remained unacknowledged by the legal frameworks of Euro-America. Since 2012, however, the Karuk Tribe has been developing the Sípnuuk Digital Library, Archives, and Museum, providing self-representative and culturally appropriate access to, control over, and preservation of Karuk cultural heritage. 相似文献

Australia, like many developed countries expends a proportion of its budget in assisting lesser developed countries (LDC) in educational enterprises. Such efforts may have muted results if Australian educators assume that overseas students eventually adapt to their teaching. This paper argues that institutions which accept overseas students into their courses are obliged professionally to cater for students’ learning problems particularly, if the language of instruction is not the mother tongue. Often these problems have their genesis in the LDC because students are educated in a language in which their teachers’ themselves lack facility. Moreover, in the Papua New Guinea context the learning problems with English are associated with a lack of equivalence between the concepts in the academic discourse and the students’ existing conceptual framework. The effects of fetal cocaine exposure on newborn cry characteristics were studied in 80 cocaine-exposed and 80 control infants. The groups were stratified to be similar on maternal demographic characteristics and maternal use of other illegal substances and alcohol during pregnancy. The hypothesis was that excitable cry characteristics were related to the direct effects of cocaine, while depressed cry characteristics were related to the indirect effects of cocaine secondary to low birthweight. Structural equation modeling (EQS) showed direct effects of cocaine on cries with a longer duration, higher fundamental frequency, and a higher and more variable first formant frequency. Indirect effects of cocaine secondary to low birthweight resulted in cries with a longer latency, fewer utterances, lower amplitude, and more dysphonation. Cocaine-exposed infants had a lower birthweight, shorter length, and smaller head circumference than the unexposed controls. Findings were consistent with the notion that 2 neurobehavioral syndromes, excitable and depressed, can be described in cocaine-exposed infants, and that these 2 syndromes are due, respectively, to direct neurotoxic effects and indirect effects secondary to intrauterine growth retardation. 相似文献

Newly hired faculty members in certain disciplines demand and receive salaries that approach or exceed those of existing faculty at the same or higher professional rank. The marketisation of higher education (HE) has created a number of tensions and ideological dilemmas that may influence how academics see their roles and teaching practices. This paper explores how academics in the discipline of social work (who were also in leadership roles) perceive their roles and identities and manage the tensions and dilemmas that arise for them as teachers in the current HE environment. Unless the tensions and dilemmas are articulated, it is not possible to understand and manage their impact on academics. This may lead to the loss of quality learning experiences for students and lower workplace satisfaction. This paper addresses the research question: were there ideological dilemmas experienced by social work academics in the current environment and if so, what subject positions did they adopt in response to these? A discursive psychology approach was used to answer this question. Data showed a range of ideological dilemmas represented by each of the different subject positions adopted. The paper concludes with questions for readers to consider, generating ideas for transferring understanding of these ideological dilemmas into positive action within the workplace. 相似文献

It has been long assumed that it takes some optimum size in order to obtain a sufficient critical mass to have an economy of scale operation, but there has been little substantive study of the topic. This paper looks at the relationship between enrollment and costs at colleges and universities. The question under study is whether large size provides economy of scale for operating. The question, unfortunately, is masked by the complexity of an institution. The manner in which complexity, size, costs, and enrollment interrelate is the substance of this paper. A MODEL PROGRAM, the Administrators’ Roundtables, was developed to increase the leadership of school principals in special education. The program was designed to meet the individual needs of participants as well as provide information regarding “best practices” in the field of special education. The one‐year program components include a series of monthly roundtable sessions where principals discuss relevant topics, distribution of professional materials and information, and participant site visits to model special education programs. An evaluation of the program is given based upon a questionnaire presented to the special education staff of participants before and after they became members of the Roundtable and an interview with a sample of the participants in the program. Results indicated that the Roundtables have had a positive impact on principals’ awareness and knowledge in the area of special education policies and practices with some secondary, indirect effects on programs for students with handicaps. 相似文献
