The Empire Writes Back…Back: Postcolonial Studies in an Age of Autogenic War

This essay attempts to disclose a uniquely volatile nexus that implicates – and perhaps, reinvigorates – a postcolonial analytics of insurgency. This nexus includes three strands of inquiry: the first is the so-called Revolution in Military Affairs (RMA), which really is – albeit in a qualified sense – revolutionary. War is doing new things with time and space through culture, media, and data technology, and in the process is mutating not only what it means to be a part of this or that national group but is also changing what it means to be human. The second strand of inquiry focuses on the legacy of postcolonial studies, particularly the notion of ‘writing back’ which, I contend, is an apposite starting point for writing critically about the RMA. Apposite though it is, there are limits to postcolonial studies in the contemporary war context. This is so because while the divisions of individual difference are shifting, the coherence of the nation state itself is undergoing radical change. Moving outward in scope to a planetary scale, the human being per se is no longer a primary category by and for which war is happening today. Thus the third strand of inquiry is focused on the residual anthropomorphic tendencies within postcolonial studies that too narrowly limit discussions of violence and collective belonging. The concept of the human being per se remains reliant on early models of technology and media (namely, writing and literature, usually novels). Therefore, in the context of an ever-expanding global war machine, ‘writing back’ is a concept that requires fine-tuning and revision.     

Political Socialization of International Students: Public-Issue Discourse and Discussion on the College Campus

ABSTRACT

This study examined international students’ interests in public issues in the U.S. and motivational factors behind their discourse or avoidance of such issues. In-depth interviews with international students revealed that they discuss certain public issues in the U.S. to gain or exchange information and knowledge, because these issues are relevant to themselves and others, or due to the misconceptions that others have about their country. Moreover, international students tend to avoid certain public issues because of the level of their knowledge and lack of interest in such issues and in order to avoid dissonance caused by the public issues.     

Assessing General Education and Special Education Majors’ Self‐Efficacy for Teaching Reading

In an era of teacher quality reforms, one overlooked area for assessing readiness for teaching is education majors’ self‐efficacy for teaching reading. This gap is unfortunate, as teaching reading is a common responsibility among general and special education teachers. In the current push for RTI—one in which more general education teachers are increasingly called upon to provide reading support to students with learning disabilities, in addition to the support received from special educators—it is important to determine preservice teachers’ self‐efficacy for teaching reading. Self‐efficacy is an important construct to consider as it is related to eventual teacher attrition. The purpose of the current study was to develop a scale to measure elementary and special education majors’ self‐efficacy for teaching reading. With a sample of 110 education majors, a three‐factor scale was developed and demonstrated strong psychometric properties. Implications for the future of teacher education programs are discussed.     

Examining the Library as a Site for Intervention: A Mixed-Methods Case Study Evaluation of the “Innovative Solutions to Homelessness” Project

Abstract

This study examined a project that delivered social work services to homeless individuals. A mixed-methods case study was conducted using quantitative and qualitative data from 93 library employees and the project’s Homelessness Prevention Outreach Worker (HPOW). There was an increase in the number of clients accessing community supports during the project, and the HPOW was integral to the provision of support and resources to homeless individuals. Staff training was associated with significantly greater knowledge, comfort, and skills in working with homeless individuals. These findings can inform the delivery and implementation of similar programs for homeless individuals.     

IP Address Data and its Place in the Library Community Today and in the Future

Internet Protocol (IP) technology has played an important role in the management of access to scholarly work within institutions since the advent of electronic publishing in the late 1990s. Despite recent efforts to explore alternative modes of authentication, the ubiquitous use of IP address authentication within the systems of libraries, publishers, and third party vendors around the world suggests it will continue to play a significant role for the foreseeable future. However, recent studies show that a large amount of the IP address data held within publisher systems is incorrect, improperly assigned, or requires clarification. Poor source data carries significant risks—not the least of which translates into unreliable usage reporting for libraries and publishers. The IP Registry is designed to help mitigate these challenges by creating a Registry of cleaned data that libraries and publishers can interact with in a centralized fashion thereby helping to ensure accuracy and reducing the level of resources necessary to manage and communicate changes to existing data. The database of more than 60,000 academic, corporate, and government libraries was created through the amalgamation of raw source data from more than 170 scholarly publishers. In addition to cleaned IP address data, the Registry includes standardized English naming, aliases, local language naming (and characters), hierarchies, and organizational IDs for each record. The importance of accurately understanding current usage and how libraries utilize published content is clear. Regardless of what the future holds, the need for a clean and stable source of IP address data is real for libraries, publishers, and vendors alike.     

The Impact of League Tables on University Application Rates

In the UK, the popular use of league tables in assessing the comparative standing of universities has escalated to such an extent that most UK national newspapers now publish them. A review of literature to date suggests there has been little academic research undertaken to establish the value of such tables or to assess their impact upon student application rates. This paper explores the relationship between league position and application rates in the UK, using rankings from the Sunday Times as an example, with important lessons for higher education across the globe. Results show that in the period when league tables were newly introduced, there was a significant negative association between league table position (ranked from highest to lowest) and the change in application rates (that is, the higher the league position, the faster the growth in applications) an association that subsequently weakened and may have even have reversed. The paper goes on to explore the notion of various divisions within the overall league table, suggesting that there are effectively two 'selecting' divisions, typically choosing from a surplus of applicants, and two 'recruiting' divisions, typically working to avoid an applications shortfall against target numbers.
