This paper discusses implications of the convergence of legal and organizational issues in the context of developing and implementing digital government projects in large urban settings. By the convergence of legal and organizational issues we refer to two important aspects of urban government: (1) the close relationship between legal/policy structures and the way government is organized and functions, and (2) the way the legal/policy elements interact with organizational dynamics and work cultures to influence digital government projects (and government activities generally). It is our contention that convergence in the organizational and legal/policy context is a powerful determinant of how these projects develop and how likely they are to succeed. Therefore the understanding of this convergence and related dynamics is critically important to planning and designing both policy to promote digital government and particular digital government projects themselves. Illustrations of this convergence and its consequences are presented. They are based on research involving two digital government projects in urban settings: development of a management information system for homeless shelter administration and a developing a system for sharing information among New York City agencies. 相似文献

"Change" is a critical dimension of contemporary experience. Library associations are not exempt, and they change in ways similar to other organizations. According to some authorities, four phases typify the process: diagnosis, design, implementation, and incorporation. Focusing on changes in the Medical Library Association's longstanding program of continuing education, the authors utilize the "phase framework" to chart that association's movement from a management system depending primarily upon volunteers to one in which professional staff figure prominently. Preschool children's social interactions with teachers and peers were observed in the context of moral and prudential events. Twenty groups of children were observed during free play for a total of 164 hours (8 hours per each group). Four types of moral transgressions were observed: physical harm, psychological harm, property loss, and property damage. The majority of the moral transgressions pertained to physical harm and property loss. There were equal frequencies of both moral and prudential physical harm acts; Moral physical harm acts resulted in actual harm; whereas, prudential acts were only potentially harmful. Teachers responded differently to moral and prudential rule violations. Gender differences were noted with regard to instigator, victim teachers' responses, and victims' responses. 相似文献

This paper reflects on the outcomes of a project undertaken in 1997/98, and examines issues relating to the development of the managerial expertise that underpins the library and information services in Latin America and the Caribbean. It reviews the results of surveys of schools of Librarianship and Information Sciences and a small selection of employers in the region, examining the congruence between the needs of the employers and provision by the schools and possible explanations for an apparent mutual lack of awareness of modern management techniques. Proposals for developing management expertise include: enhancing access to indigenous professional publications and teaching materials; developing a Hispanic language distance-learning programme for library managers; improving research into the job market and skills requirements; and developing an electronic network for communication between the schools. The role of international agencies and technical co-operation projects is assessed, and attention is drawn to the need for a more positive approach to overcome the issues surrounding the transfer of management know-how between different cultures. 相似文献

The University of Oklahoma College of Medicine has conducted an annual Anatomical Donor Luncheon where families of the anatomical donors met anatomy dissection groups of medical students. The luncheon presented an opportunity for donor family members to share the life story of their loved one with the medical students prior to the start of the anatomy course. This study was designed to understand the impact of the Anatomical Donor Luncheon on families of the donors. Seven families in two different focus groups were included to explore the reactions and attitudes of the donor families to meeting the medical students. Conversations were digitally recorded and transcribed. Qualitative analysis of textual data were coded by three investigators using the Constant Comparative Method. To provide evidence of validity, a form of member checking was utilized. For further triangulation, an analyst not involved in conducting the focus groups or analyzing the data, re-coded all data. This analyst used categories and themes identified by the original analysts, ensuring validity of the themes and any negative cases (data not supporting or contradictory of the established categories and themes). One meta-theme and three sub-themes were identified. The meta-theme was Donor Family Participants Experience Transformation and Closure, and sub-themes were Motivators for Participation, Optimal Venue Factors, and Optimal Medical Student–Anatomical Donor Family Interactions. Study findings indicated the Anatomical Donor Luncheon facilitated closure on the death of their loved one, and transformed their apprehension about the luncheon and body donation into an attitude of gratitude and appreciation. 相似文献

The purpose of this study was to explore the relationships among cognitive processing, phonological processing and basic reading skill performance. Cognitive theorists propose that Planning, Attention, Simultaneous and Successive (PASS) processes are related to various phonological skills. A sample of 62 Primary Grade children referred for reading problems were administered measures of cognitive processes (Cognitive Assessment System), phonological processes (Comprehensive Test of Phonological Processing) and basic reading achievement (Woodcock‐Johnson Tests of Academic Achievement‐III). Findings indicated that some cognitive processes were significantly related to phonological processes as well as basic reading skills. The strongest relationships were found between phonological memory and successive processes and between phonological awareness and basic reading performance. 相似文献
