Statewide birth certificate and preschool exceptionality records were integrated to identify risk factors for developmental delay (DD). Epidemiological methods were used to investigate both individual-level and population-level risk for DD associated with a number of child and maternal factors. Infants born with very low birth weight were at the greatest individual-level risk for DD, whereas prematurity (gestational age less than 37 weeks) and low maternal education posed the greatest population-level risk. For comparative purposes, individual-level risk for speech disability and other developmental disabilities was also determined. The individual-level risk associated with nearly all factors was significantly greater for DD than for speech disability or other developmental disabilities. The present study suggests that information available from birth certificate records can be used to target screening and early intervention services for children at high risk with the goal of reducing the incidence of DD and subsequent associated disabilities. 相似文献

In this article we make three related arguments. The first isthat different teachers have different intentions concerning whatstudents will learn and consequently in their teaching they constitutethe topic or subject to be taught quite differently. The second is thata teacher's intentions concerning what it is that students should learnis closely aligned with a teacher's expectation of how students learnand how they can be helped to learn through teaching. The third is thatwhen teachers focus specifically on the teaching of a particular topic,within a specific context, there is a close relationship between theirintentions and their teaching practice. In this article we explore thesearguments through an empirical study which considers the different waysin which 26 university teachers intended to constitute a subject ortopic for their students to study, how they then taught the subject andsubsequently how consistent were their intentions and their practice.The analysis shows that when the context of teaching and learning istightly defined there is a clear relationship between a teacher'sintention and their practice. In particular, university teachers whoadopt more conceptual change and student-focussed approaches to teachingconstitute objects of study which are more relational and focus on thestudent's knowledge. UNESCO has given its Director General a mandate to draft a convention on protecting the diversity of cultural contents and artistic expressions by the fall of 2005. Proponents of the convention view commitments made by countries in trade agreements as weakening their ability to preserve and promote cultural diversity. We review the existing draft wording for a convention, developed before the official involvement of UNESCO, by the INCP, an association representing cultural ministries in favour of insulating their cultural policies from liberalization, and conclude that it fails to meet the necessary conditions for an enforceable rules-based international agreement. In the INCP text, countries are given rights to introduce policies that promote a self-defined cultural diversity. The only obligation is to balance their interests with those of others. No standard of adjudication for balance is offered nor any effective dispute resolution mechanism developed. The ultimate purpose of the initiative may be to form a negotiating bloc within the WTO, but the disparate interests of its members and the lack of tangible benefits from the Convention reduce the credibility of bargaining solidarity. In contrast, the WTO provides a flexible and effective forum for negotiating maintenance of current policy options at a cost of making concessions in other sectors. 相似文献

Keith Park, advisory teacher for Sense in the London Boroughs of Greenwich and Lewisham, has written a series of articles focused on the relationship between communication and access to literature for pupils with learning difficulties. In this article, he turns his attention to poetry. He explores the notion that all of us, to some extent, respond to great works of literature affectively. He describes his use of works by T. S. Eliot, James Joyce and Shakespeare in interactive and experiential sessions with pupils with severe and profound and multiple learning difficulties.
