Technology and Political Artifacts: The CFP2000 Workshop on Freedom and Privacy by Design

An experimental, all-day Workshop on Freedom and Privacy by Design took place on 4 April 2000, as part of the 10th annual Conference on Computers, Freedom, and Privacy. It invited more than 30 well-known systems architects, implementors, and experts in privacy and usability to investigate, in depth, three different proposals for creating political artifacts: technology intended to bring about particular types of political change--in this case, the reinforcement of certain civil liberties. This article summarizes the rationale and structure of the workshop, the three proposals investigated, and what the workshop and audience members had to say about the issues. It concludes with some information on the workshop's impact to date and what lessons were learned by running such an experiment.

Psychosocial factors impacting STEM career selection

Attention on P-20 science, technology, engineering, and mathematics (STEM) education has increased tremendously in recent years. Many efforts are underway to promote STEM major and career selection across the nation; specifically, in engineering and computer science. The authors' purpose was to examine an underlying profile combinations of latent traits that influence student STEM career selection while designing serious educational games (SEGs). The authors combine a number of quantitative analysis methods in an effort to develop a rich understanding of how a profile combination of traits interact with one another to effect selection of STEM careers and majors. Study participants were 585 students enrolled in a full-time traditional high school. The addition of SEG design experiences into the student profile increases the probability of STEM career selection by 5.1 times.     

The structure of research training in England

Over the past twenty-five years, the UK government has implemented reforms in doctoral level provision, led by the Research Councils and especially the Economic and Social Research Council. These have emphasised training in research methodology and also, recently, other employment-related skills. This article considers the drivers of these initiatives (demands for accountability and ‘new public management’) and some of their consequences (including the steering of research in particular directions and a neglect of the scholarship produced and also doctoral studies as a form of lifelong learning). It also examines some of the universities' responses in the form of diversification of doctoral studies, the institution of graduate schools, and the establishment of a National Council for Graduate Education. Throughout these reforms, the diversity of doctoral students and their concerns have largely been neglected.     

Dimensions of utilization and types of evaluation approaches

The growing interest in program evaluation is related to the various uses that such studies are expected to serve, including: influencing budget decisions, serving as a medium of accountability, facilitating policymaking, and guiding managerial decisions regarding program design and delivery. There are also some uses which are not generally publicly acknowledge such as: to whitewash programs, to purposefully destroy them, and to postpone needed action.The need for understanding various interpretations of utilization is reflected in the different conclusions that writers have drawn about the extent to which evaluation findings are utilized. Those who claim that evaluation findings have not been utilized tend to view utilization as the immediate and direct use of evaluation findings for decisionmaking. On the other hand, those who view utilization as having more modest uses (e.g., prodding action or providing added assurance) tend to produce evidence that program evaluation has been widely utilized in decision making.This paper will examine utilization primarily from the viewpoint of decisionmaking. This focus will serve as the basis for demonstrating how the meaning of utilization differs according to the purpose(s) and methodology of the evaluation study conducted.
