我国行政组织的变革与创新——基于知识管理理论的视角

作为一种行之有效的管理工具,知识管理在全球化和信息技术急速发展的前提下应运而生,作为一种理论,知识管理理论也为进行深入全面的行政组织变革和创新提供了新的有效的思路。基于知识管理理论视角,我国行政组织在学习能力、人力资源管理、知识管理体系、信息化水平等方面存在一定的问题,传统行政文化、科层制弊端、资金投入不足及失衡、公务员整体素质等的影响和制约构成了问题产生的原因,因此,建立扁平化的行政组织、创建学习型行政组织、加强我国行政组织电子政务建设、完善我国行政组织知识管理体系等即成为我国行政组织变革和创新的可行路径。     

辨《离骚》“溘死以流亡”

＂溘死＂和＂流亡＂在《离骚》中各见一例。＂溘死＂今者释义多为＂忽然死亡＂;而＂流亡＂释为何义,古今学者莫衷一是。然观文章前后之意,联接＂溘死＂、＂流亡＂的＂而＂应作顺接连词。＂溘死＂与＂流亡＂应为逻辑顺序关系,不宜为并列之序;且屈赋另亦三次出现类似句式,＂流亡＂皆为同义。联系屈子人生理想及其诗句,＂流亡＂应释为＂随流水消逝＂。     

An efficient method of addressing ectopic beats: new insight into data preprocessing of heart rate variability analysis

Heart rate variability (HRV) analysis is affected by ectopic beats. An efficient method was proposed to deal with the ectopic beats. The method was based on trend correlation of the heart timing signal. Predictor of R-R interval (RRI) value at ectopic beat time was constructed by the weight calculation and the slope estimation of preceding normal RRI. The type of ectopic beat was detected and replaced by the predictor of RRI. The performance of the simulated signal after ectopic correction was tested by the standard value using power spectrum density (PSD) estimation, whereas the results of clinical data with ectopic beats were compared with the adjacent ectopic-free data. The result showed the frequency indexes after ectopy corrected had less error than other methods with the test of simulated signal and clinical data. It indicated our method could improve the PSD estimation in HRV analysis. The method had advantages of high accuracy and real time properties to recover the sinus node modulation.

Characterization of (68)Zn uptake, translocation, and accumulation into developing grains and young leaves of high Zn-density rice genotype

Zinc (Zn) is an essential micronutrient for humans, but Zn deficiency has become serious as equally as iron (Fe) and vitamin A deficiencies nowadays. Selection and breeding of high Zn-density crops is a suitable, cost-effective, and sustainable way to improve human health. However, the mechanism of high Zn density in rice grain is not fully understood, especially how Zn transports from soil to grains. Hydroponics experiments were carried out to compare Zn uptake and distribution in two different Zn-density rice genotypes using stable isotope technique. At seedling stage, IR68144 showed higher ⁶⁸Zn uptake and transport rate to the shoot for the short-term, but no significant difference was observed in both genotypes for the long-term. Zn in xylem sap of IR68144 was consistently higher, and IR68144 exhibited higher Zn absorption ratio than IR64 at sufficient (2.0 μmol/L) or surplus (8.0 μmol/L) Zn supply level. IR64 and IR68144 showed similar patterns of ⁶⁸Zn accumulation in new leaves at seedling stage and in developing grains at ripening stage, whereas ⁶⁸Zn in new leaves and grains of IR68144 was consistently higher. These results suggested that a rapid root-to-shoot translocation and enhanced xylem loading capacity may be the crucial processes for high Zn density in rice grains.

由于带来隐性知识共享,地理集聚曾经对企业集群的发展起着重要的作用。但是伴随着集群的自身的生长,集群规模日渐扩大,隐性知识共享逐渐消亡,集聚的动因不复存在,同时,集聚导致知识交换的内趋化。因此地理集聚这一传统优势正渐渐为集群发展的制约因素。本文从知识转移的视角出发,分析了地理集聚在集群发展的过程中由推动变为制约的动态过程,并提出破解地理集聚制约的途径。

关于提高《液压与气压传动》教学质量的思考

根据高职院校的特点,结合《液压与气压传动》课程理论及实验教学中的体会,针对目前《液压与气压传动》课程教学的质量问题提出了从教材、实验及教学方法等多个方面的解决方法。     

焦虑情绪和适应能力对大学新生学习生活的影响

采用焦虑自评量表和心理适应性自测量表对67名大学新生进行三次心理健康状况调查,结果显示有一般心理问题的学生占28.36%;有严重心理问题的学生占6.00%。焦虑产生的原因有生理需要不满足、安全感缺失、没有归属感、实现自我价值有压力。高校可以通过素质教育,加强校园文化建设,提高学生的适应能力,完善心理健康教育系统,缓解大学生的心理焦虑。
