Community-based informal education, like other practices, is fundamentally shaped by the discourses under which it is constituted. In Scotland, since 1975, the practice has been formally established by government policy as an amalgam of youth work, adult education and community development under a discourse of informal education. This combination carries its own internal tensions alongside the continually contested relationship between the field of practice and the State. This study analyses key documents in order to chart the shifts in discourse around the constitution of Community Education/Community Learning and Development since 1975. The analysis reveals the force of managerialist discourses which transformed understandings of the practice from post-war welfare state discourses as a service, to its reshaping as technique under New Labour. Current discursive work is directed to its reconstitution (still somewhat ambivalently) as a profession. This ‘re-professionalisation’ connects with similar movements in medicine, social work, parole and teaching which are attempting to reduce the costs of actuarial disciplinary techniques (in record-keeping, reporting and the generation of outcome data) by returning professional trust and judgement to practitioners.  相似文献

The last three decades have witnessed significant changes in the social and economic context of young people’s lives. There is increasing evidence that for young people growing up in the UK, this is fuelling a disparity between those with resources and those without. What this means in terms of social justice, however, is difficult to discern. In Scotland, promoting greater social justice so that all its citizens are included has been held up as a key vision of successive Scottish administrations since devolution began in 1999. Scotland therefore makes an interesting case for the examination of policy discourses in relation to young people. In order to do this, the paper draws on a theoretical framework of justice developed by Nancy Fraser which is oriented on the norm of participatory parity. Combining this framework with an approach informed by critical discourse analysis, the current policy context in Scotland is examined in order to discern if it contributes to all young people achieving participatory parity and subsequently social justice.  相似文献

Fuelled by globalisation, the internationalisation of higher education in Canada is happening at a rapid pace. One manifestation of internationalisation is the increasing enrolment of international graduate students in Canadian institutions. Many of these students face challenges and barriers in integrating into Canadian academic environments including isolation, alienation, marginalisation and low self-esteem. This case study investigates a programme at a large Canadian university intended to help international graduate students with their adaptation to an unfamiliar academic environment. The research shows that the programme was successful in creating a transnational learning space where international students developed a sense of belonging, increased cross-cultural understanding and raised awareness about global issues. More importantly, it helped international students with their integration into a Canadian learning community. The findings have important implications for the development of programmes to provide appropriate levels of support for international students and for building internationally inclusive campuses.  相似文献

ABSTRACT

Until today, thousands of young adults still dropout of school with no or low qualifications and experience difficulties in entering the labour market. The European Commission offers funding and opportunities for young adults to enter employability enhancing training, often organised under its flagship initiative ‘The Youth Guarantee’. The aim of these programmes is to make young adults a work, training or educational offer within four months of their start into this initiative.

In this paper, we critically explore the concept of employability and focus on the roles of both the young adults undergoing training interventions, but also of practitioners whose work is ideally embedded within the local context of the labour market and the economy. We were interested in the participation experiences by both groups to analyse the strengths and weaknesses of these programmes. Evidence from interviews demonstrated that learners and practitioners were generally satisfied with the interventions, although individualised support was preferred over group-based activities. Working with stakeholders was strongly recommended for this target group who tends to experience cumulative disadvantages. Long-term follow-up of participants’ destinations will provide better evidence on the effectiveness of these programmes.  相似文献

Active learning is a pedagogical construct widely appealed to within the global discourse of lifelong learning. However, an examination of the literature reveals a lack of clarity and consensus as to its meaning. This article provides a critical analysis of a range of dimensions underpinning the concept of active learning including policy discourses, definitions, interpretation and enactments in educational settings, and resultant pedagogical implications. A more robust theoretical framework is presented to support educator understanding which synthesises and extends current constructs and which bridges the divide between active learning considered as either theory of learning or pedagogical strategy.  相似文献
